A longtime member of the Vaughan Health Campus of Care board of directors has resigned, the Citizen has learned. Louis Greenbaum, who served as vice-chairperson of the non-profit organization since it was founded in 2007, stepped down late last week, but remains on the boards of the Vaughan Health Care Foundation and York Central Hospital. The reason for that is that I should best direct my energies in terms of the hospital project through the York Central Hospital board and the Vaughan Health Care Foundation, said Mr. Greenbaum, who is a principal with Vogue Development Group Inc. And I think the city is going to restructure its relationship with the Vaughan Health Campus of Care. Mr. Greenbaum is the third person to split from the campus of care and its affiliate, the Vaughan Health Care Foundation, in the past few weeks. Mayor Maurizio Bevilacqua resigned from the campus of cares board of directors at the end of January. That came on the heels of news that Vaughan Health Care Foundation president and CEO Bob Baker will leave his post Feb. 13. These departures come at a time of uncertainty about the future of the campus of care. The organization was spun out of the Vaughan Health Care Foundation to spearhead the planning of a unique health mall in Vaughan comprised of a full-service hospital and a slew of ancillary services including a long-term care facility, laboratories, medical offices, research facilities and a medical school. Its role changed in 2009 when the province gave the mandate to plan the Vaughan hospital to York Central Hospital leaving the campus of care with responsibility for planning only the ancillary services. Now it appears that role might be coming to an end too. After receiving pressure from influential Liberal MPP Greg Sorbara last June, city council pushed to re-negotiate the contribution agreement it struck with the campus of care in 2009 that would eventually give the organization control of the 87-acre site at the northwest corner of Major Mackenzie Drive and Jane Street, which the city put up $80 million to purchase and develop. Council also pushed the organization to overhaul its governance structure after concerns were raised about a lack of transparency and accountability. Talks between the two parties to deal with these issues broke down in mid-December and the campus of care offered to negotiate its withdrawal from the hospital project so it could focus on its other work such as the Vaughan Community Health Centre and Vaughan Senior Care Services. The city has been tight-lipped about how it intends to respond to the campus of cares offer. Until the matter is resolved, the Federal Economic Development Agency for Southern Ontario has halted payments on the $10-million grant the organization was awarded last March, according to an agency spokesperson. The funding was being doled out in stages over a few years with between $2.5 and $3 million to be paid out in the first year.
