Mr. Ryuichiro Shima, a JICA adviser for DGHE (Direct General of Higher Education) had visited several labs and had discussion in ITS on May 13, 2009. He has send his message to public on the occasion of issue of this newsletter. Through this visit, I realized how PREDICT-ITS developed the creative approach in its own campus. "Lab-based education" does not only aim to provide the place in which the education and research should be done. The true goal is to reform the way to do education and research. In the approach, the concept of learning community should be strongly emphasized. Through sharing goals, knowledge, experiences and emotional connections, students will develop themselves. Give-and-take between students is surely effective for university education. For instance, student A gives a good advice to his/her fellow student B at one time, and B shows his/her new finding to A at another time. Both A and B will develop their own knowledge and skills by the interaction. I am sure this approach contributes to research activities, too. Sometimes teachers are taught by students simple questions and findings. Also I sincerely hope this approach should expand to the partnership universities in the eastern part of Indonesia. MoU between PT. Aneka Tuna Indonesia (ATI) and ITS was signed on January 27, 2009 as the new step of the industrial cooperation under PREDICT-ITS, targeting the joint research that should benefit both parties. This joint research aims at developing a customized Track-Ability System, the system that is able to track the origin of fish haul, steps taken through the production line, and destination of the product. The research has now come to finalization of the system design. Several meetings between ITS and ATIs teams and on-site observation at ATI factory have been conducted to get thorough information about the existing system. This information is used as the reference for designing the system, so that the system should be able to handle any cases that could happen on the production line of ATI.

PREDICT-ITS conducted a guest lecture on Acoustic Signal Processing on March 6, 2009 at ITS Rektorat building. The lecture was delivered by Prof. Tsuyoshi Usagawa, Director of Center for Multimedia and Information Technology and Professor of Graduate School of Science and Technology, Kumamoto University. Prof. Usagawa explained about many interesting aspects of acoustic signal processing, from the basic theory of acoustic signal, acoustic signal processing methods and its current applications and technology development. The lecture was given in the attractive and interactive way, and participants were suggested to observe acoustic phenomena in their daily life. Then, the

elaborations were given to make them convinced with some experiments. The lecture was divided into four parts which in between parts there were discussion sessions, and especially students were encourage to joint the discussion. The lecture concluded that acoustic signal processing has been applied to various kinds of technology, however more research is still needed not only to solve problems and improve acoustic signal processing in engineering applications, but also from the scientific point of views.

Scientific Meeting No.22 to share the experiences on the joint research was held on March 30, 2009 at the seminar room on the 6th floor of the library building - ITS. Two researchers of the 3rd batch joint research; Dr. Mahendrawathi from Dep. of Information System, and Dr. Son Kuswadi from Electronic Engineering Polytechnic Institute of Surabaya (EEPIS)-ITS delivered the presentations on their experiences during the training in Japan with the title Report of JICA Training in Japan: Part 2. Dr. Mahendrawathi worked at Kumamoto University for 2 weeks under research theme of Design and Development of Organic Health Services Information Systems (OHIS), and Dr. Sons work at Tokyo Institute and Technology for 2 weeks was on Search and Rescue Robot. They were warmly welcomed by their Japanese partners and had vivid experiences of Japanese lab-based education and research. They were also encouraged to visit several institutions such as hospitals for OHIS and advanced labs for robots, thus the training was very fruitful for them to push forward their joint research. This event was attended by five universities in EPI: i.e. UNCEN, UNDANA, UNRAM, UNSRAT, UNUD via Teleconferencing System.

The lecture on Magnetic Resonance Imaging (MRI) was given by Prof.Norio Iriguchi, Kumamoto University, as Scientific Meeting No.23, on May 20, 2009 at the meeting room of Dept. of Electrical Engineering. He has distinguishable academic achievements in the field of MRI, while he is a JICA expert for the enhancement of the intellectual property management at ITS, thus has given several lectures on patent and related topics. This scientific meeting played an important role to empower the researchers and students who are interested in studying and/or teaching at Biomedical Engineering course at ITS, following the International Conference on Biomedical Engineering in November 2008, co-hosted by Dept. of Electrical Eng and other academic societies. His lecture was full of attractive demonstrations for students and lecturers who attended the meeting, such as actual images of human arms, brain and organs and its dynamic motions. The close and intensive discussions with a Japanese expert on MRI also made them very much excited about this advanced technology.

Dr. Daniel, one of the principal researchers of the 3rd batch joint research under the partnership with Prof. Toshihiro KITA of Kumamoto University, Japan has sent his greetings to the project newsletter. Background of Joint Research: Our joint research is focusing on developing a method and system to automatically evaluate the similarity between a given sentence and a pre-graded sentence. This research will make use of the technology of semantic web in order to quantify the similarity not only based on the content (keywords similarity) but also based on the context (context similarity). Motivation of Joint Research: Our motivation to participate in the joint research program is to have a close contact with Japaneses lab in terms of understanding the way of doing high quality research, so that we can bring about high quality research outcomes. We also intend to nurture a network with international research communities which Japanese's universities have already established. Joint Research Activities: - Japanese partners visitation to ITS: On the occasion where Prof. KITA visited our lab in August 2008 for joint research discussion and collaboration.

- Training in Japan for Lab leader: Dr. Daniel Siahaan joined Prof. KITA's lab for 2 weeks in November 2008. The purpose of this program is to exchange information and plan the further research in detail. - Weekly Lab meeting: The regular lab meeting given every Friday afternoon is an important tool for promoting Lab-based Education at ITS' labs. - Monthly joint research meeting: This meeting is held on every 3rd Thursday of the month between ITS's and Japanese teams via TV conferencing system. We discuss the progress and next actions of the joint research. - Patent application: We have composed a good patent documents for our targeted research outcome, Under the technical assistance by Prof. Iriguchi, and will soon apply for a patent so that our technology can be protected and preserved also bring some research fund for our sustainable joint research. - Submitting paper for international conference: A paper was presented at ICCIT 2009 in Narita, Japan on May 27-29, 2009. The coming activities / Expected goal of Joint Research: - Training in Japan for Lab member - Submitting patent application(s) - Submitting paper(s) to international journal(s) / conferences - A network with international research communities Future Plan on the research: We intend to extend and expand our research capabilities in the field of Semantic Web Technology, and push forward our advanced systems and methods. Our current target is to create an ambient home studio where users could go through rich experience.

Here is the 4th Open Campus under PREDICT-ITS for everyone to participate in, correlating with ITSs program of the 17th Bursa Karier. It was given on March 4-5, 2009 at Graha ITS. There are differences of the number of visitors from year to year, and the 4th Open Campus is the most crowded, with the total number increasing twice from previous event. In this occasion PREDICT-ITS provided the information to show and promote the outcomes of joint research and cooperation with companies, displaying project videos and presenting posters developed by pilot labs. Visitors asked what PREDICT programs are, and they appreciated our effort to improve the research in terms of ICT applications for industries and communities. Dr. Daniel Siahaan as the head of Business Service Unit of ICTM Center gave a speech at the workshop on March 4, 2009, titled as Entrepreneurship, Research and Development toward industrial cooperation. He said that the goal of the 4th year of PREDICT-ITS in 2009/2010 is to further empower our capabilities of research and education development, make our inter-university link sustainable, both in international and domestic terms, initiate more projects for industry-university cooperation, and, most importantly, assure the sustainability of the initiative of PREDICT-ITS. He also gave tips for students, learning in the 21st century, to define and prepare for their own goal, e.g. obtain the global mindset that means to work harder and smarter, know and target the industrial needs, build portfolio for future plans, and be happy with balanced visions, self control and good communications.

LPPM (Institute of Research and Public Services)-ITS and PREDICT-ITS jointly gave a Seminar on Intellectual Property Rights at Seminar Room, Rectorate Building, on May 13, 2009. After the opening remarks by Prof. I Nyoman Sutantra, Head of LPPM-ITS, Dr. Didik Prasetyoko, the head of SENTRAHAKI ITS, gave a lecture on Intellectual Property Rights: Its meaning and benefit introducing the basic knowledge such as definition and contents of Intellectual property rights, patent application formats, statistical data of patents in several countries, and the Patent Law in Indonesia. It was followed by a lecture by Prof. Norio Iriguchi, JICA Expert for Intellectual Property Rights, on Strategy for Earning Patents, providing attendants with useful information on how to apply for a patent and how intellectual property rights are protected by Paris Convention as well as the recent patent applications in Indonesia and several issues that must be taken into consideration in when we prepare for a patent application. Mr. Ryuichiro Shima, JICA adviser for DGHE, also joined this seminar with project members of PREDICT-ITS, to confirm the active challenges by ITS to apply for more patents based on their research activities.

Trial training of Yokogawa DCS (Distributed Control System) was held on June 23-24, 2009 at the PUSKOMITS training room. The training was aiming at testing the new training module of DCS which has been developed by DCS team and getting inputs as many as possible to improve it. Mr. Imam Arifin, a lecturer of Electrical Engineering Department of ITS gave introduction to control system and DCS theory. The training was filled up with many experiments on DCS software and equipment, from the installation of DCS software, CENTUM CS 3000, until its utilization for actual building projects.

More than 20 students participated in this training and the outcome was beyond our expectation. DCS group plans to conduct DCS training for faculty members and students of ITS on July 27, 2009 as preparation for the official launch of the training for the public and industrial society. Technical cooperation by JICA for 4 years (2006.4-2010.3) with ITS as the resource university for universities in EPI and industries, Kumamoto university as JICA team, Japanese universities as partners for joint research.

Objectives of PREDICT-ITS
ITS strengthens research capabilities in order to provide industries, other universities and government institutes in the eastern part of Indonesia with human resources having state-of-the art technologies and skills in the field of ICT.

Expected Outputs of PREDICT-ITS ITS strengthens research activities and has international level research capabilities. ITS transforms engineering education from classroom-based to laboratory-based. Academic linkage between ITS and universities in the eastern part of Indonesia are established. Joint activities between ITS, industries and government institutes are strengthened.
