JOB ADVERT Organization: Partner: Water, Sanitation and Hygiene Network (WASH-Net) WaterAid Liberia and Sierra Leone

CONTEXT In September 2010, a Learning Forum that was organized by the African Civil Society Network on Water and Sanitation (ANEW) together with its partners in Dar es Salaam, Tanzania on equity and inclusion saw the formation of the Water, Sanitation and Hygiene Network (WaSH-Net) of Sierra Leone. This led to a stakeholders dialogue on the Right to Water and Sanitation which was a national dialogue to consider the issues and challenges of the progressive realization of the right to water and sanitation in Sierra Leone by the Youth Partnership for Peace and Development - an initial member of ANEW). The dialogue which brought together a number of Civil Society organizations identified critical barriers to the rights and access of WaSH which include insufficient political prioritization, weak sector capacity to develop and implement effective plans and strategies, and uncoordinated and inadequate investments to place WaSH at the heart of national development plan. It was further diagnosed that there is weak CSO capacity to engage in the sector, low citizens engagement and exclusion of the poor. WASH-Nets approach in this vein is to enhance and facilitate a multi-stakeholder process across the sector, engender and promote knowledge, identify opportunities for intervention and foster learning and joint action through effective advocacy and citizens engagement. With support from WaterAid and coordinated by 7 member organizations; Health Alert (HA), Parent without Partner and Victims Forum (PwPVF), Youth Partnership for Peace and Development (YPPD), One Family People (OFP) and FAKS Humanitarian Relief, the Network further operates district platforms through the District and Regional Focal Points across the 14 geographic divisions on Sierra Leone. JOB DESCRIPTION REPORTS TO: Chairman of the Executive Committee GENERAL RESPONSIBILITIES Responsible for effective coordination of all Networks activities and programs SPECIFIC RESPONSIBILITIES Serve as the Secretary to the Executive Committee Provide quarterly reports on the work of its members Provide visibility to the work of the Network and provide Secretariat services to the Networks District and Regional platforms. Follow up on decisions of the Executive Committee especially at operational levels

Maintain links with national, regional and district level structures and feed relevant information to relevant structures including the Steering Committee WASH-Net and its partners. Call membership meetings as advised by Executive Committee Receive and verify invoices and requisitions for goods and services Verify that transactions comply with financial policies and procedures Prepare, verify, and process invoices and coding payment documents Maintain inventory files Monitor and order office supplies Maintain a filing system for all financial documents Ensure the confidentiality and security of all financial and confidential files

PERSON SPECIFICATION Skills Requirements Education to Tertiary/ degree level Prior experience developing budgets/financial reports. Knowledge of computerized cost control and accounting systems. Excellent leadership, negotiation and communication skills; Strong skills in networking and alliance building; Strong financial management, analytical, report writing and presentation skills In-depth knowledge of operating with civil society organizations. Reading and understanding capability skills in especially on policy issues regarding water and sanitation. knowledge of office administration, bookkeeping and accounting procedures Proven ability to think and plan strategically. Proven ability of project planning, implementation and management especially with partners computer skills including the ability to operate computerized accounting, spreadsheet and word processing programs, and email at a highly proficient level Ready to perform other duties as assigned by Executive Chair Financial management expertise with proper record keeping SALARY AND CONTRACT DURATION Salary: Negotiable.
