CHESTERFIELD VILLAGE HOMEOWNERS ASSOCIATION, INC.

Minutes of the Board of Directors Meeting The Board of Directors of Chesterfield Village Homeowners Association, Inc., a Missouri non-profit corporation, held its monthly meeting at the Chesterfield Village Homeowners Association Clubhouse in Springfield, Missouri, on June 2, 2008 at 7:00 pm, pursuant to the notice posted at the association clubhouse. The following Directors of the Corporation were present: Linda Becker, Lora Turnage, Steve Webb, Julie Mason, Diana Deford and Jay Jones. Absent: Lorna Hammock. Also present were homeowners Mary Myers, Suzie Brothers, Tyler Smith and J.D. Wiggs. OLD BUSINESS Secretarys Report Minutes from the May 5th meeting of the CVHA Board of Directors were read. After a couple of minor revisions, a motion was made to accept the minutes and was seconded. Motion passed. Treasurers Report Julie Mason had received CAMS payments from 3745 S. Forrest and 2320 W. Westview, Units A & B (excluding trash fee). An additional notice will be sent on the three remaining properties to pay their CAMS, before turning them over to the attorney for further action. Lora Turnage presented Julie with the invoice from the electrical company for the new pool lights in the amount of $582.78, and a separate invoice for $972.00 for the new door and door jam that was installed. Diana Deford presented Julie with receipts totaling $203.03 for clubhouse purchases including paper products, cleaning supplies, a new vacuum, and some miscellaneous items. Julie received the invoice from the CVHA accountant on the taxes that were filed. The charge was for $450 after a $50 courtesy discount. $153 in state taxes was due and $808 in federal taxes were paid on the corporate return. The Profit & Loss and Balance Sheet statements were reviewed and there were no additional questions. Linda Becker asked if there was an annual budget outline on how much the Board was to be spending on various line items, and several members thought that there was a budget presented at the annual meeting. Julie will look into this. Common Grounds Lora Turnage announced that the roof repairs on the clubhouse were completed with the exception of the broken lights. New shrubs had been planted on the end-caps along Chesterfield Boulevard. The pond had been cleaned up and Lora was seeking assistance from someone other than the Citys previous recommendation to assess the pond needs. Lora mentioned that the level of weed control applications had been increased recently by the lawn care company due to the frequent heavy rains.

Tennis Courts Steve Webb informed the Board that the nets had been tightened in response to a complaint by a home owner prior to the last board meeting. Steve will email the board members a potential date for power-washing the tennis courts. Clubhouse The helium tanks had still not been picked up. A few complaints had been received by board members regarding property owners who have been unable to get in touch with Lorna Hammock on rental requests. There are currently 3 rentals scheduled: June 7, June 15, and July 27. Deposit and rental checks were presented to Julie Mason. The Pepsi machine had not been picked up as of yet. Linda Becker said she would ask Lorna to check into the possibility of a three month contract during the summer when it does get some use. Jay Jones will contact the sign company to get a bid on a new clubhouse sign. Pool Linda Becker announced that Diana Deford was now over the pool area. All repairs, installations and painting of the pool area were completed with the exception of the tiles. The pool company was still trying to find a match for them. Everyone expressed that the pool looked much better. Linda announced that approximately half of the pool cards had been turned in and reprogrammed for the new door. According to the covenants and restrictions, the pool card may be used by the property owner and up to six of their guests. The cost of a new pool card would be $10 for new homeowners and $25 to replace it if lost or damaged. One check was presented to Julie Mason by Diana for $25. Architectural Control Tyler Smith and J.D. Wiggs agreed to co-chair the architectural control committee and oversee rules and compliance issues with Tyler taking the lead role. Steve Webb will email Tyler a list of issues that have yet to be resolved due to Allen Penrods recent resignation from the Board. Tyler will attempt a phone call to the property owners first, followed by a letter if the phone call is unsuccessful. These issues include a couple of satellite dishes in violation, a six foot fence violation, cars parked in a property owners yard, a couple of weed control issues, and an issue with an R.V. parked in someones driveway for an excessive amount of time. After additional written submissions from Bill and Beulah Reuble on their proposed Pergola and patio addition, a motion was made to approve their request and seconded. Motion passed. Neighborhood Watch No new information was reported. Newsletter Linda Becker announced that she was working on producing a new directory due out later this summer. Linda also mentioned that a June newsletter would be published due to so much activity going on in the subdivision. 2

Drainage Issue at 2341 West Westview Linda Becker announced that she had met with the new CVHA attorney, Mark C. Fels, of Yates, Maack, Bohrer, Elliff & Fels, P.C. who specialize in real estate law. The switch to the new attorney was made due to service issues with the old attorney. Linda read a draft of the letter that the attorney would be sending by this Friday, June 6, to Bill Mace, with a copy to each of the six town home owners affected. The letter basically absolved CVHA from any liability or responsibility for the drainage issue, and indicated primary responsibility for the issue lays with the developer and the original engineering firm. It also pointed out 6 title issues with deeds from lots 13-20 and indicated that the administrative subdivision for these lots was never completed with the Greene County Recorder of Deeds, and that these tracts do not legally exist. In the letter, the attorney recommended resolving the title issues prior to addressing the drainage issue. Mary Myers gave a verbal statement of her personal attorneys recommendation to file suit against CVHA, Bill Mace, Scott Engineering and the individual board members, but indicated that that was not what she really wanted to do. NEW BUSINESS Steve Webb had emailed Linda Becker prior to the meeting with a request for installation of a satellite dish on the backside of his property at 2423 W. Dearborn that would be in compliance with the covenants and restrictions. The Board approved the request. A motion was made to adjourn the June CVHA Board of Directors Meeting and was seconded.
