Road Infrastructure Safety Project


Scope
The Department of Public Works and Highways (DPWH) has engaged VicRoads International to undertake a Road Infrastructure Safety Project under the Capacity Building component of the ADB Sixth Road Project. The purpose of the project is to improve the traffic accident prevention program of this Department and reduce accidents relating to road safety on the national road network. Includes the development and implementation of a Traffic Accident Recording and Analysis System, (TARAS). This is a computerized system that has been deployed throughout the Department .

Scope of TARAS component
To review the existing policies, procedures and practices for collecting and reporting traffic accident data in the Philippines To develop and implement new policies, procedures, collection methods and appropriate traffic accident data collection forms relating to data gathering at DPWH district level and their interactions with PNP.

Overall Purpose
To provide and implement a Traffic Accident Recording and Analysis System which should include the storage, retrieval and analysis of traffic accident data.

Stakeholders
DPWH will own and manage TARAS. Planning Service and Regional Office staff will be the main users of the System. Philippine National Police (PNP) will be the primary data collection source. Other governmental agencies and private institutions involved in Road Safety and Traffic Management will be provided with summary and detailed reports.

Aim
Provide participants with an understanding of the revised Accident Data Collection Process to be used for the collection of traffic accident data for traffic accidents that have occurred on the Philippine National Road Network. Provide participants with the knowledge required to be able to complete the Philippine National Police Traffic Accident Report (TAR) Form. Provide participants with the knowledge to teach this course to PNP Municipal Officers.

Aim of this section
Provide participants with an understanding of the revised Accident Data Collection Process to be used for the collection of traffic accident data for traffic accidents that have occurred on the Philippine National Road Network Provide participants with the knowledge required to be able to complete the Philippine National Police Traffic Accident Report (TAR) Form.

Background
As part of the TARAS project VicRoads has developed new policies, procedures, collection methods and revised the traffic accident report form for traffic accident data collection.. These have all been documented in the DPWH Traffic Accident Reporting Manual A PNP version of this Manual has been developed specific to the needs of the PNP for Accident Data Collection

PNP Traffic Accident Manual
This Manual will be used as the primary reference by the Department and PNP in the collection of traffic accident data for traffic accidents that occur on the National Road Network. The Manual supersedes previous policies and procedures on the process of traffic accident data collection and completion of the traffic accident report form. The Manual is to be used by all PNP Officers involved in the collection of traffic accident data.

General policy for Accident Data Collection
It will be the responsibility of the PNP to collect Traffic Accident Data and record this information on a TAR Form. The TAR Form will be carbonized to ensure that there is no need for photocopying or transcribing of data. The DPWH and the PNP have already established a cooperative working relationship through an Inter Agency Memorandum of Agreement (MOA) to collect the traffic accident data.

General policy.
The DPWH shall enter into TARAS the Traffic Accident Data for traffic accidents that occur on the National Road Network. The staff of DPWH will liaise with the PNP, for coordination and management of processes regarding the collection of traffic accident data. Traffic Accident Information derived from TARAS will be made freely available to the PNP.

Traffic Accident Report Form


Purpose
To create a unique identification and a permanent record of the traffic accident. To provide a framework for subsequent enhancement of the description of the incident . To enable preparation of information about alleged breaches of relevant law which can be considered as a potential basis for prosecution.

TAR Form
The TAR Form is the instrument for collection of traffic accident data. Form provides a structured description of the observable outcomes at the site of the traffic accident, including location and time data, details describing the driver , passenger and vehicle. Form also provides
- space for a narrative describing the site - A sketch map showing the physical arrangement of relevant infrastructure, location of people and vehicles.

Completion of the TAR Form
PNP Officer required to complete TAR Form before completion of their shift. PNP Supervising Officer to examine the entries for completeness and any obvious errors. PNP Supervising Officer required to sign the Form. .
