Public Comments: 5:31 p.m. Commission Members Reports: 5:33 p.m. Old Business: 5:35 p.m. Review of Planning Commission Policy and Procedures Manual - David R. Burns, AICP, Principal Planner; and Rick Walk, AICP, Community Development Director: Staff has rewritten several provisions based upon discussion at the last work-session and the Planning Commissions suggested edits. The Planning Commission will be asked to review proposed edits to ensure changes reflect the Planning Commissions direction. The Planning Commission will be asked to approve the changes for final edit and publication. Debriefing for joint work-session with Council - David R. Burns, AICP, Principal Planner; and Rick Walk, AICP, Community Development Director: The Planning Commission will meet with the Council February 16, 2012, to go over priorities and the 2012 work program. This item is designed to allow the Planning Commission and staff to discuss the issues and priorities identified and for suggestions to best implement the Councils direction. Brainstorming the Neighborhood Planning Process - David R. Burns, AICP, Principal Planner; and Rick Walk, AICP, Community Development Director: One of the more significant planned activities of 2012 will be the implementation of neighborhood planning. This item has been scheduled to provide the opportunity for the Planning Commission to discuss and brainstorm the process and expectations of neighborhood planning in preparation for the joint work-session with Council. Staff has prepared a draft neighborhood planning checklist with tasks involved in the process. The Planning Commission will be asked to review the checklist and to brainstorm and discuss its content. New Business: 6:40 p.m. Referral of the interim ordinance for Medical Marijuana David R. Burns, AICP, Principal Planner; Rick Walk, AICP, Community Development Director: The Council recently declared a moratoria and referred an interim ordinance to the Planning Commission designed to implement sections of the new state law (ESSSB 5073). The temporary ordinance will be in effect until the Planning Commission has an opportunity to consider this topic and make recommendations for refinement of the temporary ordinance. The Planning Commission has six months under the moratorium to review the ordinance and to send recommendations back to the Council for adoption of a permanent ordinance. This item is for a briefing and introductory discussion. The Planning Commission will be briefed on this topic and will have the opportunity to ask questions.
