SIGNIFICANCE OF THE PROJECT: The Barangay Donya Lucia Fisher folk Association (BDLFA) is engaged in the management of Demarcated Fishery Area in the near shore water fronting the barangay. This effort resulted to the increase in fish biomass in the near water shore which leads to the increase of fish catch up to 5 kilos per fishing effort. But due to the high cost of living, the fisher folks still find it difficult to meet their family needs. Because of the above mentioned situation, the organization look for other alternatives to diversify their livelihood and earn even during rainy season and enable the fisher folks to assess with their available resources to be used which are not risky and too expensive. With this, the office of the Center for Empowerment and Resource Development (CERD) assisted the Barangay Donya Lucia Fisher folks Association (BDLFA) engaged into a demonstration project on Solar Salt Making which started in January 19, 2006. In 2007, pilot stage II of the project started with the rehabilitation fund granted by SCLF amounting to 17,390 for the construction of their solar salt modules. Salt production is not regular due to unstable weather condition of the locality being of Type

2 climate. Climatic condition is short dry season with no pronounced maximum rain period and rainfall is more or less evenly distributed throughout the year. In collaboration with DOST thru its Northern Samar PSTC, BDLFA was able to avail SET UP Innovation System Support (ISS) for the acquisition of the DOST ITDI technology on the production of high quality refined and iodized salt. This project on the adoption of the DOST ITDI Salt Refining Facility for the production of high quality refined and iodized salt was undertaken by (BDLFA) in 2011, the year it was established and formally, launched in October 21 of the same year. It is located in the Brgy. Dona Lucia in Mondragon , Northern Samar and it is where the product got its brand name. Like any other business undertakings, BDLFA encountered problems in the course of its project implementation. Presently, the salt refining facility needs rehabilitation, the kiln in particular hence, this project proposal for immediate rehabilitation and/ or improvement of the entire salt refining facility.

OBJECTIVES General Objective: Generally, the project is designed to rehabilitate and improve the DOST-ITDI Salt Refining Facility adopted by the Brgy. Dona Lucia Fisher folks Association (BDLFA) for the commercial production of high quality refined and iodized salt. Specific Objectives: 1. To provide technical assistance to partner beneficiaries through effective cooperation and collaboration with national government agencies (NGAs) such as DOST; 2. To serve as demonstration site, venue for training and conduct of research studies for the faculty and students of the University and other schools in support to the implementation of RA 8172 otherwise known as the ASIN LAW; 3. Create livelihood opportunities; 4. Generate employment; and 5. Provide additional income to the fisher folks of the locality

EXPECTED OUTPUT 1. Increased income of fisher folks by 25% 2. Increased employment opportunities by 20% 3. Created livelihood opportunities within the locality

MANAGEMENT ASPECT The University of Eastern Philippines (UEP), as the project proponent shall implement the project in close coordination with the Department of Science and Technology (DOST) Region 8 thru its Northern Samar PSTC and the Bgry. Dona Lucia Fisher folks Association BDLFA) being the project beneficiaries. UEP will organize a project management team from the beneficiaries to ensure proper project implementation. They will be provided with management trainings and entrepreneurial skills in addition to the provision of technical assistance for the repair and improvement of the salt refining facility. Full Cooperation is expected from BDLFA as the project beneficiaries until the completion of the project and up to the time, it is back to normal operation.

MONITORING AND EVALUATION The Department of Science and Technology (DOST) Region 8 thru its PSTC, Northern Samar and the University of Eastern Philippines (UEP) will do the regular monitoring of the project. The project management will only be turn-over to the BDLFA project management team upon positive assessment results including their capacity to manage the project technically.

MARKET ASPECT Presently, there is no salt production in the entire province of Northern Samar. According to the result of market survey, the main suppliers of salt are the provinces of Cebu and the Bicol region. Generally, there are two main markets of salt in the province. For the first district, the SANVIC Enterprises in Catarman, Northern Samar and for the second district, the Imperial Trading located in Laoang Northern Samar. As the major supplier of salt in the whole province of Northern Samar, SANVIC delivers more or less 2,000 sacks in one (1) month to small scale retailers in the locality. Aside from the two biggest markets, there are also retailers in Mondragon, San Roque, Catubig, and Pambujan, Northern Samar. Below is the data representing demand of the product, salt.

Since the demand for salt in the province is high compared to the production output, the product could then be easily sold especially if price is low compared to that of the existing suppliers in the Northern Samar. It can be sold through the direct supplier, retailer and even directly to the fishermen as they used it to preserve their bait to capture fish.

It can also be used as soil conditioner and bioorganic fertilizer. As soil conditioner, it helps replenish air and enhances water retention in the soil. Being a coconut producing province, this can be sold to coconut as farmers as fertilizer to increase their yield and enhance the Northern Samar coconut industry. According to the Philippine Coconut Authority (PCA), salt is the cheapest and best source of fertilizer for coconut especially when it is readily available.
