SUGGESTION -I
Mr. P. Singh is suggested to definitly open his training institute. But for mean time, it should be for males only. The factors supporting this suggestion are: More percentage of males are untrained as compared to females.
More male candidates which would lead to profit maximization.
Government has already privatized other service sectors. 30% reservation for females in govt. colleges. This would further decrease the tendency of females, opting for private training institutes.

SUGGESTION -II
If Mr. P Singh wants to set up a Women Training Institute, then it is suggested that he can go ahead.
He can first start with training the women. Likewise other states, when government will allow the private sector to enter into this sector completely, then he can also undertake male training as well.
