1. INTRODUCTION
The Government of India established the National Board of Examinations (NBE) in 1975 with the prime objective of improving the quality of the Medical Education by establishing high and uniform standards of postgraduate examinations in modern medicine on an all India basis. The Board at present conducts postgraduate and postdoctoral examinations in 54 disciplines including dental specialties approved by the Board for the award of Diplomate of National Board. The Medical Council of India has laid down standards for postgraduate examinations conducted by various medical colleges and affiliated to concerned universities and other institutions, yet the levels of proficiency and standards of evaluation vary considerably in these institutions. The setting up of a National Body to conduct postgraduate medical examination was intended to provide a common standard and mechanism of evaluation of minimum level of attainment of the objective for which postgraduate courses were started in medical institutions. Moreover, intra country and international comparison is facilitated with the availability of commonly accepted evaluation mechanism.
RECOGNITION OF DNB QUALIFICATIONS

The Nomenclature of the qualification awarded by the National Board of Examinations is Diplomate of National Board. The list of recognised qualifications awarded by the Board in various Broad and Super specialities as approved by the Government of India and included in the First Schedule of IMC Act 1956 is as at Annexure I. The Diplomate qualifications awarded by the National Board of Examinations have been equated with the postgraduate and post doctorate degrees awarded by other Indian Universities for all purposes including appointment to teaching posts as lecture/Assistant Professor by the Government of India, Ministry of Health and Family Welfare; vide their notifications issued from time to time. The latest notification issued by the Government of India dated 1st June 2006 to this effect is placed at Annexure II. The holders of Boards qualification awarded after an examination i.e. DNB are eligible to be considered for specialists post/faculty in any Hospital including a training/teaching institution on a teaching post/ as faculty member.

INFORMATION FOR CANDIDATES

CET is the entrance examination for admission to the 3 years postgraduate DNB programme.

A candidate holding medical qualification registered as per provisions of the Indian Medical Council Act 1956 as amended from time to time and such other qualification as may be registered by the Medical Council of India/State Medical Council from time to time, is eligible to take the Boards CET.

The examinations are held as per the schedule of examinations prescribed by the Board from time to time.

Applications for admission to the examination should definitely reach NBE by the specified date.
2.4.
Statements made by the candidate in the application form shall be certified by the head of the institution/gazetted officer at the appropriate place and the application shall be supported by the relevant documents. Candidates who are not in service shall get their forms signed by a Gazetted Officer.

Applications of candidates producing false or fabricated records will not be considered and candidates may be further debarred from appearing in any future examinations.

Candidates should go through the bulletin carefully for eligibility criteria before contactingthe Boards Office. Queries pertaining to eligibility and other issues will only be entertained if the information requested is not given in bulletin or on website www.natboard.nic.in
7 2.7. Incomplete refunded. 2.8. Fee will neither be carried forward to a future date nor refunded under any circumstances. Applications in original along with enclosures received after the due date will not be entertained and will be returned as such to the sender. 2.9 Candidate found to be ineligible at any stage of DNB examination will not be permitted to appear in the examination. In an unlikely event of any ineligible candidate appearing and/or veing successful in the DNB examination, the results/candidature of such candidate shall be cancelled and/or are deemed to be cancelled. 2.9. Instructions in the information-bulletin are liable to changes based on decisions taken by the Board from time to time. 2.11 NBE reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the CET Examinations even though the admit card/roll number has been issued or name/roll number is displayed on the website of the Board. 2.12 Candidates eligibility is purely provisional & is subjected to the fulfillment of meeting eligibility criteria as prescribed by the Board. 2.13 NBE reserves its absolute rights to alter the examination schedule, pattern policy and guidelines at any time during the continuation or after the completion of DNB training (2 or 3 years as the case may be.) The candidate shall have no right whatsoever for claiming/deriving any right from from past or present schedule, policy and guidelines of NBE. applications or applications not in accordance with
instructions will not be considered. The examination fee will not be
8 2.14 The existing schedule, pattern, policy and guidelines are for ready reference only but in no way they are or are ought to be treated as representative or acknowledgment of fact that NBE is bound to follow the same in future. 2.15. In case of any ambiguity in interpretation of any of the instructions/ terms/rules/criteria regarding the determination of eligibility/conduct of examinations/registration of candidates/information contained herein, the interpretation of the National Board of Examinations shall be final and binding in nature. 2.16. Request will not be entertained for change in date/center of examination under any circumstances. 2.17 2.18. Absentees from the examination will forfeit their examination fee. Photocopy of the filled in application form may be retained by the candidate for future use/correspondence. 2.19. All certificates (photocopies) should be attested by a Gazetted Officer / self-certified. Unattested/Uncertified copies will not be accepted under any circumstances. 2.20. Result and Roll number for CET Examinations may also be seen on the website www.natboard.nic.in 2.21. All Payments are to be made by crossed Bank Draft in favour of National Board of Examinations payable at New Delhi. 2.22. Candidates should ensure before applying for the registration that MCI/University recognizes their MBBS degree. If it is found at any time
9 that MCI/University does not recognize the Degree then the NBE will have the right to cancel the registration. 2.23. All the correspondence should be addressed to the Executive Director, National Board of Examinations, Mahatma Gandhi Marg, Ansari Nagar, New Delhi-110029. Candidates are requested to kindly superscibe the envelope with Subject matter of the correspondence for expeditious processing.
2.24.The jurisdiction for court cases/disputes shall be at Delhi in the Delhi High Court.

FEE STRUCTURE
3.1 The fee is payable only through a bank draft/pay order issued from Nationalized Bank drawn in favour of NATIONAL BOARD OF EXAMINATIONS payable at New Delhi, along with the application form by the last date as specified in the Bulletin of Information. 3.2. Internet Downloaded forms to be accompanied with form fees of Rupees Five Hundred Only. Absentees from the examination will forfeit their examination fee. Candidates are advised to read the rule position carefully and satisfy the terms and conditions for fulfillment of eligibility criteria. FEES SHALL NEITHER BE REFUNDED NOR CARRIED FORWARD IF THE APPLICATION FOR DNB: CET IS REJECTED/CANDIDATURE IS FOUND TO BE INELIGIBLE.

EXAMINATION CENTRALISED ENTRANCE TEST (CET- NBE)

The DNB CET is an entrance examination for entry to the DNB Broad Specialties. The next session of the examination shall be held in the month of June 2007. Qualifying the CET is an essential pre-requisite for entry to the DNB Broad Specialties. Candidates successful in the DNB CET can apply to institutions accredited by the National Board of Examinations for pursuing the 3 years postgraduate DNB programme in various broad specialties and 5 years direct course in selected subjects. The list of National Board of Examinations accredited institutes where candidates can pursue DNB is mentioned at Annexure III. Candidates can also pursue DNB at Medical Colleges running MD/MS courses. Copy of the notification issued by Government of India in this regard is palced at Annexure IV The list of Broad Specialties in which candidates can pursue DNB is mentioned at Annexure V.
Candidates may note that qualifying a CET examination does not confer any kind of right whatsoever on a candidate to register on a permanent basis with the Medical Council of India/State Medical Council or to pursue a DNB or any other Post Graduate Course as MD/MS etc. Registration with MCI/SMC is dependent on the fulfillment of Rules & Regulations of concerned Medical Council; entry to the DNB or any other PG course is subject to meeting the admission criteria so defined.
12 4.1 ELIGIBILITY: a. Indian Degrees: Candidates who are in possession of medical degrees from Indian Universities registerable as per provisions of Indian Medical Council Act 1956 and possess provisional or permanent registration certificate issued by Medical Council of India/State Medical Council and have completed one year of internship on or before the last date of submission of the application form can apply for December 2006 examination. b. Foreign Degrees: Candidates who are in possession of degrees from foreign universities and possess provisional or permanent registration certificate issued by Medical Council of India/State Medical Council and have completed one year of internship on or before the last date of submission of the application form can also apply for June 2007 examination. c. Submission of Internship Completion Certificate and Certificate of Registration on Permanent/Provisional basis with MCI/SMC is an essential pre-requisite. In case the candidate does not submit the Internship Completion & Registration Certificate with the application form, his/her application shall be rejected and fees forfeited.
13 4.2 Pattern of Examination CET-NBE will comprise of a written test of post MBBS standard. The examination will include all subjects taught during the MBBS course including pre-clinical, para-clinical and clinical. Approximate weightage given to each subject in the two papers is as stated below, the same is purely representative in nature. Each paper will have 180 Single Response Multiple Choice Questions. A response sheet (OMR) will be given with the question paper. The Response sheet for this section contains 180 boxes. Each box refers to a single item and is numbered accordingly. Please remember that there is only one single correct response to each item. Indicate the correct response by darkening the appropriate Circles with black or blue ballpoint pen. Use of Pencil for marking on OMR sheet is prohibited. Use of Pencil shall lead to cancellation of Paper.
14 4.3 Date of Examination CET-NBE will be held on 10th June 2007. 4.4 Declaration of CET-NBE Results The result will be sent to the Successful Candidates individually by post and the results can also be seen on website www.natboard.nic.in or at the (Ansari Nagar) office of the Board. The certificates of passing are sent to successful candidates by SPEED POST only. Under normal circumstances the certificates of passing are dispatched to the candidates within four weeks of declaration of the result of CET examination, however, due to unforeseen circumstances, this period may vary. Candidates are advised not to canvass or approach the Board for handing over the passing certificate. Candidates declared pass in CET-NBE examinations and those who have passed their CET examinations earlier will directly contact the institution(s)/hospital(s)/Medical Colleges for admission for getting required training/admission to DNB programme The list of institutes accredited for DNB training is placed at Annexure IV.

5. Guidelines for Selection of CET/Primary pass candidates.

The CET successful candidates shall contact the NBE accredited institution/hospital/any Medical College for undergoing DNB training. The list of institutes accredited for DNB training is placed at Annexure IV.
The CET/Primary pass candidates will apply directly to the NBE Accredited institution that will select the candidates based on the applications received from CET/Primary passed candidates. The institutions will evolve a merit list taking into consideration the professional and clinical aptitude of the candidate/as per guidelines issued by National Board of Examinations. Copy of these guidelines is placed at the website of the Board & the same maye be downloaded and adhred to. The institutions will send the forms of selected candidates to NBE for registration as a DNB trainee, within one month of candidates joining. It is made clear that ordinarily NBE will not interfere in the registration matter between candidates and institutes. However, in those cases where a candidate has passed CET and has also been successful in the institute assessment and in the event of existence of any dispute between institute and candidate, NBE shall redress the grievance.

Write the center in order of preference where you would like to appear for the theory examination. The list of various theory centers is given below. The exact venue will be informed to the eligible candidates by post through admit card. National Board of Examinations reserves the right to cancel/add any other centre including those mentioned herein above. The candidate shall appear at the center allocated by the National Board at his/her own cost. The Board also reserves the right to allocate center to the candidates for appearing in the examination at any city across the country. The list of eligible candidates and venue of CET examinations can also be seen on the website www.natboard.nic.in. Requests for change of center shall not be entertained.

The scannable form must be submitted in a separate envelope No documents / drafts have to be enclosed with the scannable form. To The Health Secretaries of all States/U.T.s Sub: D.N.B. qualification awarded by the National Board of ExaminationsEquivalence of Boards qualification for appointment as teachersRegarding Sir, I am directed to invite your kind attention to this Ministrys letter No. V.11025/6/94ME(UG), dated 2.10.1994 (copy enclosed) on the above mentioned subject wherein it was stated that due importance to NBE qualifications may be given and the same may be treated at par with MD/MS degrees of Indian Universities or all posts, including teaching posts as National Board of Examinations is an autonomous body directly under the control of the Central Government and is keeping high standard of medical education. It was also provided their in that for teaching appointments in Broad specialities, the holder of Diplomate NBE should have at least one year teaching experience as Tutor/Registrar/Demonstrator or equivalent post in a recognized medical college imparting undergraduate training to be eligible for appointment as Lecturer, and the holder of Diplomate NBE in Super-Specialities is required to undergo training for two years in a recognized medical college having recognized postgraduate medical degree in the concerned speciality to be eligible for appointment as Lecturer. 2 The Government has reviewed in detail the issue of the above requirement of additional one/two years teaching experience for DNB degree holders for appointment as Lecturer in Broad Specialities/Super-specialities. After taking into consideration all facts of the matter, the Government has come to the conclusion that for the purpose of appointment of DNB degree holders to the teaching posts, the requirement of additional one/two years teaching experience as stipulated in the above instructions dated 3.10.1994 needs to be discontinued. Accordingly, these instructions stand amended to this extent. 3.It was also brought to the notice of this Ministry that some of the employing organizations are not considering the medical qualifications awarded by the National Board of Examinations a s equivalent to MD/MS, DM/M.Ch. degrees awarded by various other universities for appointment to various posts. The advertisements issued for specialist/faculty positions by various recruiting agencies thus do not invited applications from the holders of the DNB qualifications. As clarified in the above instructions dated 3.10.94, it is reiterated that the medical qualifications awarded by NBE are recognized qualifications included in the First Schedule to IMC Act, 1956 and are considered at par with MD/MS,DM/M.Ch qualifications of other universities. 4. It is therefore requested that the above position may please be brought to the notice of recruiting agencies under your control that while advertising for various positions for which MD/MS, DM/M.Ch. qualifications are required, it may also be specifically mentioned therein that hose candidates possessing the DNB qualifications are also eligible to apply for such positions. Further, in view of the above decision to discontinue the requirement of teaching experience of one/two years for those having Diplomate NBE qualifications in broad/super-speciality disciplines

for appointment to teaching posts, the candidates possessing the DNB qualifications may be considered for appointment to teaching posts as Lecturer in speciality/ super speciality disciplines without insisting on the additional teaching experience.

Sub: NBE qualifications awarded by the National board of ExaminationEquivalence of Sir, I am directed to say that medical qualification awarded by the National Board of Examinations are included in the First Schedule to the Indian Medical Council Act, 1956 and are considered at par with Postgraduate Medical qualifications of the Indian universities. However, it has been brought to our notice that employing organizations are not recognizing these degrees at par with MD/MS degrees of other universities. As the National Board of Examinations, an autonomous body directly under the control of the Central Govt., is keeping high standard of medical examinations and it is requested that all concerned may please be instructed to give due importance to NBE qualifications and treat them at par with MD/MS of Indian Universities for all posts, including teaching post. The Medical Council of India while considering the question of equivalence of MAMC/MNAMS/Dip. N.B. qualification awarded by the National Board of Examinations with M.D./M.S. and D.M./M.Ch. qualifications granted by the university/medical Institutions, has adopted the following recommendation, which was circulated to all the authorities concerned by the Council on 6.12.93 for information and necessary guidance: It is recommended that for teaching appointments in the broad specialities the holder of Diplomate NBE should have at least 1 year teaching experience as Tutor/Registrar/Demonstrator or equivalent post in a recognized medical college imparting undergraduate teaching and training for appointment as Lecturer. Regarding the candidates holding Diplomate NBE in super specialities, the training shall be for 2 years in a recognized medical college having recognised postgraduate medical degree in the concerned speciality for appointment as Lecturers It is requested that the above may please be brought to the notice of all recruiting agencies under control for information and compliance. Government of India Ministry of Health & Family Welfare (Department of Health) Nirman Bhavan, New Delhi Dated the 4th January, 2006 To, The Secretary Medical Council of India, Kotla Road, New Delhi Sub: Conducting of DNB courses at medical colleges/institutions-Regarding Sir, I am directed to say that this Ministry vide letter of even number dated 17th August, 2004 communicated its decision that the medical institutions in the country running post-graduate/super-speciality courses permitted/ recognized as per MCI norms, are permitted to run DNB programmes provided they have additional faculty to train DNB candidates. The position was also reiterated vide letter dated 19th September, 2005 addressed to various Health/Medical Education Secretaries of all the States/UTs to admit DNB trainees in various PG/Super-Speciality courses provided they have additional faculty since it was brought to our notice that the medical colleges are not being able to start the DNB courses even though they had additional faculty. This was primarily with a view to ensuring optimal utilization of manpower and the clinical load, which is available in various medical colleges for production of quality manpower. This letter was based on MCIs stand in the matter as contained in their letter no.22(1)/96-Med/14368 dated 17.9.1996 that it would not have any objection in introducing DNB courses in medical institutions in the concerned departments provided the PG teachers of the respective departments admitting students under them for MD/MS/DM/M.Ch. courses may not register students under them for DNB Courses simultaneously. It has now been brought to our notice that the MCI vide their letter dated 11.11.2005 addressed to various Universities, Directors of Medical Education of all State Governments/UTs, Secretaries of health/Medical Education Departments of all the States etc, interalia, informing them that it may be made
27 sure by them not to conduct DNB and other parallel courses i.e. CPS etc. in any subject along with MD/MS/DM/M.Ch./PG Diploma courses wherever the intuitions have been permitted/recognized to conduct MD/MS/DM/M.Ch. and PG diploma courses. It has also been stated therein that the decision has been taken by the PG Committee and the same ahs been communicated to all concerned. This is contrary to the stand taken by this Ministry in this regard. In this connection, it is also to be stated that any decision taken by the PG Committee of MCI, including those with regard to the policies, is only recommendatory in nature and requires the approval of the Council and the Government. In the present case, if the PG Committee/the Council considered that the earlier policy of allowing DNB courses to be run parallel to MD/MS etc. in medical colleges requires any change, the Council should have sent such proposal along with reasons for the proposed change of their stand to the Government for its consideration particularly when the Central Government have issued instructions to all concerned allowing conduct of DNB courses along with MD/MS etc. subject to availability of additional faculty, it is pertinent to point out that the copy of the instructions of the Central Government dated 19.9.2005 was also specifically endorsed to the Acting President of MCI for their information. Accordingly, MCI may send the recommendation of the PG Committee along with detailed reasons for change of their earlier stand in regard to allowing DNB courses to be run in medical colleges along with MD/MS/DM/M.Ch./PG Diploma courses against excess faculty to the Government for consideration. Issue of this communication dated 11.11.2005 by the MCI directly to various agencies including State Governments contrary to the instructions issued by the Central Government based on the MCIs earlier stand on the matter is not only not appropriate but has also created confusion in various institutions/State Governments. Till such time as the Government takes a final decision on the PG Committee recommendations, the Government instructions as contained in letter dated 19th September, 2005 will remain in force.
