1550 01 Aug 05 CAREER RETENTION SPECIALIST (MCI 0084) 1. Purpose. This handbook for career retention specialists (CRS) is published to provide reference material to all Marines whose duties require them to understand the basic tasks of a CRS. 2. Scope. This handbook addresses the reference material needed for the following: choosing the Marines who need a CRS interview and specifying the type of interview, researching the Marines performance history for eligibility and career options, meeting with the Marine and discussing career options, supporting the interview between Marine and CO, collecting endorsements for Marines retention request, creating and submitting retention requests, extensions, and contracts. 3. Applicability. This handbook is intended for instructional purposes only. It is designed for used by Marines of all grades. It should be used in conjunction with MCI 0084, Career Retention Specialists.

APPENDIX A Reenlistment Prerequisites and Waivers1


4103. REENLISTMENT PREREQUISITES 1. Basic Reenlistment Prerequisites. The following basic re- enlistment prerequisites pertain to all Marines applying for reenlistment: a. Have demonstrated the high standards of leadership, professional competence, and personal behavior required to maintain the prestige and quality standards of the Marine Corps. A Marine who is guilty of Driving Under the Influence (DUI) or Driving While Intoxicated (DWI), on or off base, has not met the personal behavior requirement. b. Have demonstrated the core values of honor, courage and commitment. c. Be world wide deployable and fit for rigorous combat duty at sea and on foreign shore. (HIV positive Marines are excluded from this prerequisite. Commanding Officer's certification re-mains "yes" to protect Marine's privacy). d. Meet medical/dental standards as prescribed in the Manual of the Medical Department (MANMED). Provided the Marine is otherwise qualified for reenlistment, an extension may be requested for sufficient time to obtain treatment to meet prescribed dental standards. An HIV positive status shall not be used to deny reenlistment to members on continuous active duty. Marines on light or limited duty shall not be granted reenlistment while in that status unless CMC grants a specific waiver. Medical/dental screening is to be conducted prior to submission of the reenlistment/extension/lateral move request. e. Pass a physical fitness test per MCO 6100.3, Physical Fitness, and meet military appearance and height/weight/body fat standards prescribed by MCO 6100.10, Weight Control and Military Appearance. f. Not have an incident involving confirmed illegal use, possession, sale, or distribution of a controlled substance since 1 September 1992 per MCO P5300.12, Marine Corps Substance Abuse Program. Any confirmed incident prior to 1 August 1992 will be adjudicated on a Case-by-case basis by the CMC. g. Not be a conscientious objector and have never received clemency under the President's Clemency Program (Executive Order No. 11803 of 16 September 1974).

h. Not be a sole surviving son/daughter. However, a Marine may waive this status per MCO 1300.8, Marine Corps Personnel Assignment Policy. i. Have no known dependency or hardship that is not temporary in nature and that causes the Marine to be non-deployable or not available for world wide assignment at any time. j. Not be under a CMC imposed reenlistment restriction. k. Have no convictions by a court-martial. This restriction is only subject to the current enlistment contract, and extensions to that contract. l. Have no known convictions by civil authorities (foreign or domestic), or action taken which is tantamount to a finding of guilty of an offense for which the maximum penalty under the UCMJ is confinement for six months or more or a fine of $500 or more. If the offense is not listed in the Manual for Courts Martial (Table of Maximum Punishments), or is not closely related to an offense listed there, apply the maximum punishment authorized by the U.S. Code, or the District of Columbia Code, whichever is lesser. This restriction is only subject to the current enlistment contract, and extensions to that contract. m. Have no more than two non-judicial punishments (NJP). This restriction is only subject to the current enlistment contract, and extensions to that contract. n. Have a minimum conduct and proficiency mark average of 4.0/4.0 during the current enlistment contract, and extensions to that contract. o. Have no fitness report date gaps in excess of 45 days within the last five years or on the current contract, whichever period is greater. The Commandant of the Marine Corps may grant short term extensions to allow time to recover missing fitness reports. p. Not have been assigned to LEVEL II or III alcohol treatment program, per MCO P5300.12, USMC Substance Abuse Program, during the past 12 months. In these cases, Marines may request an extension for up to 12 months to allow them to complete their after care treatment program and to allow the command to observe their performance and conduct. The observation period begins on the date the Marine completes LEVEL II or III alcohol treatment. Career planners must confirm the completion date. This restriction does not apply to Marines who volunteer for treatment and have no performance or conduct problems. q. Marines who are single parents and have custody of their children or dual military couples with dependents are required to comply with the instructions contained in MCO 1740.13A, Family Care Plans, which provide specific requirements for maintaining current family care plans in the event of

deployment/TAD. 3. First-Term Marines. In addition to the basic reenlistment prerequisites, firstterm Marines must meet the following prerequisites: a. Be a high school graduate or alternate credential holder. b. Have a general technical (GT) composite score of 80 or higher. c. Must competitively achieve a First Term Alignment Plan (FTAP) boatspace within the fiscal year that his/her contract expires. 4. Career Marines. The following are considered disqualifying factors for reenlistment for career Marines: a. Marine has previously refused to extend/reenlist to obtain the obligated service necessary to execute PCS/or deployment orders. On a case by case basis, if the Marine accepts similar orders, this may be waived. b. Marine has submitted for transfer to FMCR. c. Marine has requested separation by an early separation program. 5. Pregnant Marines who were otherwise qualified for retention prior to becoming pregnant warrant an exception to the following reenlistment prerequisites: height/weight/body fat standards, passing a current PFT and worldwide deployability. This is a blanket exception to reenlistment prerequisites and does not re- quire a waiver. 4104. COMMANDING OFFICER'S CERTIFICATION. The Commanding Officer's certification in the reenlistment request verifies to the CMC (MMEA-6) that the Marine meets all reenlistment prerequisites. If the Marine does not meet a prerequisite, and a waiver is being requested, the certification should be "No", with an explanation in the CO's comments. 4105. WAIVER OF REENLISTMENT PREREQUISITES 1. The CMC is authorized to grant waivers of certain reenlistment prerequisites. Requests for reenlistment from Marines who require a waiver of a reenlistment prerequisite must be endorsed by the commanding general prior to being sent to the CMC (MMEA-6). The following may be waived: a. Court-martial conviction. b. Conviction by civil authorities.

IF THE MARINE CHOOSES TO REENLIST FOR 58 MONTHS IN THIS EXAMPLE, THE REENLISTMENT LENGTH OF HIS/HER SRB CALCULATION WOULD BE 48 MONTHS (58 MONTH CONTRACT LENGTH MINUS 10 MONTHS OF OBLIGTED SERVICE REMAINING UNDER INITIAL CONTRACT). IN THIS EXAMPLE, THE MARINE WOULD HAVE THE OPTION TO REENLIST FOR A CONTRACT LENGTH (IN UNITS OF MONTHS) ANYWHERE BETWEEN 48 AND 58 MONTHS. (3) SRB PAYMENT CAPS. Excerpt from page 4, MCO 1220.5J, Enlisted Lateral Move Program: MCO 1220.5J 5 Apr 93 determine whether a true shortage exists, the Enlisted Assignments Branch will determine, using the Enlisted Promotion Tempo Report, whether the grade/MOS is by definition a short careerist grade/MOS. Careerist lateral moves should be limited to meeting the critical manpower needs of the Marine Corps and will not normally be approved from a short to a short careerist grade/MOS. Most balancing of MOSs will be done at the first term reenlistment point. This also helps ensure maximum return on training resources. c. Marines Who Do Not Complete Training Requirements for Their New Lateral Move MOS. Marines who do not complete the training requirements for their new lateral move MOS will not automatically be allowed to revert to their original PMOS. These Marines will be classified and assigned based on the needs of the Marine Corps except in the case of FTAP lateral moves in which case the reenlistment contract is contingent upon completion of the training requirements. An excerpt from page 2, MCO P1326.6_: a. Commanding Officer (1) The commanding officer (CO) plays the most important role in the screening process. The CO is responsible for the initial screening (personal interview) of his/her Marines. The CO has access to the Marines records, financial information, and other current information not available to HQMC. The CO must be at least a Battalion or Squadron level commander with Courts Martial Authority, or an Officer in Charge with message releasing authority. Appendixes A through J are provided for the CO to report specific information, allowing HQMC to make the best assignment. This cannot be delegated . An excerpt from page 3, MCO P1326.6_: 6. Instructions for completing the agreement to extend enlistment (1133) (NAVMC 321a): 1. Complete the agreement before or on the expiration date of enlistment or induction. An exception is when the Marine is serving involuntary extension; otherwise, it is not valid. 2. Report the execution of the agreement to extend enlistment on the unit diary per MCO P1080.40, MCTFSPRIM. 3. When the extension is executed, take the following action in regard to lump-sum leave: a. On the first extension of enlistment, the Marine must elect whether to receive payment of lump-sum leave (LSL). If the Marine does not elect payment of LSL, type the following remark on line 12 of the extension of agreement: I do not desire payment of my lump-sum leave. b. If the Marine has an advance leave balance on the effective date of extension that does not exceed the extensions potential leave accrual or 30 days (whichever is less) and elects not to convert the advance leave balance to excess leave, and the Marine elects not to convert the advance leave balance to excess leave, and the Marine elects to carry forward the advance leave balance to the new period of service, the following statement will be typed on line 12 of the extension agreement: I elect to carry my entire advance leave balance forward to my new period of service. c. Advise Marines that advance leave not carried forward is charged as excess leave and results in a pay account deduction. d. No page 11 entry is required. 4. Detailed instructions a. Prepare document in duplicate. Both original and duplicate must bear original signatures. Do not sign through carbon paper. b. 1. General Instructions1 a. Use either a natural or all capitalization and spacing format in preparing the form. Do not mix methods of preparation. Type or word process the document using a ribbon which will produce black impressions capable of rendering each page of the document suitable for reproduction by photographic or other duplicating process. Ensure all copies are legible. All signatures and initials are required on the original only (removal of the carbons is required prior to signature and any required initials). Use black ink for signatures and initials. Take special care to ensure that required items are correctly completed without typewriter strikeovers. The Marine concerned and the reenlisting officer will initial any erasures or corrections on all copies of the document. Erasures or corrections to item 5 Date of Enlistment/Reenlistment, item 8 (service period of enlistment, and pay grade), or any item(s) in section D Certification and Acceptance and Section E Confirmation of Enlistment or Reenlistment, are prohibited. Errors in these items will necessitate a complete retype of the document. b. Correct errors discovered after the immediate reenlistment is effected per the instructions contained in chapter 5 of MCO P1070.12_, IRAM. c. The service representative who accepts the Marine for immediate reenlistment will, prior to signing the completed form, verify typed entries on all copies and explain all applicable parts of the document to the Marine. d. Enter all dates on the DD Form 4 in year, month, day format. Dates will show the last two digits of the year, the two digit month, and the day shown in two digits. For example: 960704. 2. Detailed Instructions. The following preparation instructions apply to immediate reenlistments in the Marine Corps and Marine Corps Reserve only. Contracts prepared on initial enlistees at the Military Entrance Processing Stations have separate completion instructions. a. SECTION A ENLISTEE/REENLISTEE IDENTIFICATION DATA 1.) Item 1 Name.
