elections

A bill signed by Gov. Christie
recently may change the way you
vote in school board elections for
years to come.
Christie approved a bill that
gives school districts the option of
moving board of education elec-
tions to November at the same
time as general elections.
Additionally, the bill allows all
school budgets that fall within the
2-percent cap to be passed auto-
matically, with no approval need-
ed by township voters. A school
board would have to present a
second question for voter ap-
proval if a budget is proposed to
exceed the 2-percent cap.
After decades in Trenton of
fruitlessly discussing the idea of
moving school district elections
to November, leaders in this state
today have again demonstrated
that we can get things done for
the people of New Jersey when
we work together, Christie said.
This bipartisan tool kit bill final-
ly gives real pathways for school
boards or voters to move district
elections to November, providing
the bright prospect for both local
government savings and in-
creased voter participation in the
process. With this legislation now
law, I urge school board members
and voters in every one of our dis-

A proposed water increase has
the township and county, and
just about every other municipal-
ity up in arms.
New Jersey American Water
Company is proposing a 20 per-
cent rate increase for its cus-
tomers, which Burlington County
representatives say will affect 23
of the 40 municipalities in the
county.
Ratepayers keep paying more,
the companys employees are get-
ting less, yet this monopolys bot-
tom line gets bigger and bigger,
Freeholder Director Bruce Gar-
ganio said. If that isnt a wake
up call to every official and
agency reviewing the petition for
a rate increase, I dont know what
is.
Township Financial Officer
Tom Merchel said Moorestown
paid roughly $1.9 million to
NJAW last year. If this goes
through, Merchel said, it would
most certainly cost township resi-
dents additional funding.
The 20 percent increase is an
average for county towns, he said,
so its unknown how much it
would increase Moorestown
Townships cost.

against the parent company of
New Jersey American Water adds
more weight to his argument that
the utility companys bid for a 20
percent rate increase is no good
and needs to be rejected by state
regulators.
In support of the county, the
Moorestown Township Council
members approved a resolution
formally opposing the water-rate
increase.
The resolution passed unani-
mously.
Garganio noted that a hearing
on the NLRB complaint is sched-
uled for March, just about the
time the hearing process is slated
to begin on New Jersey American
Waters quest for a 20 percent in-
crease.
But the freeholder renewed his
request for another round of local
hearings, with residents receiv-
ing notices of the hearings date,
time and place in their monthly
bills. The law allows companies
to do this, he said, but New Jersey
American Water quietly de-
clined.
Garganio noted that the
NLRBs complaint, coincidental-
ly, was announced the same day
he announced that Burlington
County residents could sign an
online petition objecting to the
rate increase and demanding
hearings.

A school board would have to
approve of a move through a reso-
lution, according to state repre-
sentatives.
Business administrator for the
Moorestown Township Public
School District Lynn Shugars
said the district spends about
$20,000 a year hosting the school
board elections.
Board of Education President
Don Mishler said the board would
try to make a decision by Tues-
day, Jan. 31.
If the elections are moved to
November, Mishler said it would
save taxpayers money, but its un-
known if it will actually reduce
the cost of running an election
for the school district.
However, Mishler said the
move would also take away town-
ship voters say on budgets within
the 2-percent cap. Without having
to seek the voters approval for a
budget, Mishler said he could see
some boards of education
becoming complacent in getting
all of the budget information out
to the residents of its school dis-
trict.
The voters have lost some
ability to comment on our budget
by voting. I think over time, if
youre always less than 2 percent,
the boards motivation to spend a
lot of time explaining our budget
to the voters might go away. It be-
comes an automatic approval,
Mishler said. With the cost of ed-
ucation in Moorestown being 60
to 70 percent of taxes in town, I
would think people would want to
have the right to express their
opinion.
Also, while the voter turnout
would most likely increase if
moved to November, Mishler said
that doesn't mean the number of
educated voters will increase.
Theres no stopping a voter from
actually voting in the BOE elec-
tion either, he said, as they could
just skip over that portion of the
ballot.
Theres a chance the impor-
tance of the school district elec-
tions could be diluted by being on
a ballot with state, federal, munic-
ipal, and county elections as well,
he said.
We were given this to decide
on a very short timeframe. We
would like to have a little more
time to decide and an opportunity
for the public to give us some
feedback. There is an election
coming up fairly shortly, we need
to decide where were going, he
said. I dont know what direction
the board will go in, if the board
decides to keep the election in
April, we will want to make sure
that we look at this issue again
next year and gather more public
input.

A five-week session for chess
and other strategic games for
children ages 5 to 15 will be spon-
sored by the Moorestown Depart-
ment of Parks and Recreation on
Tuesday afternoons on the third
floor of the Church Street Recre-
ation Center.
The session will run from
Tuesday, Feb. 7 through March 6.
All participants will have an
opportunity to learn the funda-
mentals of chess and many other
games of strategy and higher-
level thinking.
Terry OBrien will conduct all
sessions, and the fee for each five-
week session is $30.
A session for grades four
through six will be held for five
weeks from Tuesday, Feb. 7 to
March 6.
They will be held each Tuesday
after school at the Upper Elemen-
tary School (room N-25).

tate attorneys pulled back the
curtain on the mystery of the mu-
nicipal tax appeal process when
they recently gave the years first
hour of power lunchtime semi-
nar, sponsored by Guardian Set-

ov. Christie last week signed
into law a bill that gives local
communities the option of
moving school elections from April to
November.
This is a move that is long, long
overdue.
It is right on so many levels: The
cost of holding an election is April is
saved. More people will show up at the
polls. It just makes sense to gather as
many elections as possible together on
the same day. Fire elections should be
moved to November as well.
As an incentive, if communities
make the switch, school budgets that
dont exceed the 2 percent increase cap
wont have to get the OK from voters.
Now, that might upset some people.
School elections are one way for voters
to express their outrage at high taxes.
But, when you look at it, the vote is
largely symbolic.
A defeated budget goes to the local
municipal governing body. Indeed,
some changes often are made (its op-
tional), but those changes usually
dont make a dramatic impact. Its not
like a rejected budget gets reworked
and resubmitted for voter approval.
Also, the budget vote gave school
board members an escape hatch. They
are charged with putting the budget
together (with the help of administra-
tors, of course). School board mem-
bers should be held accountable for
the budget. Their jobs should be on the
line.
So, if you dont like the budgets
being presented, fire the school board
members. Vote them out of office and
elect people who will build a budget
you can support. Dont direct all of
your attention to what is essentially a
meaningless vote on a budget.
Communities should jump at the
chance to move school elections to No-
vember. They should save tax dollars
and make it easier on voters to partici-
pate in the democratic process.
This change has been long overdue.
Now that its available, dont waste
time in doing the right thing.

Super PACS are ruining the
American electoral system
One of my super political action com-
mittee ads is the talk of the town. It fea-
tures two colored photographs. The first
shows a glass filled with cloudy, yellowish-
brown water described as a sample drawn
from the faucet of my kitchen sink on Oct.
6, 2011. The second shows a glass with a de-
posit of sand-like brown particles at the
bottom of a clear container.
The caption describes it as the same
water sample a month later.
The camera shifts its focus to a child
drinking the water. It goes on to ask,
Should we believe Moorestown public of-
ficials who assure us that whatever is in
our drinking water supply is perfectly
harmless?
Another of my super PAC ads is now sat-
urating the airways. It features athletic
fields carpeted with plastic grass overlaid
with a $4 million price tag. A woman carry-
ing an MSOS (Moorestown Save Open
Space) sign stands nearby, shaking her
head in disbelief.
Is this how Moorestown residents want
to spend their open space tax dollars? she
asks. Meantime, robins are pecking at the
carpet, pitifully puzzled and hopelessly
searching for earthworms.
It is my understanding that a forthcom-
ing ad of my super PAC will take viewers
on a tour of the intricate labyrinth of the
town-hall/library issue.
To date, my super PAC ads have made no
false statements.
Yet many Moorestown residents find
them egregious on grounds that they do
not offer a nuanced analysis of the issues
at hand and are paid for by a super PAC of
anonymous millionaires and billionaires.
In answer to these criticisms, I point out
that I have no control over my super PAC. If
I were to try to influence its decisions and
modify the contents of its ads, Id be break-
ing the law. I could be spending the rest of
my life in the big house.
I agree with Gov. Romney. Super PACs
are distasteful. They shouldnt play a role
in electoral campaigns, beginning perhaps
with the Iowa primary? I, for one, am pray-
ing for a return to the days when a person
wishing to run for president of the United
States could do so even if he or she werent
a millionaire or billionaire backed by
super PACS.

Take the high road when
voicing your displeasure
Im writing regarding Douglas Camp-
bells Jan. 18 letter. He wrote of a town resi-
dent who sells Nazi memorabilia, and is
unhappy about this, describing the busi-
ness as odious.
Im not writing a letter of pro-Nazi-
memorabilia support here. Anyone who
would purchase such items with the wrong
motivations is not to be admired, putting
the seller aside for the moment. However, I
would like to make two points.
First, collectors interested in the histori-
cal significance of such items could justifi-
ably collect items from Allied and Axis
powers alike. Collectors of similar items
from the Empire of Japan or Soviet Russia
are no doubt out there. To those for whom
the Holocaust stands out as the greatest
tragedy, Nazi items could easily be most of-
fensive.
Consider though what Japan did to
China, and what items someone of Chi-
nese descent would find most offensive.
Same goes for Soviet items, as they also
committed atrocities.
That someone who idolizes such
regimes would want the items for non-his-
torical reasons is distasteful; however,
policing motivation isnt possible, and its
legal anyway.

Recreation will sponsor a family
support outing for individuals
with special needs and their fami-
lies. The roller skating party at
the International Sports Skating
and Fun Center, 1 Hovtech Boule-
vard in Mount Laurel, will be
held on Thursday, Feb. 23, from
6:30 to 8:30 p.m.
For $5 per person, participants
receive two hours of skating, use
of the climbing and bouncing

sentatives, you try to change the

Or, you write The Sun and say
you were offended by the display
of these items and question the
judgment of whoever decided it
was appropriate at that event,
without naming the person.
I would personally agree with
such a letter.
Thats the high road. What one
shouldnt do is take the low road,
the easy path and out the person
publicly to the whole town. Thats
not the way you try to put a stop
to something you dislike in this
country.
That, my friends, is not the
