SEC. 633. STUDY OF CURRENT AVAILABILITY OF COLLEGE CREDIT FOR MILITARY EDUCATION, TRAINING, AND EXPERIENCES OF MEMBERS OF THE ARMED FORCES AND DEVELOPMENT OF RECOMMENDATIONS FOR ADDITIONAL COLLEGE CREDIT.
8 the Secretary of Defense shall conduct a study regarding 9 the award of academic credits by institutions of higher 10 education based on military occupational specialties held 11 by members of the Armed Forces and other learning expe12 riences of members during their service in the Armed 13 Forces. As part of the study, the Secretary shall determine 14 the types of academic credits typically awarded to mem15 bers of the Armed Forces and veterans upon admission, 16 and the additional course credits that could be awarded, 17 based on

(b) ACADEMIC CREDIT PROCESSING RECOMMENDATIONS.Subject
11 study conducted under subsection (a), the Secretary shall 12 make recommendations to institutions of higher education 13 regarding policies on awarding academic credit that can 14 be adopted to ensure that members of the Armed Forces 15 receive academic credits that accurately reflect the mili16 tary occupational specialties held by the members and the 17 military education and training and other learning experi18 ences gained during service in the Armed Forces. 19 (c) CONSULTATION.The Secretary shall conduct
20 the study under subsection (a) in consultation with 21 22 23 24 25 (1) the Secretary of Veterans Affairs and the Secretary of Education; and (2) institutions of higher education and accreditation organizations to establish a system of analysis and accreditation that would allow for the expedited

4 PUBLICATIONS.Notwithstanding subsections (a) and 5 (b), the Secretary, in lieu of or in addition to conducting 6 a study under subsection (a), may use any relevant direc7 tives, instructions, or other publications of the Depart8 ment of Defense to make recommendations under sub9 section (b) or prepare a report under subsection (e). 10 11 12 13 14 15 16 17 18 19 20 21 22 (e) REPORTING REQUIREMENTS. (1) INITIAL
REPORT ON RECOMMENDATIONS.
Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to Congress a report containing the recommendations developed under subsection (b) regarding policies on awarding academic credit to members of the Armed Forces. (2) PROGRESS
REPORTS.The
Secretary of De-
fense shall submit to Congress an annual report on the extent to which institutions of higher education have adopted the recommendations. (f) PUBLICATION
OF INFORMATION.Not
later than

4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 (1) establish a process for soliciting, accepting, and publishing and continuously updating on the Internet website of the Department of Defense, information on the academic credit awarded by institutions of higher education for the military occupational specialties held by members of the Armed Forces, the military education and training, and other learning experiences gained during service in the Armed Forces, including information on (A) the institutions of higher education that provide such academic credit; (B) the recommendations with respect to providing such academic credit made by the Secretary to such institutions based on studies conduct by the Secretary, and the results of the study conducted under subsection (a), if available; (C) whether and the extent to which such institutions are following the recommendations described in subparagraph (B); and (D) the specific courses or course types for which the institutions provide such academic credit;

(g) DEFINITIONS.For purposes of this section: (1) INSTITUTION
OF HIGHER EDUCATION.The
term institution of higher education has the meaning given the term in section 102 of the Higher Education Act of 1965 (20 U.S.C. 1002). (2) SECRETARY.The term Secretary means the Secretary of Defense.
