Compliance and Communication: Article 3 Section 32, Saratoga Springs Housing Authority

The City of Saratoga Springs (City) and the Saratoga Springs Housing Authority (SSHA) share the ideals of bringing safe, affordable housing options to our local citizens. The City and the SSHA also share principles of ethics, integrity, and fiduciary duty in the implementation of their common ideal. In support of the goals and responsibilities of both the City and the Housing Authority, the City forwards the following Compliance plan to Saratoga Springs Housing Authority. This plan is made in the spirit of cooperation, and a response is requested by May 31, 2012: Pursuant to Article 3 Section 32, SSHA shall bring forth to the Saratoga Springs City Council (City Council) for approval the following: Retroactive Approval: Information regarding all employee compensation, including contracts, salary, salary increases, and any other forms of compensation, from May 16th, 2000 through 2011 for the purpose of retroactive approvals; 2012Annual Approval of 2012-2013 Employee Compensation: Information regarding all employee compensation packages, including contracts, salary, salary increases, and any other forms of compensation for the SSHA 2012-2013 fiscal year, prior to adopting the SSHA 2012-2013annual budget and no later than the June 19, 2012 City Council meeting. Future Approval: Information regarding all employee compensation including contracts, salary, salary increases, and any other forms of compensation, shall be presented for approval and adoption from this day forth on a regular annual basis.

Regular communication between the City Council and the SSHA is essential. Minimally, this shall be as follows: SSHA shall provide its Board Meeting Schedule covering the fiscal year and beginning with FY 2012-2013. SSHA shall provide bi-annual reports to the City Council, covering activities and finances to date. One bi-annual report shall also include the SSHA annual audit. These shall begin with the SSHA FY 2012-2013. These will be presented at City Council meetings at dates and times to be determined. Other forms and increased frequency are desirable and encouraged.
