Coleman Job Description Posted June 18, 2012 Description of Work: The City of Saint Pauls Government Relations Associate is responsible for developing and implementing strategies to achieve the citys goals with federal and state governments and other partners. Reports to the Mayors Office Chief of Staff Essential functions: Works with the citys elected officials and city department officials to develop the citys legislative agenda for both the State and Federal level and lobbies on behalf of the city Directs federal government relations, including reviews and researches proposed public policies affecting the City of Saint Paul Manages the city work on League of Minnesota Cities, the Mayors leadership responsibilities on National League of Cities, and other organizational memberships Advises the Mayor and staff on various intergovernmental relationships and policies Oversees the Mayors appointments to city boards and commissions Represents the interests specifically of the citys Parks and Recreation Department and their implementation of the Great River Passage Other duties as assigned Required Knowledge, Skills and Abilities: Knowledge of state and/or federal legislative procedures and functions; lobbying methods; coalition building among elected officials and other organization partners Analyze complex policy issues and their relation to local government operations Principles and practices of city budgeting, finance and public administration Outstanding verbal and written communication skills

Ability to work in a fast paced, team environment

Minimum qualifications: Five or more years of lobbying experience working with the State legislature and local officials and/or federal government, including administration of intergovernmental programs Bachelors degree in public policy, business administration, political science, or other related fields. Flexible work schedule and ability to travel minimally within Minnesota and to Washington, DC.
