Garin (J.) then acknowledged the presence in the Session Hall of guests of Deputy Speaker Pablo P. Garcia and Speaker Feliciano Belmonte Jr. QUESTION OF PRIVILEGE OF REP. LAGMAN Subsequently recognized by the Chair, Minority Leader Edcel C. Lagman read into the records a text message which he said he received from a reliable source on January 4, 2012. He alleged that it confirmed a report that former President Gloria Macapagal-Arroyo had met with a few select Oppositon members closely allied with her in order to replace him with Rep. Danilo E. Suarez as Minority Leader. He branded the message as presumptuous propaganda for the Oppositions majority support for Rep. Suarez whereas the facts showed otherwise. Rep. Lagman maintained that the term-sharing agreement for the Minority leadership was baseless and nonexistent as said agreement was only limited to the speakership of the House when he and Rep. Suarez had agreed then to a term-sharing scheme if he would win said post in the House. Stating that the repeated incantation about a term-sharing agreement had become a repulsive refrain and in order to end further skirmishes within the Minority, he stated that

TUESDAY, JANUARY 24, 2012 he had irrevocably resigned as Minority Leader as he cannot continue to serve and lead a political group that ignores independent, committed, competent and responsible leadership, among others. He said that he would now become an independent Member of the House as he cannot forsake his convictions for partisan concessions considering that he has serious policy differences with the Aquino administration. He then expressed his gratitude to the House Leadership, members of the Opposition and congressional media and stated that he would continue to fiscalize the Aquino administration and pursue his agenda especially the Reproductive Health Bill. In conclusion, Rep. Lagman pointed out that although he and former President and now Rep. Macapagal-Arroyo both belonged to the Opposition, he was never a minion of the latter. Thereafter, on motion of Rep. Ortega (F.), the Chair recognized Rep. Ma. Amelita A. CalimbasVillarosa for her manifestation. MANIFESTATION OF REP. CALIMBAS-VILLAROSA In view of the resignation of Rep. Lagman, Rep. Calimbas-Villarosa nominated Rep. Suarez to be the new Minority Leader of the House as part of the term-sharing agreement agreed upon by the Minority. REMARKS OF REP. GONZALES (N.) With the permission of the Chair, Majority Leader Neptali M. Gonzales II suggested that the Minority first re-organize their membership in the Committee on Rules in order for them to immediately act on the motion made by Rep. Calimbas-Villarosa through a manifestation. REMARKS OF THE CHAIR For record purposes, the Chair remarked that the House then officially recognizes Rep. Suarez as the new Minority Leader based on the manifestation made by Rep. Calimbas-Villarosa as well as on the motion of Rep. Gonzales (N.) for the Body to act on Rep. Calimbas-Villarosas nomination of Rep. Suarez as the number one Member of the Minority in the Committee on Rules. Thereafter, on motion of Rep. Garin (J.), the Chair recognized Rep. Suarez for his manifestation. MANIFESTATION OF REP. SUAREZ

In response to the speech of Rep. Lagman, Rep. Suarez stressed that a gentlemens agreement for term-sharing had existed and he had merely insisted on the implementation thereof. As he would have hoped to accept the post of Minority Leader under different and better circumstances, he stated that the Minority bloc will continue its role as a constructive opposition and expressed hope that Rep. Lagman would remain as part of the Minority as they need the latters rich political experience and legal expertise. PRIVILEGE HOUR With the permission of the Speaker and the unanimous consent of the Members, on motion of Rep. Ortega (F.), the Chair declared a Privilege Hour. On further motion of Rep. Ortega, the Chair recognized Rep. Agapito H. Guanlao from Party-List Butil for his privilege speech. PRIVILEGE SPEECH OF REP. GUANLAO Rep. Guanlao focused on the ill effects of climate change which he attributed to mans indiscriminate activities on earth, and how together with increasing human population, it has destroyed the earths environment and natural resources. He spoke in particular about land use conversion in the country, and for which reason he had filed House Resolution No. 1501, seeking a moratorium on land conversion application for the periods 2011 to 2016. He noted that national and local laws governing land use change and conversion are inconsistent and confusing, and that the government initiates action only when a disaster is forthcoming. He then urged the House to create a Special Committee on Climate Change and Mitigation; the issuance by the President of an executive order enforcing a moratorium on land use conversion; the review of the Local Government Code; and the increase of the Department of Agricultures Quick Response Fund for use by the small farmers and fisherfolks during calamities and natural disasters. REFERRAL OF REP. GUANLAOS SPEECH On motion of Rep. Ortega (F.), there being no objection, the Body referred the speech of Rep. Guanlao to the appropriate Committee.

6 INTERPELLATION OF REP. PALMONES Upon recognition by the Chair, Rep. Angelo B. Palmones inquired into the reason why to date most of the countrys lakes have fish pens and fish cages considering that the 1998 Fisheries Code of the Philippines mandates that all such structures should have been removed by the year 2000. He expressed hope that Rep. Guanlao could include said Code in his list of laws that needs clarification and likewise informed the latter that he had filed in the Supreme Court a writ of Kalikasan seeking clarification on the legality of the existence of said fish cages. Rep. Guanlao pointed out that he had also proposed the creation of a Special Committee on Climate Change and Mitigation to review and harmonize all existing laws so that the right policy on environment could be achieved and disaster could be avoided. MANIFESTATION OF REP. ESCUDERO Upon recognition by the Chair, Rep. Salvador H. Escudero III pointed out that the ill effects of climate change cannot be solved for as long as the countrys population rate continues to increase because these problems are man-made. The Chair noted the manifestation of Rep. Escudero. REFERRAL OF REP. GUANLAOS SPEECH Rep. Ortega (F.) moved to include in the previous referral of Rep. Guanlaos speech to the appropriate Committee, Rep. Palmones interpellation as well as the manifestation of Rep. Escudero. There being no objection, the Body approved the same. MANIFESTATION OF REP. PANGANDAMAN (N.) At this point, Rep. Nasser C. Pangandaman manifested his desire to interpellate Rep. Guanlao. REMARKS OF REP. ORTEGA (F.) Rep. Ortega however pointed out that the speech and the interpellation as well as the manifestation thereon had already been referred to the appropriate Committee. The Chair suggested that Rep. Pangandaman (N.) make a manifestation at a later time.

Quisumbing opined that governments limited resources should be used for more pressing problems such as flood control and rehabilitation of calamity-stricken communities and that the Bill should address all sectors of society. The Sponsor pointed out that public health was also a priority. She added that the Bill was not merely concerned with distributing family planning supplies but with implementing a comprehensive and development-oriented health program for the entire population. They then discussed the coverage of the

Quisumbing arguing that the proposed measure, once approved and implemented, would entail huge allocation and would take away the financial resources of other health care programs and services. For her part, Rep. Ilagan stated that PhilHealth is only one aspect of the services that can be provided to the people whereas the RH Bill covers the comprehensive health of the people by providing them information and access to health care and services. Reps. Quisumbing and Ilagan thereafter exchanged views on the medical procedures, ailments and medical supplies covered by the Bill, as well as the need for a national legislation that will ensure the equal distribution of government resources among all local governments and not just an augmentation of the budgets of government programs for certain sectors like the young children and the disabled. At this point, Deputy Speaker Fuentebella relinquished the Chair to Rep. Mar-len Abigail S. Binay. Finally, with the Sponsors clarification that the measure is comprehensive and covers the deficiencies of other bills like the Persons with Disabilities (PWD) Bill, Rep.
