WHAT THIS REPORT WILL DO :
The report contains reader-friendly analysis that will answer the following compelling questions: / % of instances (reported in news media) where an MP has displayed inconsistency between pre-election agenda and actions in the public domain. // Do they ask questions that correlate with the issues they themselves proposed to tackle during their election campaign? /// Did they play an active role in Parliamentary debates or were they passive observers allowing national issues to be decided without their intimate involvement? //// Did they spend their annual allocation of funds to resolve the issues they promised to during their election campaign? ///// Did they attend the decisive Parliament sessions regularly or did they skip these in favour of other items higher on their priority list? ////// How well does their promise-list compare with their documented involvement in local and national issues?

1. Introduction
The Promise vs. Performance Report is a factual and comprehensive analysis of the deliverance on promises made by the six Members of Parliament from the city of Mumbai during the years 2009 to 2010. On the basis of information gained from video interviews, questionnaires, newspaper articles, party manifestoes and other public sources, this report achieves a qualitative and quantitative analysis of the performance of Mumbais MPs over the past one year, with the aim of constructing an accurate, objective and meaningful picture of how meritorious your MP truly is. The research and analysis methodology that has been used to compile this report adheres to the principles of Social Science Research and has been approved by specialists in the field- Dr. Alok Thakore (PhD in Media Studies) and Dr. Uttara Sahasrabuddhe (Professor, Dept. of Politics and Civics, Mumbai University). Through this, we aim to begin decimating guesswork from public decision making and opinion building amongst citizens in India and incentivise progressive politics through relentless public scrutiny of our MPs. This is an assertive effort to spawn a trajectory from the Worlds Largest Democracy to an Evolved Democracy Solet the guessing cease, let the truth unleash! A Question of Quality
Each Parlimentary Question was analyzed for content and assessed for quality on a 5 point scale. A five-point rated question is one that is well researched with rigorous stats/ data to back it up, illuminates or exposes flaws in the government machinery, addresses issues at a policy level and demands action. A one-point basic question is one that merely seeks information from the ministry. It appears that the quality of question asked by our MPs is strictly average hovering between 1.5 to 2.1 out of a max rating of 5.

Why are parlimentary committees important?


Its the Engine Room Though the session of the house, question hour and debates are often covered by the media, the actual parliamentary machinery runs in its backoffice in the form of Parliamentary committees. This is where the complex tasks of examining bills, policies and grants for various ministries are carried out. This is how an MP gets involved with influencing policy. Its an Equaliser It comprises of members from Lok Sabha and Rajya Sabha across an array of parties, large or small. Thus leveling the field, giving opportunities to independent/small party MPs as much as members of a Major party. Tells you what issues your MP cares about The number of years spent in a committee and type of committee defines the interest and concerns of the MP and the areas that he has focussed on.

5. MPLAD Spending Patterns


"The MPLAD (Member of Parliament Local Area Development) Scheme is a tool for MPs to recommend developmental works to provide basic facilities and create community infrastructure based on locally felt needs. MPLADS is fully funded by the Government of India and works through the process of an MP recommending public works for which the Government releases funds directly to District Authorities to implement projects. District authorities then coordinate with local municipal bodies and other government agencies to achieve results.Preference under the scheme is given to works related to National priorities, such as provision of drinking water, public health, education sanitation, roads etc.

Why are these funds relevant?


The funds seem small at first, but Rs. 10 crores over 5 years for one MP can get a lot done. For instance, they can install rainwater harvesting in approximately 600 buildings, or provide composting to about 1000 restaurants to reduce garbage. Demonstrates whether the MP feels the pulse of the constituency Connects the MP directly to the people through ALMs, citizens groups & NGOs Tests the MPs efficiency - how swiftly do they attend to the community's needs Compels an MP to be accountable about their handling of funds: the scheme requires them to disclose all information related to the amount and process of utilization of funds Allows citizens to assess if they spend funds in keeping with their promises, for example, do they promise a focus on education prior to election but instead spend most funds on beautifying traffic signals?

6. Consistency Analysis Public Actions vs. Declarations


Why is my MP analysed for consistency?
While we might not all agree on what our MPs agenda should be, we can be certain that they should stay consistent with whatever that agenda is. That is the essence of trust between citizens and their representatives. Find out how consistent your MP has been to his declarations before election with respect to his actions during his tenure. Its not us telling them what to do just making sure they do what they said they would!

How are declarations captured?


Declarations or expressions of aims and/or intent are captured through the manifestoes released during election campaigning that declare the agenda and policy stances of the candidate or party. MumbaiVotes also conducts a time-bound video interview and uses a 10-part questionnaire* to get elected representatives on record about their specific steps and plans proposed prior to elections and about their performance related to those issues during the term.
