# Organisations had been working to promote water
conservation between 1970 to 1990, with only minor results
When these initial efforts to promote water conservation did
not work, the organisations focused on three ways to have
small results build on themselves.
1. Promoting Positive “Word of Mouth”
2. Saving Money By Conservation
3. Educating Regional Government Water Departments

1. Promoting Positive “Word of Mouth”
They focused less on selling the idea of water conservation
and more on promoting the (even minor) positive results
that had been achieved. Over time, there was general
awareness of those results. Awareness boosted overall
public support for water conservation in the community.
Community support lead to additional effort at conservation
which produced even more positive results, leading to even
greater awareness of those results ... and so on...
