Nothing new here this year. To reduce the residential rate by $1, the
commercial/industrial folks would see an increase of $4. A split tax will not do
anything to resolve Franklins problems.
A split tax will only shift a share of the pie from one group of taxpayers to
another. Franklin needs to GROW the pie!
