Capital Development Authority requires the service of a professional Environment Consultant to carry out the assignment in accordance with the highest standard of professional and ethical competence and integrity, having due regards to the nature and purpose of the Service. Scope of Work The Environment Consultant shall carry out assignment pertaining to environmental issues related to CDA current and proposed projects. The Environment Consultant will advise, analyze, review recommended and coordinate environmental issues. Area of work for the Environment Consultant shall be Developed projects, Proposed Projects (IEE, EIA), Waste Management Projects (Municipal, industrial, medical solid and liquid wastes, controls and quality standards), Land Fill Sites Ongoing Projects (Land fill construction and compost collection, solid waste recycling), Community development projects, Sports and play Grounds development projects, Picnic Area Projects, Tourist Sites development Projects, Air Pollution (Industrial, medical and vehicle pollutants emissions, controls and quality standards), Green Area, plantation, National Parks Projects, Environmental Policy and Guideline development Projects, Ecosystem conservation (aquatic and terrestrial life). Qualification and Experience: Ph. D in the relevant discipline with at least 12 years experience in the field of environment conservation and protection. Strong report writing skills. Proficiency in effective use of computer as a tool of resource. Two years. Negotiable

TERMS OF REFERENCE (TOR) / SCOPE OF WORK FOR CONSULTANT ENVIRONMENT, CAPITAL DEVELOPMENT AUTHOIRTY TO ADVISE, ANALYZE, REVIEW, RECOMMEND AND COORDINATE ENVIRONMENTAL ISSUES PERTAINING TO CDA PROJECTS. The Environment Consultant shall carry out the assignment in accordance with the highest standard of professional and ethical competence and integrity, having due regards to the nature and purpose of the Services, and will conduct in a manner consistent herewith. TERMS OF REFERENCE / SCOPE OF WORK. 1. Area of work for the Environment Consultant shall be CDA projects pertaining to all environmental issues. Residential, commercial buildings, roads and dams constructions; Land, national parks, plantation, Wildlife conservation, and zoo; Municipal, industrial, medical solid and liquid wastes, controls and quality standards; Industrial, medial and vehicle pollutants emissions, controls and quality standards; Land fill operation and monitoring and compost collection, solid waste recycling; Surface, aquifer, well and drinking water contamination, treatment and quality standards; Ecosystem conservation (aquatic and terrestrial life) Unplanned development of industries and housing schemes. Social impact issues.

The Environment Consultant shall coordinate all action for Initial Environmental Examinations (IEE) and Environmental Impact Assessment (EIA) reports as per Pakistan Environmental Protection Agency (PEPA-1997 and year 2000 guidelines). The Environment Consultant shall submit its reviews and findings regarding consultants submission in the form of Detailed Review Comments and action plans. The Environment Consultant shall hold meetings with CDA Consultants and other agencies whenever required. The Environment Consultant shall involve and advise his / her environmental expertise in legal proceedings of courts for any specific CDA projects. The Environment Consultant shall be responsible for coordination with public and private sector environment institution such as EPA /EPDs / Ministry of Environment and other agencies with regard to environmental and social issues. The Environment Consultant shall develop collaborative CDA programs with PEPA, Ministry of Environment, National Institute of Health Department, and other relevant organizations to develop guidelines, policies and laws for environmental issues related to CDA projects. The Environment Consultant shall also carry out in-house Environmental and Social Impact studies as per instruction of CDA Chairman & Member (Environment).

The Environment Consultant shall scrutinize and process Consultants invoices (with regard to Environmental studies) for soliciting formal approval of Competent Authority. The Environment Consultant shall be responsible for reviewing and preparation of TORs / Scope of work for Environmental studies which are to be carried out by Consultants for CDA Projects. The Environment Consultant shall arrange pre-qualification / short-listing of consultants for various environmental related jobs. The Environment Consultant shall arrange trainings, lectures and seminars for CDA Officers / Trainee Engineers relevant to CDA Projects. The Environment Consultant shall prepare a standard checklist manual for review of consultants reports Environment Management Plan. The Environment Consultant will develop the stationary and mobile solid, liquid and air analytical laboratories in order to evaluate and monitor, solid, liquid and air quality standards. These laboratories will analyze air, water and solid criteria pollutants set by EPA or WHO. The Environment Consultant shall establish a library of books / literature / videos, tapes, CDs pertaining to the CDA environmental issues. In general the Environment Consultant shall advise, analyze, review recommend and coordinate all environmental issues pertaining to CDA. The Environment Consultant shall develop and maintain environmental data base on concurrent basic. Any other duties and function assigned by CDA Chairman / Member (Environment). The Consultant shall report to Member (Environment) and work in close coordination with the concerned Directorates.
