Details are available in www.and.nic.in under head tenders, sub head department: IP&T Accredited agencies with requisite experience are eligible to send details for consideration and short listing. Firms satisfying the eligibility criteria may apply giving full details as mentioned in the tender document along with enclosures as required. Short listed agencies will be required to make a presentation covering agency profile and what they propose for Directorate of Tourism, A&N Islands before a select panel at New Delhi. Sealed envelope addressed to the Director (Tourism), C/o Deputy Resident Commissioner, Andaman & Nicobar Bhavan, 12 Chanakyapuri, Near Chanakya Cinema , New Delhi -110 021 (Ph:011-2687 8123/2410 4134) should reach A&N Bhavan , New Delhi by 10.30 AM on or before 29/06/2012. The envelop should be super scribed Application for Empanelment of advertising agencies .Applications sent in envelops that are not super scribed are liable to be disqualified. F.No.22-41/2005/TSM/DDT Andaman and Nicobar Administration Directorate of Tourism Port Blair 744101 Phone: 03192 244013, 244081 Fax: 03192- 230933 Port Blair, dated 25th May 2012 TENDER DOCUMENT Sub: Empanelment of Advertising Agencies for executing media campaign and Tourism Promotional works for Andaman Nicobar Tourism. ********* The Department of Tourism, Andaman & Nicobar Administration proposes to empanel qualified advertising agencies accredited with INS (Indian Newspaper Society) for execution of media campaign and other tourism promotional works like printing and supply of tourism information materials, participation in tourism fairs/ festivals/ events, developing and marketing of souvenirs on Andaman tourism during the next three years. 1. Scope of Work a) Designing, writing, editing, production and supply of brochures, leaflets, posters, scrolls, CD -ROMs, and other tourism promotion materials. b) Designing, production and releasing of creative materials/advertisement for print, online and electronic media. c) Designing, organizing of Seminar / Conference / Events / Road Shows in India and abroad and participation in Tourism Fairs and Festivals to promote Andaman tourism. d) Launching of tourism promotion campaign from promoting tourism products of Andaman Nicobar Tourism in domestic and international market e) Designing of Tourism website on Andaman Nicobar and any other similar work assigned by A&N administration. 2. Eligibility Criteria : a) The firm / company should have been in existence for a period of at least 3 years as on the date of publication of this tender notice and should have a turnover of Rs 10.00 crores (ten crores) annually in the last three financial years 2008 09, 2009 10, 2010 11. (Enclose audited balance sheets). Continuous & regular INS accreditation / registration for the last three years.(proof required) Accreditation / registration with Doordarshan and All India Radio (proof required). Agency should be able to provide a dedicated team for timely production and supply of creative materials. (A declaration to this effect along with the qualification and expertise of the key persons of the team to be enclosed). Preference: Satisfactory handling of tourism departments/State Tourism Corporations/Ministry of Tourism etc.(proof required)

Guidelines for submission of proposals: The bid should contain the following:Packet to be super scribed Technical Bid for empanelment of advertising agencies with Andaman& Nicobar Tourism The technical bid should contain: Documents as proof in respect of items No.2 (a to e) under eligibility criteria. Profile /corporate brochure of the agency. Tender document fee of Rs. 1000/-(one thousand only) in the form of Demand Draft from a scheduled Bank drawn in favor of the Sr. Accounts Officer, Directorate IP&T, A & N Administration, payable at Port Blair. This fee is non refundable. EMD/Security Deposit: An EMD for Rs1,00,000/- (Rupees One

lakh only) in the form of Demand Draft from any Nationalized Bank in favor of the Sr. Accounts Officer, Directorate of Tourism, A&N Administration, Port Blair should be enclosed along with the Technical bid. Failure to do so will automatically disqualify the agency. The EMD of the five successful empanelled agencies will be converted as Security Deposit. No interest will be payable on this amount. EMD of the unsuccessful tenderers would be returned after completion of the tender process.EMD of the empanelled agencies which have been converted into Security Deposit shall be retained with the department till the period of empanelment and returned thereafter subject to penalties that may have been imposed upon the agency. Neither the EMD nor Security Deposit will earn interest.
The packet should be sealed & super scribed Technical Bid for empanelment of advertising agencies with Andaman & Nicobar Tourism, with tender no. and date of submission. Bottom left corner of the packet should carry full name, address, and telephone nos. of the tenderer. The packet should be addressed to the Director (Tourism), C/o Deputy Resident Commissioner, Andaman & Nicobar Bhavan, 12 Chanakyapuri, Near Chanakya Cinema , New Delhi -110 021 (Ph:011-2687 8123/2410 4134). The last date for submission of bids is on or before 10.30 AM on 29/06/2012. 4. Opening of Bids The bid documents will be opened by a designated committee for evaluation on 29/06/2012 at 11.00 hrs at the Andaman & Nicobar Bhavan,12 Chanakyapuri,

New Delhi, by a duly constituted evaluation agency, in the presence of agency representatives if any. 5. Final selection procedure The selection procedure will be divided in two levels: 5.1.Level 1: A committee will evaluate the technical proposal and do the short- listing on the basis of eligibility criteria, for next level. 5.2.Level 2: Only those agencies who have qualified in the technical bid shall be evaluated in this level. The short listed agencies will be called for a presentation, on media campaign or what they proposes for Andaman & Nicobar Tourism in the next three years, before the nominated committee of experts as designated by A & N Administration. The final short listing would be done on the basis of presentations in level 2 rounds. Assigning of Work: For executing any chosen item of work as mentioned under scope of works in this tender document, the department would further call for tenders from amongst the empanelled agencies based on criteria formulated for each item of work before awarding such assignments/ work to an agency. 7. Execution of Agreement: The empanelled agency thus awarded with a specific item of work would require to executing an agreement with the department for compliance of terms and conditions formulated for the said tender process including terms and condition contained herein. Performance Guarantee The agency chosen for executing any item of the works as specified under the scope of works shall execute a Performance Guarantee amounting to 5% of the total value of the work, in the form of Account Payee Demand Draft or a Bank Guarantee / FDR from a Commercial Bank in an acceptable form, in favor of the Sr.Accounts Officer, Directorate of Tourism, A&N Administration, Port Blair before an item of the work is awarded to the agency. The Performance Guarantee should remain valid for a period of 60 days after completion of all contractual obligations. Penalty Clause If the agency assigned with a work as mentioned in the scope of work fails to complete the assigned work/project as per the stipulated time/period specified in the work order, the Directorate of Tourism shall without prejudice to its other remedies under the contract, deduct from the contract price as liquidated damages a sum equivalent to 5% of the quoted rate for delay of period of 15 days or part thereof up to a maximum 10% of the contract price of the delayed services. Once the maximum is reached, the Directorate of Tourism may consider termination of contract at the risk and cost of the agency concerned.

10. Arbitration & Jurisdiction Venue of Arbitration will be Port Blair, Andaman and Nicobar Islands and the Lt. Governor Andaman & Nicobar Islands will be the authority to appoint the sole Arbitrator. The empanelment shall be governed by laws of India. All government rules on purchase and procurement issued from time to time and in force for the time being are applicable to this tender. 11. Force Majeure: Neither party will be liable in respect of failure to fulfill its obligations, if the said failure is entirely due to Acts of God, governmental restriction or instructions, natural calamities or catastrophe, epidemics or disturbances in the country. The party affected by an event of Force Majeure will immediately notify the other party of such an event and will also notify the unaffected party on cessation of disability resulting from such Force Majeure act. 12. Termination by default: The Director (Tourism) reserves the right to terminate the empanelment of any agency / agencies in case of unsatisfactory services or change in government policy. 13. Terms of payment Advance payment will not be considered for executing any item of work. Payment will be done by way of cheques in India Rupees. The Agency may submit prereceipted bills in triplicate towards activities /works already completed for settlement. The bills should be submitted along with relevant certificate. The tax component shall be paid as per actual. 14. Other important information: a) The ownership of the Photos / Publicity Materials / Creatives / TV Commercials / banners / Pop-ups will at all times rest with the Directorate of Tourism, Andaman & Nicobar Administration, and the agency will have no proprietary or other rights in respect of the same. The Directorate of Tourism, A & N Administration is not bound to assign any reason for non-acceptance of any offer for empanelment. The Directorate of Tourism reserves its right to accept the offer either in full or part. Conditional Bids / Offers will be rejected outright. The Directorate of Tourism reserves the right to place an order for the full or part quantities under any items of work under scope of work. The advertisement released in the media will be on DAVP rates, wherever applicable. Release in non-DAVP empanelled media will be on the rates given to that media by Ministry of Tourism, Government of India No charges will be paid for the designing and production of print advertisements.
