Jabel Phillip Irinco
he Noumena, official publication of the University of Eastern Philippines Laoang Campus seeks to implement the approved Php 60 publication fee on academic year 2012-2013. Due to the increasing printing cost, Prof. Roberto C. Gudio, suggested to the editorial board that they should implement the 60peso fee which has been approved by the administration two years ago but was not imposed due to indefinite circumstances. This would mean a 10-peso increase of the biannually collected Php 50 publication fee taken from the Students Trust

Fund (STF). John Carl Ronato, editor-inchief of The Noumena, agrees with their adviser but admits that he has hang-ups. In line with this, Ronato wants to start a campaign re-

the only way that we can publicize these social issues is through The Noumena.

garding the publication fee increase. I think students should take part in the decision-making. Gusto ko sana magkaroon ng referendum wherein we get signatures from students kung pabor sila sa 60 pesos na to, Ronato said. Starting also next school year, the Noumena will be releasing quarterly or twice per semester. The publication has released two issues since January and this would mean using the budget exten-

sively. Yung bagong publisher natin which is EITO Digital Media and Print Solution sa Manila, they offer 17.50 [pesos] per copy. Konti lang kasi ang population natin dito unlike sa UEP na marami ang pinapaprint nila kaya mas mura... ang tabloid ng The Pillar costs 10 pesos only dahil more or less 8,000 ang copies na pinapaprint nila. The Noumena will be printing regulary that is 1100 copies of eight-page or twelve-page issues that costs Php 17.5 or Php 22

(Php 19,250 or Php 24,200) next school year. According to the editor-in-chief, implementing the 60 -peso publication fee will help in the school papers regular production. I know that increasing the publication fee will be quite burdensome for some students dahil kahit 10 pesos lang yun, malaki yun kapag nakolekta pero it is for the good of the students and this institution [the publication] exists because of the students and its for the students, the only way that we can publicize these social issues na kinakaharap nila for the advocacy of change is through The Noumena.

Reading BeyondLines: Graduating Unemployed

Rommel Poblete
nemployment is one of the manifestations that the economic condition of our country is deteriorating. It is one of the major causes of poverty here in our country. Jobs cannot accommodate the millions of Filipino applicants, it is apparent in a high number of graduates who are unemployed today. Based on the records of the Labor Force Survey of the National Statistics Office in April 2011, there were a total of 29 million persons who are unemployed. Many college graduates are unemployed and cannot take a job. There are so many reasons why the unemployment rate in our country is high. First, every year, our countrys education system produces graduates whose skills do not fit with what the job market is demanding. We have a high number of graduates in some courses in which job opportunities are few. One of the concrete examples is the nursing profession. This course became very popular and in demand in the earlier part of the decade but at the latter part, took a low status leaving many nursing graduates hanging in thin air, unemployed. Second reason for unemployment is incompetence. Many of our graduates lack the necessary skills for the job. Many of them failed to meet the qualifications. Even here in our university, many of our graduates fail to pass the licensure examination which is one of the eminent requirements to land a job. There are many graduates but passers are few. And most often these passers, themselves dont get jobs because what they are applying for has too high qualifications; also, many of the applicants lack experience. Over-population is the third reason. The Philippines is a home for almost 90 million Filipinos. Jobs cannot accommodate all the people. Another reason is most fresh graduates do not know where to begin. Many of them do not know where to find jobs that fit them. It is a big challenge to all of us, not only for the government. We have to exhaust all our effort to make ourselves productive. For the government, they must work hard in creating more opportunities for people by upgrading the quality of education allocating more funds for the education of every citizen. The government must conduct more skills training that fit the demands of the job market and finally by attracting more foreign investors to venture their business here in our country. Education agencies like the Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) must offer courses that are really needed in the current time to avoid mismatch between education and the actual employment. Unemployment happens and is present almost anywhere in the world but here in our country it is one of the worst. We can lessen this by having national unity and cooperation especially in the government sector. President Aquino must put more emphasis on helping Filipinos, especially our graduates in order for them to become more useful in the society. SOURCES: NSO; www.pinoy-ofw.com

TEACHER: No Pay. No Teach.

Roselyn Acebuche
he Philippines will be in grave risk of losing many of its public school teachers who prefer to seek employment overseas if the government fails to come up with measures aimed at alleviating the conditions of overworked and underpaid professionals. Teachers, like any other professionals, need to sustain their needs especially those who have families. When prices of food and almost everything gets high, they suffer. The alarming situation brings us to a workers slogan years ago: My take-home pay cannot even take me home. Today, scores of ordinary workers and employees in the government and other sectors and those in the countryside still take home pays that are way, way below their needed income so they may eat three times a day and send their children to good schools. Labor leaders and other groups called on to the concerned government authorities to focus on the protection and advancement of the economic rights and welfare of teachers and other ordinary workers and employees. Truly, the plight of the countrys public school teachers, many of them women, has prompted Sen. Ferdinand Bongbong R.

Marcos to file the Senate Bill (SB) No. 1306 which seeks to upgrade the minimum wage of our public servants. The bill, also known as The Public School Teachers Salary Upgrading Act, seeks to raise the minimum wage of governmentemployed school teachers from Salary Grade 11 to Salary Grade 15. The proposed measure shall cover all public school teachers in the elementary and secondary levels, whether nationally or locallyfunded, and those in technical or vocational schools and state universities and colleges. While the Department of Education continuously receives the largest share in the national budget of the country this year. The minimum wage of our public school teachers remains incomparable with salary of other professionals , says the young senator from Ilocos Norte. This is certainly grieving since we often proclaim and acknowledge the sacrifices of our teachers as well as their contribution to the socio-economic development of this impoverished nation and they dont get much financial rewards. K+12 will be implemented next school year, hearing that Filipino teachers do not want to teach Filipino children is just so sad.

Confessions of a Bisexual, by L. O. Irinco

We are humans too, we have feelings too. We get hurt, we cry, we laugh and we fall in love.

nate you this may lead you to be blinded by your affection. These things are traumatic for me because it is my very first time to fall in love, but unfortunately it turned out to be a disaster for me. I gave my all just to let him appreciate me, but sorry for me, because he turned out to be too imperfect for me. I presumed that he could be the one who I was going to spend my life with and the one who I was going to love every single day. I just expected too much from a senseless person like him because he is really not going to love me at all and no one will ever, because nobody will ever love a bisexual like us, like me, except those men who are desperate to have a lot of money. One of the reasons why they come near me is because I just keep myself quiet though I hear people judge me, ridiculing how I act on public and mock my way of life. With these rumors, no one will ever dare to love a gay like me. Because what they all see in me is what the society defines me, but if they will have a chance to get to know me and talk to me theyll have a different impression about me, that Im too far to be that false imagery that people thought of me. They never appreciate the talent, abilities that I have, how I try my best just to be accepted by the people who judge me, how I give my all to prove that they are wrong but still, they criticize me and hate me for showing the real me. How about the bisexuals? Shouldnt we hate the people who wrong us? Shouldnt we also criticize them? Point out whats wrong with them? Or can we fight back? No. we cant. We are the societys clowns, victims, and repressed. We pretend to be happy in every little thing we do because thats the only thing that defines us. We work ourselves to the ground and in that we feel we are loved and appreciated. We are humans too, we have feelings too. We get hurt, we cry, we laugh and we fall in love. But it seems like no one understands when we pretend to be someone else, they get angry and when we show our true identity they get mad at us. We just wish to have equality, we admit that we do have bad attitudes and yes I know you have one too. So, you dont have any right to criticize us because you are doing well too. Yes, we are all sinners but what Im pointing is, since we all commit mistakes theres no need of being a perfectionist and act as how others would want us to act. Understanding our individual differences as human and gender equality is all what we wish; to be treated fairly on everything we do is what we dream. For you stare at us, smile at us, laugh at us, yet you fool, use and hurt us in many different ways. I think sensitivity and control might solve this all.

KINABUHI: Pagsibol

Puso at Paninda:

Hanggat may paraan, kakayani.

What I mean is, bakit kailangan magsuot pa ng costumes, make-up para sa pagiging lalaki mo? Ang patimpalak din na tulad nito ay isang eksploytasyon in the sense that other people want to see these boys flaunting their bodies.

Ika nga nila, Pageant is a self boaster. For fun only. Kaya dapat, good boy ka boy!

Kulam! at kasabay nito naiisip mo ring Pwede! Pwede siyang maging Mr UEPL.

Roselyn Acebuche ecades have passed, we are in the new millennium. Many occurrences had existed, changes continue to emerge, debasing image of politics and unsolved corruption by the government. This major problem connects with the root of regression leading to impoverishment of those pitiful citizens, penurious victims searching for their need to afford in their everyday living. To eke out to the concept of politics brings us to confusion, an extraordinary perspective to be set aside. How do you describe politics in this new millennium? Does it bring total progress to our nation, or it just brings myriad of things leading to economic retardation? Among those strategies by some politicians is that they attract men and women with these little envelopes sandwiched within it an amount so they may vote him. We have been observing these demeanors of politicians, it has become a tradition to us. On my own perspective, this strategy does not provide worthy and laudable image of politics, why not think of ways aside from it, simply being a good example to the people of this country and having dignity and good character. Somehow these money strategy connects us to the bridge of corruption, not only with the older politicians but also with the youth involving the Sanggunihang Kabataan (SK). Corruption continues to pass from generation to generation and it is really getting worse, manipulated by those leaders who had served our government. The only query that comes with my mind is the State of the Nation Address (SONA) is that it is full of promises on ways to shatter up corruption, an assurance which reaches the ears and minds of people in the country, but where are those promises now? Are they kept from the pockets of those officials or they are just fulfilling the typical motto Promises are made to be broken? At this time, the Bureau of Customs officials are said to be corrupt, it is not alleviating, and as a matter of fact, it increases from time to time. Even though, the Customs Commissioner Rufino Biazon promised those officials is still confident doing it. President Aquino is the one who appointed Biazon to the Commissioner of the Customs and as part of his motto, Matuwid na landas and Kung walang corrupt, walang mahirap, he has the assurance that Biazon will lead to the total devastation of corruption in the Bureau of Customs. We must not think of more persons in the government, and pointing up our fingers, if who are those corrupt officials. Lets have a mindset that Corruption doesnt take place if officials know how to destroy it, if not, maybe they are in favor with it. We are still hoping for ganap na tuwid na landas.

dont want to listen to anymore clichs that this generations youth is the hope of this nation. Its better left unsaid. It only breaks our hearts to think that we can change the system by chanting this maxim over and over like fervent Christians when actually this tuwid na landas will ever be crooked. The real deal is that there is almost not a chance anymore for the youth to ever have control over social transformation. If by chance they get to stir the leaders of this nation to do what the youth decries, they are lucky or the government may have been unvigilant to deviate from their principles. This generation is not going to the dogs but dogs have already ruled. Hundreds of students have rallied over budget cuts in education,

The Role of Student Leaders in Social Transformation

health and other social issues which are worsening and unsolved by the government but do they stir the Aquino administration? All these rallies and camp-outs lead to violent dispersals leaving the youth of this generation, who were the so-called pag-asa ng bayan, mute and flaccid. Thats why we cant make a change. Yes, we do act but does anyone see humanity in us? What they see are activists who cause relentless demonstrations, what they see are eyesores to the community, what they see are the hopeless of this nation. If we speak, they are against us; if we act they, will disperse us. We are not angry, we are violent and thats what we are branded for and perhaps we should start living for it. The role of student leaders in social transformation is not a role itself. It is a pursuit where everything is just a dream like how the government dreams for tuwid na landas which will ever be a dream if they refuse to hear. How long will they hear these outcries? Until this nation is at the bottom of the list of the wealthiest countries of the world? Now, if they want to prove Rizal that we are the hope of this nation, they should listen to us for if we live by that principle perhaps we can spark some change to the system. They should stop putting too much attention to secondary things. The state of the nation is what they Why do such improvements happen just nownow that the school is planning to have its colleges accredited? So, if not because of the accreditation, we may not have such terminology as the covered quadrangle (pardon me again if this is inappropriate). But things happen not just for one reason. There are a lot of causes of a certain phenomenon. Just like these improvements. The schools mission is to produce a nucleus of man and woman adequately prepared for the ac qu i s i t i o n of knowledge and skills as highly developed leaders and professionals who will create and contribute to the self sustaining economy and environment. So, to make their mission possible, they must have enough resources that will maximize the learning of the students. Perhaps it was just a coincidence. It just so happened that the school has enough budget gathered should lay their eyes on. Now, if they want to make the Philippine education one of the best in Asia, they should provide for us enough budget. The problems of the society are easy to solve if they know what to put first. What is more important, eradicating corruption, which I think is best if we develop real leaders through education, or poverty or the low quality education or little health benefits? The truth of the matter is. The youth are now mere spectators. We can do nothing but see this nation fall like Sodom and Gomorrah. Immorality has raped this nation. We are a crooked country but we can still change that. If the youth is not the hope of this nation, who is? Is it PNoy? from the tuition fees for its operations just this time that is why the progress became so spectacular. But we cannot also deny the fact that the institution is preparing itself for the accreditation of some of its colleges, to which COEd is first in line. This institution is still in the process of transformation from a small school into a university that molds highly competitive individuals that contribute to the development of the country. To us students, we must be thankful that the school makes its way to put us in the most competitive position it can get us into. Whatever purpose there may be, let us not forget that we are the ones who benefit from these new and renewed facilities by the school. And we, in turn must utilize these resources well in order for its main mission to become possible. After all, we are the reason of the existence of this institution. Thus, it is not about the accreditation. It is about us.

Galvanizing Our Future

y neck hurts. I was amused while watching the melted iron falling to the ground and scatters like fireworks as the framework of the UEPL covered quadrangle (pardon me if it is inappropriate to use this term) is being welded to what it is supposed to look like. After watching the show, I carried on and walked to the library. As I paced towards my destination, my friend who may have guessed where I am going to told me that the library was wet. I remembered it had rained, and the roof of the building where the library was located is under repair. I stopped and stood by the corridors of the College of Education and watched the show from the workers at the quadrangle. It is good to think that there are developments in our school these days. However, there are some things that somewhat get my attention. If you are somewhat disturbed by the sound of galvanized iron

sheets falling, hammer banging, or the grass cutter roaring, welcome to the club. Perhaps, the only students who are deaf from the noises of these activities are those who make schooling as their holiday. Annoying as it is, because you cannot concentrate on your lesson because your eyes lay on the passing truck carrying sand and hollow blocks to the construction sites within the schools premises. The fact that in every corner in this campus no one can find peace might also be disturbing to the students. Why would such improvements occur simultaneously? Perhaps they are following a deadline, as a student writing his report the night before the time when he should pass it. Just recently, we heard the news about the accreditation of the College of Education. This might be a contributing factor to these developments in this institution. Of course, in order for our school to be accredited, it should have enough resources and facilities to cater the needs of its primary customersthe students.

Why do such improvements happen just nownow that the school is planning to have its colleges accredited?

on that stage on the day of your graduation. Now, you see, you will be entering another phase in your life where you will practice what you learned here in this university. Whether it be education, criminology, engineering or industrial technology, we hope that you pass the licensure examinations for your field (if you have) to make you professionals. It may be difficult to pass but if you did, it will still be difficult to look for a job that will fit you. Life is unfair but thats just the way it is. We hope you are among the lucky ones. It is a competitive world. This university is not accredited yet; but even if we were accredited, it still is a long-term process to gain popularity especially in the city if you chose not to work here in your hometown. There will be better applicants than you when you look for a job. They will have better skills and they may drag you to the bottom of the list of the qualified applicants where you apply in. We hope that you are prepared for that. So you should think that graduating is just finishing a chapter of your life and there are many chapters to go. You should not rejoice because the pain of life is just beginning. The thing about many speakers in graduations is that they dont tell the whole truth about life. They encourage you too much so that you may believe about its goodness so you may cling to false hopes and be disappointed after youve spent the whole of it. They should start discouraging you so you may be challenged. The truth about life is that it is not sweetit is bitter, it is unfair, it is disillusioning. Unemployment makes you jobless and poverty makes you fed up about life so why should you rejoice in the day of your graduation when everything will become useless? Of course it depends upon how you make use of The Big Boss of Unemployment, Arnel Pulga

hat defines a graduate? Is it having accomplished two to four years of education, the awards that you receive or is it how will the veils of your toga rustle on the floor to reach that rolled sheet of paper from the academe? A few weeks from now, you will be walking with your batch mates along that aisle, wherever may the reception be, you are going to graduate. And we know that you are ecstatic since this will happen once in your life and it will bring you to tears because of the hardships that youve endured from time-conscious teacherswho hate late requirements so you will work till late nightto academic costs so you will assure yourself you get the latest scholarship program or financial assistance from your favorite politicians. We give you our advance compliments because you have survived this institution and in no way faltered. You have not let anything restrain you, not fear, not indolence, not being poor. You have become a martyr for the satisfaction of seeing yourself in that black veil Education is indispensable. Its worth a lifetime. And its worth dying for some but the battle does not end there; the battle has just begun and it is incomparable. It is not like your good old college years where you sit in your chair and listen all day to your classmates give a report. This battle is between you and yourself, of how you will survive the next day after you have shaken hands

your life. We just dont want you to sit in your couches in the comforts of your homes, watching news about graduates a year from now and seeing how happy they are so you will remember that you were also happy and celebrating once like them. We are very certain that you will regret that. Prove to yourself that you will not be just a graduate. Prove that you will be a graduate with purpose

and with direction. Prove to yourself that you can succeed, that you can land a good paying job to sustain your needs. Prove that you can land a job that will help your family. Prove that your purpose of having a career is not self-seeking. Prove that you are not doing it for yourself but for this advocacythat we are doing this for our names sake. Godspeed to our seniors.
