1.0 Introduction
1.1 GIS Portal Toolkit
ESRI's GIS Portal Toolkit is a technology and services solution for implementing local, regional, national, and global spatial data infrastructure (SDI) portals. GIS portals organize content and services such as directories, search tools, community information, support resources, data, and applications. They provide capabilities to query metadata records for relevant data and services, then link directly to the online sites that host content services. The content can be visualized as maps and used in geographic queries and analyses. Portals can also control commercial usage of services. Metadata is the fuel for GIS Portal Toolkit and should, therefore, be optimized for use with GIS Portal Toolkit. The objective of this document is to outline the steps for creating metadata that works with GIS Portal Toolkit and allows users of the GIS portal to get the most benefits of this metadata.

Click Customize (the Customize toolbar window will open). Click the Commands tab. Scroll down to Metadata.

Drag and drop the Set Working Synchronizers command onto the Metadata toolbar (see below).
You have now added the tool for setting the working synchronizers to the toolbar. In the following steps, you will set the synchronizers. Click the Set Working Synchronizers button.

In the Set Working Synchronizers window, you see that all three metadata synchronizers are set by default.
Uncheck the ISO Metadata synchronizer. Click OK. Your metadata will now be synchronized using FGDC CSDGM and Geography Network Synchronizer only.

Required Fields Enter the abstract. It is a good practice to limit your abstract to 250 words or less. Enter the purpose. Describe what this dataset should be used for. Optional Fields Access Constraints: Describe who can access this data. Use Constraints: Describe any use constraints and limitations of the data.

Required Fields Person: Enter the full name of the person. Organization: Enter the full organization name. Contact Voice Telephone: Omit the separators, such as brackets and dashes, in the phone number. A suitable entry is 9097932853. Contact E-mail Address: Enter the e-mail address. Click the Address tab to enter the required address information.
Address Type: This could be mailing address, physical and mailing address, or physical address. City. State or Province. Postal Code. Country. Click OK to submit the contact information.

Citation Information This will set the title for your metadata document as it will appear in the GIS portal. Click the Citation tab to open the Citation information window Click on Details.
Required Fields Title: This field is automatically filled in by ArcCatalog. If the title is cryptic, you may want to update it. Originator: This is the same field as the Publisher field in the online form of the GIS Portal tool. Publication Date: This is the date the document is published. Default values are unknown, unpublished material, or an actual date. When entering a date, use the following format: YYYYMMDD. Click OK to update the metadata document.

Time Period Click the Time Period tab to open the Metadata Date Reference window.
Required Fields if Setting a Single Date and Time Calendar Date: Enter the date as YYYYMMDD. Required Fields if Setting Multiple Dates/Range of Dates Beginning Date: Enter the date as YYYYMMDD. Ending Date: Enter the date as YYYYMMDD. Optional Fields Currentness Reference: Select either ground condition or publication date. Status The two status fields Progress and Update Frequency can be filled out optionally.

Spatial Domain Typically, the spatial domain is automatically entered and determined for you by ArcCatalog. To validate the settings Click the Spatial Domain tab. Click the Bounding Coordinates and G-Polygon tab. The bounding coordinates are shown in the image below.

Keywords The keywords section handles all relevant keywords in the metadata document including the metadata categories. To enter keyword and metadata categories Click the Keywords tab.
The first keyword you want to enter is the metadata data category keyword. Table 3-1 lists the category and the associated theme keyword. Keyword: Enter the appropriate metadata data category keyword followed by several other relevant keywords. Use multiple keywords with broader and more specific definitions to describe the dataset. Required Field Resource Description. This lists the type of data you are referencing in your metadata record. Table 3-2 lists the recognized data content types. Use only one content type when describing your data. Click the Distributor tab to enter the distribution contact information. This is similar to the metadata contact information. Click Details to enter the distribution contact information. Click Save to save the metadata document. 3.2.2 Adding Thumbnails and Graphics to Your Metadata Record Having a graphic or thumbnail embedded in the metadata document often enhances the user's understanding of the data associated with the metadata records. Embedding a Thumbnail Using ArcCatalog, you can easily embed a thumbnail in your metadata record. In the Catalog tree, click the layer for which you want to create a thumbnail. Click the Preview tab.

Click the Preview drop-down arrow on the Preview tab and click Geography. Click the Zoom In button on the Geography toolbar and zoom to the area that best represents the layer's contents. Click the Create Thumbnail button (see figure below). The thumbnail records what you currently see in Geography view. The thumbnail is now part of the metadata record and will show up in the metadata section. When you export the metadata document or load it in GIS Portal Toolkit (not using ArcCatalog), the thumbnail will be part of the metadata record and will be displayed when the user views the search results.

Adding a Custom Graphic To add a custom graphic as a reference file in the metadata document Edit the metadata document. Click the Browse Graphic tab.
Enter the following information: Filename: Enter the location of the file. If you are sharing this over the Internet, the file location must be accessible by the public. An example of a URL is http://www.geographynetwork.com/images/thumbs/elevation.gif. Description: Enter a short description of the file. This is used for the ALT tag value. File Type: Select the file type from the drop-down list. Click Save to exit. 3.2.3 Metadata for Live Map Services Creating metadata records for live map services involves specifying the URL, type of service, and service name for this live map. In this section, several methods are listed on how to accomplish this for ArcIMS, WMS, WFS, and WCS services.

1. Manually Adding Metadata Tags and Values to the XML Document With this method, you will add specific information to the ESRI Metadata section in your document. Open your XML document in an XML editor. Navigate to the following metadata. TAG: <Esri>. To define an ArcIMS service, add the following information. Server: URL to the ArcIMS server. TAG = <Server> Service: Name of the map. You only need to use this when specifying an Image Service. TAG = <Service> Service Type: Image or Feature. TAG = <ServiceType> An example for an ArcIMS Image Service is shown below. <Server>http://www.geographynetwork.com</Server> <Service>ESRI_Elev</Service> <ServiceType>image</ServiceType> An example for an ArcIMS Feature Service is shown below. <Server>http://www.geographynetwork.com/wfsconnector/com.esri.wms.Esrimap</Server> <ServiceType>wfs</ServiceType> To define an OGC IMS Service, add the following information. Server: URL to the ArcIMS server. TAG = <Server> Service Type: Image or Feature. TAG = <ServiceType> An example for an OGC WMS Service is shown below. <Server>http://datamil.delaware.gov/wmsconnector/com.esri.wms. Esrimap</Server><ServiceType>wms</ServiceType> 2. Adding the Onlink Metadata Tag to the XML Document As a repeatable element, Online_Linkage (Citation Information) is used to provide access to a variety of data download, data clearinghouse, and Web-mapping services. Use this field to fully represent your geospatial data access and distribution capabilities by providing complete URLs and necessary information to indicate the nature of the Web link using the following style guidance. OGC Web Map Service links include a getmap request with a layer name, version, preferred image format, and preferred SRS, at a minimum. For example:

http://server/service?REQUEST=getmap&VERSION=1.1.0&LAYERS=roads&FOR MAT=image/gif&SRS=EPSG:4326. ArcIMS Image services using a URL-like request. If you pasted this request in a browser, you will not connect to an ArcIMS server, since it does not permit this style of request; however, it contains enough information to allow geodata.gov to connect to an ArcIMS service. For example: http://<server>/image/<service_name> will be assigned as Live Map, ArcXML Image Service, where server URL is <server> and service name is ArcIMS <service_name>. The subpath /image/ must be present in the URL.
Click OK. Repeat this process for all your metadata documents.

Creating Metadata When creating metadata for ESRI GIS Portal Toolkit with the ArcCatalog ISO Metadata Wizard, you will be required to add fields. These fields are indicated with a red star. Click the Edit Metadata button in ArcCatalog. The ISO Metadata Wizard will open (see image below).

General Information Click Next. Enter a title for the dataset (see example below).

Enter the language of the metadata. Enter what languages are used in the data.
Click Next.

You will now enter the abstract for the dataset. Enter the abstract. Use less than 250 words to describe the dataset.
Click Next. In the next window, you will enter the contact information for the Metadata author. Fill in all required fields (see following image). Your name. The organization you represent. The position or role you have in the organization (not required for GIS Portal Toolkit). Delivery point: This is the street address. City. State or admin area: You can use the abbreviation or full state name. Postal code and county. Select country from the pick list.

Click Next. No changes on the Point of contact form. Click Next. No changes on the Point of contact 1 form. Click Next. No changes on the Dataset history form. Click Next.

In the Themes or categories form, you will select one data category that applies to your dataset. Select the data category.

In the Additional characteristics window, select Keywords for the subjects represented by the data (see image below).
In the Keywords overview window, select Theme keywords and Place keywords.
Click Next.

Enter several relevant theme keywords in the list. Use generic and specific keywords that apply to your dataset. More keywords are better than no keywords or a few generic keywords. Enter the ISO category description name (see section 2.0) in the list.
Click Next. Enter several place keywords relevant to the dataset. You may want to enter several place keywords including country, state, nearby city, and area name. This ensures full coverage for place-name keyword searches. Consider adding known landmarks to this list as well.

Click Next. Select the coordinate system. This is not needed if you choose to automatically update the metadata record.
Click Next.

Enter or verify the geographic bounding box. This is not needed if you choose to automatically update the metadata record.
Click Next. Click Next. Enter the publication data for the dataset.

Click Next. Enter the required distributor information such as Distributor's name. Distributor's organization. Distributor's position or role in the organization (not required for ESRI GIS Portal Toolkit). Delivery point: This is the street address. City. State or admin area: You can use the abbreviation or full state name. Postal code and country: Select country from the pick list. Telephone number. Click Next.

Click Next. Enter the publication format (not required for ESRI GIS Portal Toolkit).

Click Next. Leave the offline distribution method set to <none>. Click Next. For the online distribution option, fill in the following information. Where is the dataset location: Enter the URL starting with HTTP:// or FTP://. If you are entering a URL pointing to an ArcIMS Image Service, enter the following information. http://<server>/image/<service_name> If you are entering a URL pointing to a ArcIMS Feature Service, enter the following information. http://www.geographynetwork.com/wfsconnector/com.esri.wms.Esrimap. If you are entering a URL pointing to an OGC WMS Service, enter the following information. http://my.host.com/cgi-bin/wms?request=getcapabilities&service =WMS&version=1.1.1

This list does not contain the differentiation between the various Live data and maps and other user-defined content types.

You have now created an ISO metadata document that can be used with ESRI GIS Portal Toolkit. 4.2.1 Metadata for Live Map Services Creating metadata records for live map services involves specifying the URL, type of service, and service name for this live map. In this section, several methods are listed on how to accomplish this for ArcIMS, WMS, WFS, and WCS services. 1.
