Implementation of IMOs e-Navigation Strategy

e-Navigation
Defined by IMO as the harmonized

collection, integration, exchange, presentation and analysis of maritime information on board and ashore by electronic means

IMPA Position Statement


IMPAs position on e-Navigation is based on three guiding principles:
Predominance of the human element Meeting the needs of the bridge team and the pilot Looking out the window remains essential

IMPA has consistently promoted these principles to protect a fundamental point: the role in navigation of on-board decision-makers must not be compromised by those who are shore-based

IMO e-Navigation Strategy and Implementation Plan


Based on four key components:
Statement of shore-based and on-board user needs Analysis of existing system architecture Gap analysis between existing and required technologies Cost and risk analysis

Criteria for Solution Prioritizing


Seamless transfer of data between on board equipment Seamless transfer of data between ship and shore Base the work on systems that are already in place Avoid concentrating on determining the cause of marine casualties Limit the list of e-Nav solutions to those that will achieve the first two criteria

Prioritized e-Nav Solutions


Improved bridge design Means for standardized auto-reporting Improved reliability of bridge equipment and navigation information Integration of available information in graphical displays received via communication equipment Improved Communication of VTS Service Portfolio

Risk Control Options


Integration of navigation information/equipment and improved software quality assurance Bridge alert management Standardized modes for navigation equipment Automated and standardized ship-shore reporting Improved reliability of onboard Position, Navigation and Timing systems Improved shore-based services Bridge and workstation layout standardization

Maritime Service Portfolios


Defined as the services to be provided in a given area MSP 6 focuses on pilotage While pilots have been successful in preventing the inclusion in MSP 6 of a requirement that PPU information be digitally exchanged with shorebased authorities, the discussion about the role of pilots on board vessels is not over yet

Conclusion

The unified position and strong stand of marine pilots in the deliberations concerning e-Nav is crucial if we are to ensure that future decisions remain consistent with our own principles
