3 PLANNING AND COST CONTROL RESOURCES

Project Controls Activities are key tools for required measurement of the progress, cost and essentially tracking invoicing processes. Department is to be managed by Project Execution Division and particularly by Projects Controls and C&P Manager Mirzhan Kusmanov whose experience detailed in section 11.2 shall be applied to monitor, measure, manage and administer all planning and cost control activities. Leaving C&P activities as a separate sphere of project, the major role of project controls shall focus on: 1. Planning and Reporting 2. Cost Control and Invoicing 3. Quantity Surveying Planning, Scheduling and Progress Reporting For this purpose CONTRACTOR shall be providing: Experienced personnel as detailed in section 11.2 (Project Resources) and section 11.4 Proposed Organization Structure with Senior Planning Staff with over 7 years of experience and junior planning staff with not less than 3 years of experience as demonstrated in referenced sections. Primavera 3 licensed software (which is currently used routinely on all projects undertaken by CONTRACTOR for Agip KCO and TCO) Adequate and well thought out work breakdown structure allowing implementation of the Progress Measurement System. Histogram with breakdown of the engineering, corporate indirect, project indirect and site direct personnel which then subdivided into construction disciplines. Project Curves and Key Milestones Activities Look ahead Actual and Forecast Remuneration Tracking of the works steps Tracking of the man-hours expanded/achieved along with efficiency KPI Senior Planning Engineer shall be responsible for overall planning and reporting activities in engineering, procurement and construction. As one of the key roles of the Senior Planning Engineer will be forecasting, risk assessment, recommendation of the measures in case of some activities are delays to avoid impact on overall completion target. Subordinate staff shall be located in each location where activities are conducted. For Engineering and Procurement office one planning engineer shall be nominated to track, coordinate plans, monitor and collected required data for incorporation into master schedule and reporting system. Another planning engineer shall be located at Site to monitor, plan and report on construction activities. Above personnel shall also play key roles in supporting Project Execution and Project Management Staff with precise information, liaison with COMPANY and etc. Cost Control and Invoicing
