FUTURE OF UNORGANIZED TERRITORIES

The letter is to follow up on our march ath 1ZOtt1 meeting at Kipawa's municipal office. nt the time, we were able to discuss the future of unorganized territories named "Les lacs". We made you aware of our intention to ask you to work with us to increase our municipality {land base)to take over the said territories.
The reasons for such a request are multiples. I will present a few:

The present territory of the Kipawa municipality is not enough to allow the completion of our development objectives stated in our Sustainable Development Plan 2OII-201"4. The transfer and merge of the territories is proposed in the document. The outfitters of these territories already use our municipality to advertise their businesses. They are hosted free on the municipality Web site. We have taken charge of garbage disposal for a number of years. Our municipality is voluntarily helping businesses wishing to establish themselves on the unorganized territory and helps in their business plan. Companies like Matamec, Aurizon and outfitters benefit of our proactive approach in economic development. The municipal council has adopted in 2008, resolution 6245-03-08 in that sense. Copy of this resolution is provided in annex.

The elected officers of our municipality strongly believe that the challenges tied to development of the unorganized territories, will need an active participation of many agents of our sector. The Matamec mining project is a good example. This company is benefiting of our involvement to progress in its business plan. We host the meeting of its committees and work regularly with them to promote their project, Our involvement clearly reduces the delays associated, which might prove capital to insure

the viability of their project. We know that a (land) transfer project is not contrary to your will. Lately, we had the chance to discuss with representative of other MRCs in the region. They successfully proceeded with (land)
transfers to municipalities of their region. We ask you to create a working group regarding this subject (land transfers). The representatives of our municipality would be Claude Brisson (development agent), Monique Savard (our.ex Director General), and myself. We believe that a study of the advantages, implications, and effects of such a project should be undertaken without delay to support our efforts. The details of such a project would on the agenda of the first meeting of the working group. I hope to receive a quick answer for your part, such an answer as to start this project that would benefit our municipality, the MRC, the people of the Kipawa municipality, and the ones living on the proposed land transfer. I stay at your disposal to answer any questions that our request may spur.
