General
B. c araper,

of

gave
a
short talk reviewing the experience of
past years in connection with prostitution
and venereal disease
repression and commended the ends and purposes of the present

conference.

Lieutenant
Colonel
Gecrg;*%aher
of theSelective
Service

headquarters
talked at some_length explaining
the problems of
Selective
Service.
He stated
that
the President
had given specific
directions
as to the necessity for having eleven million
men
under arms by the end of l943.
He stated that the reservoir
of
eligible
men between l8 and 37 years of age included twenty-two
million;that
from previous induction
experience approximately

42$ of these could be expected to

be

exempted for physical-'

,

disabilities
including venereal infection
as well as less serious
ills.
He stated that in addition
between three and a half million

'

and four million men of the reservoir were engaged in agricultural

pursuits which would be the basis for exemption and that accordingly
it could be anticipated that all the rest of the reservoir would-~
be in the armed services

by the end of 1943.

He pointed

out this

would include memberslpfpolice departments and he encouraged the

immediately, outside the age groups of l8 to 37; In the course of

his remarhs he unfortunately used the words bartenders"and race

J. Kelly of the RhodeIsland State Police leaped to hie feet and

with a great show of force and resentment defended the police

of

the country from the inference which he asserted Colonel BakQ_ -
