1. Introduction
The Promise vs. Performance Report is a factual and comprehensive analysis of the deliverance on promises made by the six Members of Parliament from the city of Mumbai during the years 2009 to 2010. On the basis of information gained from video interviews, questionnaires, newspaper articles, party manifestoes and other public sources, this report achieves a qualitative and quantitative analysis of the performance of Mumbais MPs over the past one year, with the aim of constructing an accurate, objective and meaningful picture of how meritorious your MP truly is. The research and analysis methodology that has been used to compile this report adheres to the principles of Social Science Research and has been approved by specialists in the field- Dr. Alok Thakore (PhD in Media Studies) and Dr. Uttara Sahasrabuddhe (Professor, Dept. of Politics and Civics, Mumbai University). Through this, we aim to begin decimating guesswork from public decision making and opinion building amongst citizens in India and incentivise progressive politics through relentless public scrutiny of our MPs. This is an assertive effort to spawn a trajectory from the Worlds Largest Democracy to an Evolved Democracy Solet the guessing cease, let the truth unleash! We invite readers of this report to send us their thoughts, observations, and constructive contributions by emailing: reportcard@mumbaivotes.com. Responsibly, The MumbaiVotes Team. June 2011 Who Participated AND Who Didnt?
Detailed questionnaires were sent to all 6 MPs to obtain information related to their work in 2009-2010. Mr. Milind Deora, Mr. Sanjay Nirupam, and Mr. Sanjay Dina Patil responded () Mr. Eknath Gaikwad, Mrs. Priya Dutt, and Mr. Gurdas Kamat did not respond (X)
MP Gurudas Kamat's performance, being a Minister of State, is not analysed like other MPs since Parliament Rules do not require them to sign the attendance register or ask questions in Parliament. His performance has been assessed in terms of the performance of his Ministry (Communications and Information Technology) Download the report at: http://blog.mumbaivotes.com/mp-promisevs-performance-report/

2. Attendance in Parliament
Why is attendance in parliament important? Your MP's job is to represent you, he is your voice in parliament. How will you be heard if he isn't there? Knowing his attendance in parliament is one way of knowing if your MP is worthy of your vote. Find out if he /she shows up.
No. OF DAYS 0
158 DAYS
From June 2009 to March 2011, the parliament was in session for 158 days. MPs were required to be in office, on average, just ONCE in 4 days. As you can see, none of our MPs managed even that perfectly.

3. A Question of Questions
Why are Parlimentary Questions asked by MPs Important? Its an MPs RTI...Its an equalizer small independent MP or star member of a party! ... Its an MPs way to get to know his own area
A Question of Quality
Each Parlimentary Question was analyzed for content and assessed for quality on a 5 point scale. A five-point rated question is one that is well researched with rigorous stats/ data to back it up, illuminates or exposes flaws in the government machinery, addresses issues at a policy level and demands action. A one-point basic question is one that merely seeks information from the ministry. It appears that the quality of question asked by our MPs is strictly average hovering between 1.5 to 2.1 out of a max rating of 5.
