Happy New Year! The Association and the District met for a bargaining session on Thursday, January 12. We wish we had great news for you, but the proposals offered by the District leave much to be desired. Your PEA Bargaining Team appreciates the time and effort you have dedicated to making PUSD a better district for students. We have seen significant gains in student achievement and Pittsburg is becoming the Destination District that our school board has been speaking of for the last few years. Our PEA organizing slogan is Coming Together to Make Things Better Respect, Fair Pay, Benefits & Recognition! Unfortunately, the Districts proposals to do not give us sufficient respect, pay or recognition of the excellent job our members are doing. Below is an update about where the differences are in proposals presented by PEA and the District. Your PEA Bargaining Team wants you to consider the adequacy of the Districts proposals.

Article 6.1.1 Hours of Employment (Staff meetings)

PEA Proposal
Limit the number and length of staff meetings each month

District Proposal
Weekly staff meetings beyond contract time, except for one week out of the month; no time limits on meetings; staff can vote to have additional meetings Reduce elementary prep periods to increments as low as 20 minutes as determined by site principal

Question to Ponder
Why doesnt PUSD have the same standard as most contracts with a defined time for staff meetings?

7.7 Personal Necessity Leave 10 Teacher Evaluation

Increase Personal Business Days (No tell days) PEA is seeking to get an evaluation that is fair, reasonable in number of standards, honors experience, and provides support to teachers who are struggling.

Elementary prep is already significantly lower than middle and high school. Are 20minute increments of prep time effective? Increase time to 15 minutes If you give up any portion of class coverage before unit of your prep time, should member is paid you get paid? Isnt extra work, extra work, regardless of the time? Article 26 Site Moving and Room Relocation

PEA Proposal
PEA has proposed language that would provide pay when packing and moving classrooms and changing school sites PEA has asked for a substantial salary increase for this year

District Proposal
District and PEA are close on this item; however, the Districts offer is still a little too low in number of days of compensation they want to pay you District is offering a lower increase over three years

Question to Ponder
We hope to reach agreement on this article soon! How many of you have had to move school sites or classrooms without pay? We have made a lot of movement on this issue. We are certain we will be able to reach agreement on a fair salary increase. It has been 3 years with no change to medical caps; Medical costs have increased at very high rates each year; the District has increased its reserves to 6% and has amassed a healthy 13 million dollar surplus. How important are our benefits to you?

The PEA Bargaining Team needs your support. We are looking out for you and we need you to support us by letting the District know that you want RESPECTFAIR PAYBENEFITSRECOGNITION! All of you are working hard and deserve more from your District. We want to remind you of why we believe our proposals are fair: 1. The Districts ending balance is currently over $13,000,000! Ending balance is money that the District did not need to run the District and it is money for which we can bargain 2. You have not received an increase in salary or benefits in over three years 3. You are working incredibly hard to help students learn and to improve tests scores! Your lunch time, extra pay, and other working conditions should not be dismantled, but improved! 4. The District has received 600 new students due to growing student enrollment. This means more revenue for the District! 5. You may say, But the economy is bad everywhere. In general, we agree, but REMEMBER: all bargaining is local and is based on what the District has in its ending balances and reserves. PUSD does have money and can afford a fair increase to salary and benefits. Additionally, there is no reason to change elementary prep, elementary lunch, or classroom prep coverage!

IMPORTANT: Please make sure that you read the information that comes from your Organizing Team. We need your help! Together we can make great changes!
