Scheme (right/entitlement)? Bangladesh
Entitlement can demand Scheme local govt is given a target (1000 VGF), so if Im not in the 1000 I cannot demand that. Right to primary education is a right. Demand supply problem in Bangladesh so how do you unlick the lower rungs of local govt. At national level why no investment in 40 days work? this is for certain districts only Selection of district & beneficiaries political NGO efforts union & uppazilla (ADP prepared) no power & resource so a wishlist National level efforts human rights perpective e.g. right to food, Need to put Bangladesh case in political context These institutions are young & fragile

Starting point assets & how HH interacts with PIP Starting point isnt rights but should it be? If we start from what rights a human being should have, then assess what rights are being accessed/denied. Then see PIP (policies inst. processes) enable or deny rights. Why cant UN framework for HR be starting point for this framework?... Assets may not be the starting point for many extreme poor. Resource constraint for resourcing rights in Bang Human rights language challenge in Bang Important to identify whom to work with.
