DISASTER RESPONSE PROTOCOLS FOR LOCAL GOVERNMENTS

MANDATE OF THE LAW

Republic Act No. 10121: Philippine Disaster Risk Reduction and Management Act of 2010

Strengthen Disaster Risk Reduction System


Shifting the focus from Disaster Response towards Disaster Risk Reduction, Preparedness, and Mitigation

Provides for the development of policies and plans and the implementation of actions and measures on Disaster Risk Reduction

Republic Act No. 7160: Local Government Code of 1991


All Punong Barangays [Section 389 (b) (6)] Municipal Mayors [Section 444 (b) (viii)] City Mayors [Section 455 (b) (vii)] Governors [Section 465 (b) (vii)] are.. mandated to carry such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities

FOR LOCAL CHIEF EXECUTIVES

PRE-CALAMITY PROTOCOLS

Prior to the issuance or broadcast of any severe weather warning:

1. Activate or Reactivate the Provincial, City, or Municipal Risk Reduction and Management Council or, in the case of a barangay, Committee

2. Conduct public awareness activities on the hazards in the locality. Utilize:


Existing hazard maps in the area and other available information Education materials such as: Posters Manuals developed by warning agencies
(PAGASA, PHILVOLCS, DENR-MGB, DEPED, among others)

3. Identify:
a) Population at risk in vulnerable areas b) People with special needs c) Poorly constructed houses and facilities

4. Formulate Preparedness Plans, as prescribed in DILG MC 2009-171


Include routes and SOP for evacuation Search and Rescue Plans Incorporated in the LDDC Plans

5. Establish Disaster Command and Auxiliary Command Centers

6. A) Prepare and secure evacuation centers other than public school buildings

6. B) Ensure the availability and adequacy of basic and essential needs at the center prior to actual evacuation such as:
Water Supply Back-up Power Supply Food and Medicines Sleeping mats, blankets, pillows Gender-sensitive sanitary facilities

7. See to it that all disaster preparedness and response mechanisms are in place and functional such as:
Early Warning Device Systems Rescue And Emergency Operations Relief Goods Distribution Medical Assistance Agricultural and Livelihood Rehabilitation Services Other Related Activities

8. Ensure proper coordination with concerned agencies and offices, both in private and public sectors, within their jurisdiction
DND, DSWD, DOH, DILG, PNRC, among others

9. Establish support mechanisms composed of NGOs, volunteer groups, emergency responders, and community organizations.

DURING CALAMITY PROTOCOLS

DEFINITION OF DURING CALAMITY


Within 12 hours from the broadcast of a typhoon signal within a geographical area. On the basis of a 24-hour Weather Forecast and Extended Weather Outlook particularly on widespread rainfall and thunderstorms which may trigger flashfloods and landslides issued by the PAGASA.

DURING CALAMITY PROTOCOLS


1. a) Activate all Disaster Command and Auxiliary Command Centers in the locality b) Mobilize the members of the Local Disaster Risk Reduction and management Council to man such Centers on a 24-hour basis

2. Activate the area-wide warning and alarm system, whether stationary or portable

DURING CALAMITY PROTOCOLS


3. Deploy the following:
Emergency Response Teams Rescue and Medical Teams Evacuation and Rescue Equipment
In staging or in assigned deployment areas

DURING CALAMITY PROTOCOLS


4. Activate the designated Evacuation Centers, to include:
a) Deployment of trained personnel in:
Food Handling Orderly distribution of relief goods Medical and Counseling service Law Enforcement Settling interpersonal conflicts

5) Enforce pre-emptive, or forced evacuation of affected individuals and families

6) Conduct Needs Assessment

FOR LOCAL CHIEF EXECUTIVES

AFTER-CALAMITY PROTOCOLS

In the aftermath of a calamity

1) See to it that affected areas are no longer dangerous to evacuees prior to their return

2) Provide continuing relief assistance, including medical and psycho-social counseling services to families or individuals in need

3) Cause the collection of garbage and the total clean-up and clearing of waterways and sewerage systems in the locality within 24-hours after the calamity

4) Conduct damage assessment on:


Local Government-owned facilities, buildings, and infrastructure Agriculture i.e., crops, livestock, fisheries
Link damage assessment information and rehabilitation

OTHER GUIDES TO ACTIONS

During and in the aftermath of a calamity:

1) Adopt measures such as:


a) Regular inspection of public and private markets, rice warehouses b) Activation of hotlines, Consumer Complaint Desks and Timbangan ng Bayan c) Deployment of local government personnel to monitor prices.
to forestall hoarding or unreasonable price increases of essential commodities

2) Activation or Organization of the Local Price Coordinating Councils for consumer protection purposes and sustained monitoring of selected prime commodities
*Pursuant to RA 7581 (Price Act), RA 71 (Price Tag Law)

3) Monitor, convene and formulate policies and strategies to keep prices of consumer goods at reasonable level

4) Cause the generation of reports as may be required by higher authorities

Use of the Local Disaster Risk Reduction and Management Fund

Pursuant to Section 21 of RA 10121

xxx Not less than five percent (5%) of the estimated revenue from regular sources shall be set aside as the Local Disaster Risk Reduction and Management Fund xxx

Section 21 of RA 10121

Allows local governments the flexibility to increase funding even beyond 5% of the IRA, for disaster reduction, preparedness and mitigation measures.

LDRRM Fund, in Sec 21 of RA 10121 and in Rule 18 of its IRR is to be used for:
1. Disaster Risk Management Activities
Pre-disaster preparedness programs
Training Purchase of life-saving rescue equipment Supplies and medicines

Post-disaster activities Payment of premiums on calamity insurance Construction of evacuation centers

2. Support to Other Affected LGUs


Upon recommendation of LDRRMO, and Approval of the sanggunian concerned
transfer their fund to support LDRRM Councils declared under state of calamity

3. Quick Response Fund or Stand-By Fund for Relief and Recovery Programs
Of the amount appropriated for LDRRMF, 30% shall be allocated as the Quick Response Fund (QRF) or Stand-By Fund for Relief and Recovery Programs For areas stricken, to normalize as quickly as possible

Utilization of LDRRMF

Should be in accordance with the pertinent provisions of the law and its IRR

Give attention to:


Purchase of Rescue Equipment Provision of Livelihood Relief or Assistance to fisherfolks
During the period they are not allowed to fish

Provision of financial assistance to affected LGUs in the calamity areas

FOR THE CITY OR MUNICIPAL DRRMO

FUNCTIONS

1. Provide technical assistance and relevant information 2. Monitor compliance of the Punong Barangays to the directive 3. Provide equipage necessary and other vital infrastructure in each barangay

FOR THE PUNONG BARANGAYS

FLOOD-PRONE AREAS

1. Identify every flood-prone area in the barangay based on: Local Flood Maps Geohazard Maps
*Posted at the DILG, DENR, and other websites

2. Conduct regular disaster awareness and response campaign Includes drills and exercises To prepare the community in case of a calamity or emergency

3. Organize emergency group responders, rescue teams or community service brigades

4. Establish a communication link with the concerned City or Municipal Mayor and heads of other government agencies and other volunteer groups

5. Provide necessary emergency equipment and supplies if able

6. Install a community based Early Warning System to provide accurate and timely advice applicable to an affected community

7. In the event of a weather forecast and extended heavy rainfall which may trigger flooding
Advise the residents to pay attention to radio and TV broadcasts for weather advisories Require residents to have a battery-operated radio Advise to take heed of the warning system on flooding Advise residents to be prepared for evacuation to a designated evacuation center Remind residents that evacuation is a safer option

8. Establish an evacuation procedure and implement the same, as warranted

9. Initiate the forced evacuation of affected individuals and families

FOR THE PUNONG BARANGAYS

LANDSLIDE-PRONE AREAS

In the case of a flood-prone area:

1. Identify every flood-prone area in the barangay based on:


Local Flood Maps Geohazard Maps
*Posted at the DILG, DENR, and other websites

2. Conduct regular disaster awareness and response campaign


Includes drills and exercises To prepare the community in case of a calamity or emergency

3. Organize emergency group responders, rescue teams or community service brigades

4. Establish a communication link with the concerned City or Municipal Mayor and heads of other government agencies and other volunteer groups

5. Provide necessary emergency equipment and supplies, if able

6. Install a community based Early Warning System to provide accurate and timely advice applicable to an affected community

7. In the event of a weather forecast and extended heavy rainfall which may trigger landslides
Advise the residents to pay attention to radio and TV broadcasts for weather advisories Advise to take heed of the warning system on landslide

If they are near a river or stream, advise them to be alert for:


Sudden increase and decrease in water flow A change from clear to muddy water

Require residents to watch hillsides around their homes for any signs of land movement

8. Establish an evacuation procedure and implement the same, as warranted

9. Initiate the forced evacuation of affected individuals and families
