The EARTHWORKS Group, Inc. is a turn-key planning and design consulting firm established in 1996. We
provide Engineering, Survey, Environmental, Land Planning, Geographic Information Systems (GIS), Structural,
Construction Management, Real Estate, Wetland Mitigation Banking, Project Marketing, and other consulting
services for public and private clients. We work closely with our clients during the design process to address
technical issues pertaining to stormwater, wastewater, water distribution, environmental, municipal, and other
requirements. EARTHWORKS’ personnel has an excellent track record of obtaining necessary development
permits from the multitude of local, state, and federal agencies.
About EARTHWORKS
Steven G. Strickland, P.E., LEED AP

It gives me great pleasure to

introduce The EARTHWORKS Group.
We started this consulting firm in
1996 with three employees, and
have grown into a multi-faceted, full
service engineering, environmental
and survey firm. We have created a ―one stop shop‖ for
our clients which enhances project coordination.

The company is organized into teams: Administration,

Survey, Land Development, Environmental Services and
Marketing - each managed by a Team Leader. Team
Leaders meet every two weeks to discuss overall
operations and work out logistical issues with
coordination on our projects. Our projects have stretched
across the southeast from Mississippi through Georgia,
South Carolina and North Carolina. Additionally, we
partner with subject experts from across the United
States to create collaborative teams for large-scale
projects.

EARTHWORKS is a recognized leader in wetland and

environmental planning. Our team members have
excellent relationships with the Army Corps of Engineers
(USACE) and State Environmental Agencies and are
known for their expertise in wetland delineation, planning
and permitting throughout the regulatory community. We
have built on this foundation to create an integrated
design team capable of managing land development and
vertical construction projects of all sizes.

In 2007, we moved into a new 15,000 SF headquarters

facility. This facility was designed to provide all
disciplines with adequate space for continued growth and
to improve efficiency with an open design studio. Our
office incorporates numerous Green Building features
such as the use of recycled materials,
high efficiency HVAC and lighting
systems and pervious parking. We have
included state-of-the-art security and
computer network systems, back-up
electrical power for emergencies,
impact resistant glazing for hurricane
survivability, and a conference/seminar
area that can accommodate large groups.

Our greatest asset, however, is our people. With a talent

and dedication that I am proud to be associated with, the
people of EARTHWORKS are ready to work for you.

Municipal Responsibility
Roads & Drainage

Municipalities now face the daunting task of maintaining aging

infrastructure. Many of these facilities were constructed during the
early part of the 20th century into the Post-World War II era. As
such, it falls to the current generation of government officials to
address the needs of their community.

Roads have been failing with more frequency than in previous

repair programs because they have been overlaid numerous
times. Drainage systems that were installed based on rural (low-
density) expectations have reached their limitation and are
undersized for the current urban landscape.

EARTHWORKS offers experienced professionals to address the

rehabilitation of aging infrastructure. We find cost effective
solutions to meet the current infrastructure needs for the
municipality with consideration for future growth, and
maintenance requirements to support future generations.

Highway and Road design and construction techniques,

maintain relationships with DOT personnel at the local level where
our projects are under construction.

Water & Wastewater

The basic necessities of life include reliable water supply and

wastewater services. Everyone desires a consistency in the quality
and delivery of drinking water to their faucet. They also expect
that the wastewater leaving their house will be properly collected,
treated, and discharged in a manner that maintains the
environmental health of their community and their quality of life.

Water and wastewater infrastructure require constant monitoring

to meet regulatory requirements and customer satisfaction.
Ongoing changes to regulatory requirements in water and
wastewater treatment challenge government officials and create
ongoing maintenance demands of these dynamic systems.
EARTHWORKS has professionals with extensive experience in
water treatment, storage, and distribution as well as wastewater
collection, conveyance, treatment, disposal, and residuals
management.

Forward thinking local officials recognize the need for

responsible planning and preventive maintenance to
reduce the fiscal burden on future generations.

Stephen G. Williams, M.S. GISP — Environmental Team Leader

Mr. Williams brings ten years of experience in the fields of Environmental Science, Geology, and
Geographic Information Systems (GIS) to EARTHWORKS. While in graduate school, his re-
search involved using GIS to construct a computer model with ArcInfo GRID to predict areas
prone to destructive debris flows. Mr. Williams also taught labs for General Geology, Environ-
mental Geology, Petrology, and Computer Applications in Geology while working on his thesis.
His thesis, titled ―Predictive Hydrological Model for Debris Flow Susceptibility using ArcInfo
GRID Applied to the Madison County 1995 Disaster,‖ took top honors graduating year for all
theses presented at Radford University. His work was the continuation and expansion of inter-
nationally recognized work initiated by his advisor Dr. Kimball Knight and featured in CE News

J. Reid Hilliard — Senior Environmental Scientist

Mr. Hilliard’s eight years of experience with EARTHWORKS has involved extensive work
with numerous federal, state and local agencies throughout North and South Carolina. He
has prepared the timely approval of numerous types of regulatory permit applications such
as wetland impacts, land disturbance activities, commercial marinas, dredging, fishing
piers, private and commercial boatlifts, individual and community dock structures, bulk-
heads, and other types of erosion protections. He also permitted boat ramps and lifts,
beachfront structures, wetland bridges, greentree reservoirs, waterfowl impoundments,
mines, wetland mitigation banks, Stormwater Pollution Prevention Plans, Spill Prevention
Control and Countermeasure Plans, and septic tanks.

He has been involved in numerous Environmental Site Assessments, marina Operation and
Maintenance Manuals, Special Area Management Plan projects, and enforcement coordina-
tion among various environmental and project management services. He holds a seat on
the Horry County Rivers and Wetlands Protection Committee. Their mission is to ―facilitate
