ECONOMIC PLANNING UNIT (EPU)

PREPARED BY: SITI ZUBAIDAH HASHIM LECTURER DEPARTMENT OF BUILDING SURVEYING

INTRODUCTION

EPU is a preparation of the development plan for long term or medium term in the country. This EPU is responsible to formulate the outline perspective plan and the five years development plans for the nation. EPU also will be a central planning agency responsible for approving programmes and projects as well as determining the allocation ceiling for national development.

OBJECTIVES

To improve the sustainable development through effective development planning. To strengthen internal resilient and international competitiveness. To promote optimum utilization of available resources To enhance socio- economic development

FUNCTIONS OF EPU

Formulate strategies and policies of socioeconomic development. Prepared medium and long term planning. Prepare development programmes and projects budget. Monitor and evaluate the achievement of development programmes and projects.

Advice government of economic issues Initiate and undertake necessary economic research. Plan and coordinate the privatization programme and evaluate its achievement. Monitor and evaluate the investment activities to ensure that are in line with the corporate equity restructuring objectives.

MACRO PLANNING DIVISION

The Macro Planning Division is responsible for the formulation and evaluation of policies and strategies in macroeconomics, regional development, income distribution, human resources development and international cooperation in line with national objectives. As a Building Surveyor, we are more focuses on the environment and natural resource economics section

ENVIRONMENT AND NATURAL RESOURCE ECONOMICS SECTION

Formulate and evaluate policies and strategies relating to sustainable development, environment and natural resources management. Integrate environment issues into development planning by promoting the use of appropriate economic instruments and self- regulatory measures. Analyze current policies and strategies with a view to ensuring the optimum utilization of resources, promoting sustainable consumption and production and protecting the

Monitor discussion in multilateral environmental agreement to ensure that global environmental objectives are achieved without compromising the development the development needs of developing countries. Promote bilateral cooperation and collaboration with regional and international organizations in environment protection and conservation

ENERGY SECTION

Formulate policies and strategies for the sustainable development of the energy sector. Promote the development of oil and gas industries. Ensure adequate, secure, quality and costeffective supply of energy. Promote the increase utilization of renewable energy and energy efficiency in the energy sector. Provide allocation for energy- related development programmes and evaluate

INFRASTRUCTURE AND UTILITIES SECTION

Plan and formulate policies and strategies for the coordinated and integrated development of transport infrastructure, communication, water supply and sewerage. Ensure the provision of a comprehensive range of infrastructure facilities and amenities to facilities economic growth. Provide allocation for the implementation of programmes and projects to achieve the policy objectives and evaluate their achievements. Increase efficiency, productivity and reliability of infrastructure and utility services through continuous review and enforcement of performance standard.

GUIDELINE FOR SELECTION OF SITE LOCATION

The criteria of selection: Location site location nearest to the access road will reduce the cost, if not should provide a long span bridge. If the access road more than 2 meters, cost can be reduce by sharing with other project. Lower land area will involve higher cost of project for compaction work to avoid the flood phenomena. The development planning should be considered on the existing development. Examples school, police station, medical centre. Choosing the site location should be refer to National Physical Planning, National Structure Planning, Special Area Planning for the concept that will be develop in that area.
