A BASIC QUESTION

Who are the real heroes?

Everyday Heroes

WIRELESS CAN MAKE ANYONE A HERO!!

TODAY, LETS GO BEYOND THE TECHNICAL & EXPLORE THE SAFETY IMPLICATIONS OF 5G You know 5G will be profitable But where are unknown factors that could cause major hiccupsor unforeseen benefits?

Where can we put extra time/energy to make 5G a lifesaving tool (not just life-changing)?

WHO IS SAFE AMERICA?

One single good idea that grew!

We started by protecting babies & diversified to opportunities to protect youth, teenagers, boaters, Internet users and drivers of all ages
19 years later, were known for putting creative thought to popularizing an issue and making it a cause We build crusades to save lives globally!

Past and Current Supporters

SAFE AMERICAS SKILLS

Strengths: Strategic thinking focused on emerging issues (Issue development, coalition-building & public/private sector partnerships) Focal points: Transportation (driver training for teens, parents and seniors); Emergency readiness / drills & alerts; and Wireless safety (reducing distracted driving w/ texting) Our aim: them Anticipate emerging issues & build networks to deal with

LETS LOOK AT WHY SAFETY IS IMPORTANT

People value safety today more than ever! Research shows that people believe that safety is #1 concern on their minds! From Asia to Europe to America, disasters dominate the headlines (I.E. - Oklahoma Tornadoes, Boston Marathon, Sandy Hook Elementary, Hurricane Sandy, Haiti earthquake, Katrina, & SE Asia Tsunami and 9/11

11

WHAT ITS ALL ABOUT

5G will enable network technology to add life-saving features via ubicomputing!

2G was about voice

3G was about data

4G is about video

5G will be about Ubiquitous Computing

12

HOW 5G CAN HELP / ITS GOOD SIDE

1. Grow Employment New public safety jobs emerge as 911 converts to text messages and requires analysis of inbound SMS of photos of abuse, real-time crimes committed 2. Enhance Education Universities add courses in 5G applications, information analysis, etc. 3. Improve Medicine/Health

EMTs equipped with 3D copiers can set splints rather than transporting person
to a hospital; carbon emissions slow climate change 4. Save Lives / Transportation Dramatically reduce #1 killer of mankind: car accidents

13

Addressing the Downsides Now

14

CHALLENGE #1:
In 6 years, the public has grown worried over the security of their personal information. Since 2006, theres been a gap between the value people attach to privacy & their belief that they control their personal information.

LOSS OF PRIVACY

15

UBIQUITOUS COMPUTING EXPANDS LOSS OF PRIVACY

Data security & privacy become less possible as constant wireless computing occurs

- Will data from your dishwasher, home and car be shared with others
automatically allowing others to keep tabs on everything you think/do? - As wireless devices can monitor you constantly, will the trust gap grow? - What happens if the public feels it has no control over their information?

- Will stress cause massive opt outs? Will liability issues grow?

16

THE PRIVACY RISK

How Personal Information Will Be Used
Key questions in advance of 5G:
1. To what extent will people be able to opt-in and opt-out of systems? 2. What responsibility / liability will manufacturers have to protect users from hackers? 3. What rights will manufacturers have over data produced by their products?

4. What safeguards will be put in place to prevent gathering of personal information

from these devices & then used to discriminate/harm others? (i.e. - cyber bullying and resultant suicides)

17

MORE HEADACHES AHEAD!

H o w G o v e r n m e n t s M a y B e Te m p t e d
Democratic governments today agonize over balancing the private sectors use of personal data their products generate & the publics desire for greater control over their personal information Regulations governing privacy and data protection vary greatly Many legislative bodies are gridlocked over how to write laws to meet wireless realities

18

WHO WILL CONTROL 5G?

P E R S O N A L I N F O R M AT I O N S C O N T R O L A N D USE BY GOVERNMENTS
Will public sector efficiencies (via 5G) come at the cost of personal freedom and privacy?
Will 5G both facilitate and increase the ability of government agencies to monitor citizens activities and behaviors, via the citizens own mobile devices? How will device manufacturers and the communications industry respond to pressure by authoritarian regimes seeking to use data these devices produce to strengthen police state activities? In the search for greater efficiencies, will government planning become more centralized and less democratic?

19

AND THEN THE BAD GUYS!

HOW CRIMINAL MINDS WILL USE
P E R S O N A L I N F O R M AT I O N
Many people who wouldn't think of running their desktop PCs without antivirus and anti-malware software dont even consider protecting their phones and tablets in a similar manner. Its reasonable to expect that as the number of connected devices increases, so will vulnerability for cyber crime.
- Deb Shinder, Techrepublic

Corporations and governments will always have IT and security departments, but For 5G to grow safely, emphasis needs to be placed on ensuring newly connected products are more resilient to cyber attacks!!
2012 Norton Cybercrime Report

20

3 ADDITIONAL RISKS
1. Transportation Safety 2. Health

3. Employment

21

RISK #1:

TRANSPORTATION

As wireless technology has become prevalent, issues like distracted driving surfaced

Unanticipated problems from 5G dependence could be significant

Source: Pew Internet and American Life Project, Teens and Mobile Phones Survey conducted June 26-Sept. 24, 2009; Centers for Disease Control and Prevention and Insurance Institute for Highway Safety

22

RISK #1:

TRANSPORTATION

O N - B O A R D 5 G E X PA N D S W I T H I N F O TA I N M E N T CENTERS
Many cars now feature infotainment centers adding connectivity AND distractions. By 2015, GM and AT&T say Chevys, Buicks, GMCs and Cadillacs will be equipped with 4G LTE wireless. Apple will add Siri to Chevy Spark & Sonics as will BMW, Honda and Hyundai!

Will this increase pre-occupation with navigational screens and other communications??

23

RISK #1:

TRANSPORTATION

THE FIGHT OVER SPECTRUM

Soon, cars will be able to have vehicle-2-vehicle communication

By 2019, DSRC (Dedicated Short-Range Communications) could be a standard feature in many cars, allowing for direct V2V interaction
The good: NHTSA predicts communication systems can cut 81 % of crashes Automatic toll payment Ability to re-route traffic, lessen congestion and improving energy efficiency The bad: will wi-fi win out over DSRC in spectrum battle? Could DSRC/computing cars be interrupted as they pass local wi-fi areas, causing potential traffic crashes?

And: will countries/communities face updating traffic systems? And how will this be paid for?

24

RISK #2:

HEALTH

S AV I N G L I V E S B U T AT W H AT C O S T ? Ubi-computing should spur medical advances that save lives. Example: a person with an implanted RID chip could trigger an alert when experiencing a heart attack without doing anything!

Q:

How many wireless users will allow continuous monitoring?

25

RISK #3:

EMPLOYMENT

Will History Repeats Itself ??

Since 2000, online news sources have dramatically decreased media employment 5G could displace workers in medicine, public safety and law enforcement!! (In US alone, public safety costs half a trillion a year! 15-20% reduction would save billions!!

Imagine governments forced with continuing revenue cuts tempted to slash thousands of jobs!!

26

SAFE AMERICAS INITIAL REALIZATION

While Tech Industry focuses on delivering 5G, someone (other than Governments!) needs to look at the implications on the societal side!!! recognizing that 5Gs societal impact could be more severe than the Internets introduction, study (& then action) needs to begin now! This is not a North America problem its a GLOBAL ISSUE!!

27

28

THE WORLDSAFE NETWORK: ITS ROLE

Who is thinking about these issues? And, how will we address them? These issues require advanced social research. WorldSafe is poised to research & address them exploring gaps in social planning. By 2018, 5G implementation will shift from a technological perspective to a sociological perspective . WorldSafe/Safe America will look at integrating this technologys advances while minimizing negative outcomes and also stressing safety gains.

29

OUR APPROACH
1. Study the issues / determine pivotal factors 2. Form an international task force to dialogue on key elements 3. Monitor public policy

4. Conduct research on attitudes, acceptance to new features of 5G

5. Create strategies & messages to address key behaviors

30

1. Pledge to drill (www.safeamerica.org) 2. Train [earn CEU/credits] 3. Text (learn Safety Shorthand and share it with co-workers, family) 4. Drill

5. Honor

TEXT FIRST. TALK SECOND. & CASH PREMIERE JUNE 19TH IN WASHINGTON, DC

32

NEXT STEP: 5G TASK FORCE

Co-located in Dresden and Atlanta, its initial goals are: 1. To study 5Gs impact on infrastructure
o Study traffic systems to determine what should be done o Examine how advanced sprinkler systems might impact (eliminate) public safety positions o Suggest where savings might be reallocated

2. Prepare people and systems for changes ahead

3. Suggest refinements & safeguards (medicine, EMTs, police, fire, 911, etc.)
