A functional democracy needs an informed citizenry and empowered
media, popular participation in policy making, a responsive state, and
governing processes that are open, transparent and inclusive to all
legitimate interests
State Accountability:
The public watchdog role of the media can provide a
critical check on government misuse of power or
incompetence, and enable citizens to demand good
governance.
