John 3.1-8
Jesus Reply
Truly, truly, I say to you, unless one is born again he cannot see the kingdom of God. v3 To see the kingdom of God is a phrase used to describe the receiving of salvation This is a most important subject to which we should pay very close attention Unless one (except a man KJV) expresses the universal application of this statement
cf. Luke 23.39-43; Mark 10.17-22

And he said to them, Go into all the world and proclaim the gospel to the whole creation. Whoever believes and is baptized will be saved, but whoever does not believe will be condemned. Mark 16.15-16

Additional Considerations
Now when they heard this they were cut to the heart, and said to Peter and the rest of the apostles, Brothers, what shall we do? And Peter said to them, Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit. Acts 2.37-38

Additional Considerations
Baptism, which corresponds to this, now saves you, not as a removal of dirt from the body but as an appeal to God for a good conscience, through the resurrection of Jesus Christ 1 Peter 3.21

Additional Considerations
Do you not know that all of us who have been baptized into Christ Jesus were baptized into his death? We were buried therefore with him by baptism into death, in order that, just as Christ was raised from the dead by the glory of the Father, we too might walk in newness of life. For if we have been united with him in a death like his, we shall certainly be united with him in a resurrection like his. Romans 6.3-5
