PRESENTATION ON HEALTH COMMITTEE

HEALTH COMMITTEE

Health planning in India is an integral part of national socioeconomic planning. The guidelines for national health planning were provided by a number of committees dating back to the Bhore committee in 1946. These committees were appointed by the government of India from time to time review the existing health situation and recommended measure for further action.

DEFINITION
The health committee is a standing committee of the ice landing parliament. There are many Health Committee:1. BHORE COMMITTEE, 1946 2. MUDALIAR COMMITTEE, 1962 3. CHADAH COMMITTEE, 1963 4. MUKHERJI COMMITTEE, 1966 5. JUNGALWALLA COMMITTEE, 1967

6. KARTAR SINGH COMMITTEE, 1973 7. SHRIVASTAV COMMITTEE, 1975 8. SHETTY COMMITTEE, 1954 9. MEHTA COMMITTEE, 1983 10. BAJAJ COMMITTEE, 1987

1.BHORE COMMITTEE,1946
The government of India in1943 appointed the health survey and development committee with sir Joseph Bhore as chairman to survey the then existing position regarding the health condition and health organization in the country and to make recommendations term measure for the future development. Some of the important recommendations of the Bhore Committee were: Integration of preventive and curative services at all administrative levels The committee visualised the development of primary health centres in 2 stages Major changes in medical education which includes 3months training in preventive and social medicine to prepare social physician.

2.MUDALIAR COMMITTEE, 1962


The government of India appointed another committee known as Health Survey and Planning Committee Popularly known as Mudaliar Committee. After the name of its chairman Dr. A. L. Mudaliar to survey the progress made in the field of health. The main recommendation of Mudaliar Committee were: Consolidation of advances made in the first to five year plan. Strengthening of the District Hospital. Regional organization in each state. Each primary health centre not to serve more than 40,000 population. To improve the quality of health care provided by PHC.

3.CHADAH COMMITTEE,1963
In 1963, a committee was appointed by the government of India, under the chairmanship of Dr. M. S. CHADAH, the then director general of health services to study the arrangements necessary for the maintenance phase of the National Malaria Eradication Program. The committee recommended that the vigilance operations in respect of the National Malaria Eradication Program should be the responsibility of the General Health Services i.e. Primary Health Centre at the Block level.

4.MUKHERJI COMMITTEE,1966
As the states were finding it difficult to take over the whole burden of the maintenance phase of malaria and other mass programmes like family planning, smallpox, leprosy, trachoma, etc due to paucity of funds, the matter came up for discussion at a meeting of the Central Council of Health held in Bangalore in 1966. The Council recommended that these and related question may be examined by a committee of Health Secretaries, under the chairmanship of the union health secretary, Shri Mukherji. The committee worked out the details of the BASIC HEALTH SERVICE which should be provided at the block level, and some consequential strengthening required at higher levels of administration.

5.JUNGALWALLA COMMITTEE, 1967


The central council of health at its meeting held in Srinagar in 1964, taking note of the importance and urgency of integration of health services, and elimination of private practice by government doctors, appointed a committee known as the Committee on Integration of Health Services. The committee defined integrated health services as: A service with a unified approach for all problems instead of a segmented approach for different problems. Medical care of the sick and conventional public health programmes functioning under a single administrator and operating in unified manner.

6.KARTAR SINGH COMMITTEE, 1973


The Government of India constituted a committee 1972 known as The committee on multipurpose workers under health and family planning. Under the chairmanship of Kartar Singh and Government of India.

7.SHRIVASTAV COMMITTEE, 1975


The government of India the ministry of health and family planning had in November 1974 set up a Group on medical education and support manpower . Popularly known as the Srivastav Committee. To devise a suitable curriculum for training of health assistents so that they can serve as a link between the qualified medical practitioner and multipurpose worker To suggest step for improving the existing the medical educational processes.

8.SHETTY COMMITTEE,1954
During the month of Febuary 1954, the meeting of the central council of health held at Rajkot under the chairmanship of Rajkumari Amrit Kaur, then union minister for health emphasized the need for the importance of Nursing in health department and made resolution to constitute a Nursing Committee to review conditions of Nursing Profession. The term of reference of the community are given below: To survey the existing facilities for teaching in nursing and condition of work. To assess the minimum requirement of the country. To examine the existing condition of service.

RECOMMENDATION
Appointment of a superintendent of nursing services in each state. Combining the nursing service for hospital and that of public health field into one service. In planning to provide an adequate nursing service.

9.MEHTA COMMITTEE 1983


This committee is a medical education review committee of the report deals with medical education in all aspects. Its major recommendation are regarding the establishment of universities of medical sciences and health education commission. The report specifically deals with lack of availability of health manpower data in India. Recommendation regarding methods for updating such data, the manpower projection for Doctors, Nurses, and Pharmacist.

10.BAJAJ COMMITTEE, 1987


National health policy in view an expert committee was constituted by government of India under the chairmanship of Bajaj known as Health manpower planning, production and management. It reviewed the existing situation and made the following major recommendation. A national policy on education in health science must be enunciated. A realistic health manpower survey should be carried out. The effective vocalization of health and health related courses should be started.
