    It is the administrative machenry of government. It is employee are non elected. It is an institution through which government applied its policies, rules and regulation. Max webber is the founder of the theory of buerocracy

    Function of Buerocracy
    It implement the public policy and give advice to the government on policy making It maintens continuity and political stability when the government is changed bureaucrats being non-elected state official or civil servants. The core function is to implement or execute law and policy through administration Other functions are Offering policy advice to ministers, maintaining political stability and continuity when there is change in government It has got its clear norms and rules Promotion by seniority. Better than feudal/traditional forms where people got appointed by favoritism or bribes.

    Influence on Policy making: Buerocrates are very technical, educated and experienced persons, they give advice to ministers on varies policies so they have got an influence on policy making Metrocracy their recruitment is done on the basis of merit in bureaucracy Accountability

    they are not above the law, so they should be accountable of their responsibility Accessibility it means that bureaucrates should be accessible to the common people
