Target City:- Mysore INTRODUCTION The total population of Mysore is about 22,81,653. There are people from various cultural backgrounds are gathering in this city due to the recent development of the flourishing IT industry here. Thus the population of the Mysore city is a combination of the traditional locals and the modern tech savvy youth gathering here for work, from different corners of India. The most commonly used languages in Mysore include Kannada, Tamil and English. Since many people from other states are also gathering here for work so Hindi language is also gaining importance and is now being used by a large section of the population. Kannada is the official language of the state. Kannada language of Mysore is one among the most prominent among the Dravidian group of languages. The others being Tamil, Telugu and Malayalam. It is almost as old as the Tamil language. The language has gone through modifications over the ages. Scholars classify Kannada of Karnataka into four types on the basis of time period. The earliest category is known as the Purva Halegannada, the modified language that was used between 10th and 12th century is known to be Halegannada. Nadugannada Kannada was used between the 12th and the 15th centuries. From them developed the Hosagannada that came to be used after the 15th century Most of the people in Mysore city are Hindu by religion. The Christian population in Mysore is also large. Jainism still enjoys a special position in the cultural practices and religious life in Mysore. Certain sections of the population in the city also follow the Sikh, Islamic and Buddhist faith. Presence of so many important religions in one city makes the culture a vibrant

one. The festivals and fairs play an important role in the city life. There are many pilgrim sites around Mysore. Most of the local people still lead a traditional lifestyle, which is simple and religious. They follow the age old customs and rituals. But with the gradual changes in the economic activities the culture of Mysore is also changing recently. The residents of Mysore mostly wear traditional Indian clothes. Cotton and silk saris are commonly worn by the women here. The people of Mysore are very hospitable, simple and jovial. It is because of their nature that the place is considered to be one of the most welcoming urban regions of India.

Demographic Details An official Census 2011 detail of Mysore, a district of Karnataka has been released by Directorate of Census Operations in Karnataka. Enumeration of key persons was also done by census officials in Mysore District of Karnataka. In 2011, Mysore had population of 2,994,744 of which male and female were 1,511,206 and 1,483,538 respectively. There was change of 13.39 percent in the population compared to population as per 2001. In the previous census of India 2001, Mysore District recorded increase of 15.75 percent to its population compared to 1991. The initial provisional data suggest a density of 437 in 2011 compared to 385 of 2001. Total area under Mysore district is of about 6,854 sq.km. Average literacy rate of Mysore in 2011 were 72.56 compared to 63.48 of 2001. If things are looked out at gender wise, male and female literacy were 78.44 and 66.59 respectively. For 2001 census, same figures stood at 70.88 and 55.81 in Mysore District. Total literate in Mysore District were 1,965,492 of which male and female were 1,070,649 and 894,843 respectively. In 2001, Mysore District had

1,471,155 in its total region. With regards to Sex Ratio in Mysore, it stood at 982 per 1000 male compared to 2001 census figure of 964. The average national sex ratio in India is 940 as per latest reports of Census 2011 Directorate.

Total literates in Mysore district are 1,965,492 people FM details Mysore was the location of the first private radio broadcasting station in India when Akashavani (which literally means voice from the sky) was established in the city on September 10, 1935. The radio station was established by M.V. Gopalaswamy, a professor of psychology at his house in the Vontikoppal area of Mysore, using a 50-watt transmitter. The station was taken over by the princely state of Mysore in 1941 and was moved to Bangalore in 1955. In 1957, the name Akashvani was chosen as the official name of the All India Radio (AIR), the radio broadcaster of the Government of India.
The AIR station at Mysore broadcasts an FM radio channel at 100.6 MHz, and Gyan Vani broadcasts

on 105.2.

GNYANAVANI FM- EDUCATIONAL CHANNEL (FM 105.6 MHz)

Gyanvani is one and the only Popular Educational FM Channel of India running under Indira Gandhi National Open University, New Delhi. In Karnataka there are two Gyanvani Stations, one is at Bangalore and another called Gyanavani Mysore is at Karnataka State Open University, Manasagangotri, Mysore. Presently it is having two transmission daily four hours 6-00 PM to 10-00 PM and four hours 6-00 AM to 10-00 AM in the morning. The Programmes broadcast in the previous evening are repeated the next morning. Mysore Gyanvani radiating at 105.6 MHz on FM band broadcast recorded lessons given by experienced KSOU teachers and experts from other Universities and institutions. Announcements regarding academic activities, admission procedure, distribution of lessons, submission of assignments weekend counseling, contact programmes, payment of examination fees, examination centers,, examination time table, information regarding announcement of results, convocation fee and date, interviews with rank students & gold medalists etc. will be broadcasted from time to time. In addition to this social awareness programmes, Women empowerment programmes, environment enrichment programmes, cultural programmes and Phone In programmes are being broadcasted. The topic, participating experts etc will be notified in Gyanvani announcements.

FM Policy Finally the Government of India came out with much waited third phased policy guidelines on expansion of FM Radio broadcasting services through private agencies. The Indian Cabinet has recently given its go on the policy permitting radio operators to carry news bulletins of All India Radio, a government of India owned radio broadcasting service. Cabinet has also cleared the proposal of the Ministry of Information and Broadcasting, policy making ministry on information and broadcasting, for conducting ascending e-auction, as followed by Department of Telecommunications for the auction of 3G and BWA spectrum, mutatis-mutandis, for award of license of FM Channels, as recommended by the GoM on Licensing Methodology for FM (frequency modulation) Phase-III. FM Phase-III Policy extends FM radio services to about 227 new cities, in addition to the present 86 cities, with a total of 839 new FM radio Channels in 294 cities. Phase -III policy will also result in coverage of all cities with a population of one hundred thousand and above with private FM radio channels. Apart from allowing private Radio operators to carry news bulletins of All India Radio, the approved third phased policy has also clearly defined what is news and non-news. According to the new policy, broadcast pertaining to the certain categories like information pertaining to sporting events, traffic and weather, coverage of cultural events, festivals, coverage of topics pertaining to examinations, results, admissions, career counselling, availability of employment opportunities, public announcements pertaining to civic amenities like electricity, water supply, natural calamities, health alerts etc. as provided by the local administration will be treated as non-news and current affairs broadcast and will therefore be permissible. The limit on the ownership of Channels, at the national level, allocated to an entity has been retained at 15 per cent. However channels allotted in Jammu & Kashmir,

North Eastern States and island territories will be allowed over and above the 15 per cent of the national limit to incentivise the bidding for channels in such areas. Private operators have been allowed to own more than one channel, but not more than 40 per cent of the total channels in a city subject to a minimum of three different operators in the city. Additionally cap on Foreign Direct Investment (FDI) and Foreign Institutional Investment (FII) in a private FM radio channel have also been increased from present 20 per cent to 26 per cent. Under the new policy, networking of channels will be permissible within a private FM broadcasters own network across the country instead of in C and D category cities only of a region allowed at present. Providing special incentives for North East (NE), Jammu and Kashmir and Island regions, the government has liberalised the annual license fees to be paid. Under the new policy, private FM Radio broadcasters in North East (NE) Region and Jammu & Kashmir (J&K) and Island territories will be required to pay half the rate of annual license fee for an initial period of three years from the date from which the annual license fee becomes payable and the permission period of 15 years begins. The revised fee structure has also been made applicable for a period of three years, from the date of issuance of guidelines, to the existing operators in these States to enable them to effectively compete with the new operators. Government has also allowed to use the Prasar Bharati infrastructure at half the lease rentals for similar category cities. The incentives provided in the Policy with regard to J&K, North Eastern States and Island territories will make the operations viable in these areas and are expected to result in better off take of channels. The steps taken in the new policy will bring down operational costs and improve viability in general. To improve the viability further as against a maximum of four channels in D category cities permitted in FM Phase-II, FM Phase-III proposes only three FM channels in D category cities so that there are lesser operators to share the advertisement pie. The reduction in the lockin period of shareholding of promoters/majority shareholders from the present five years to three years will give them greater freedom to change the Share Holding Pattern. Content diversification, because of news content provided by All India Radio and because of categories being specifically permitted and because of multiple ownership of channels in a city except in D category cities will allow operators to

distinguish themselves from others to be able to cater to niche audiences. This will also increase the overall listener base and the listening time
