Decisions taken with respect to PESSI


The DCO, Gujrat advised the District Public Prosecutor, Gujrat to prepare all the prosecution cases of PESSI, Gujrat for further submission to the court of Judicial Magistrate 1st Class. The DCO further advised to improve the situation regarding coverage of Brick Kiln Units as well as registration of workers The DCO appreciated the work of PESSI regarding coverage of Brick Kilns units under the Social Security Scheme and other allied matters. The DCO advised to bring maximum units of Brick Kilns for registration and their all the workers be issued Social Security Cards accordingly. PESSI, Gujrat should accelerate their work regarding issuance of Social Security Cards. It was advised that the PESSI, MB Din exert more efforts regarding issuance of Social Security Cards to the Brick Kilns workers. More units be got registered for coverage under the Social Security Scheme as 152 Brick Kilns unit have already been registered in whole of Gujrat District till 24-10-2013 The DCO authority desired to improve the pace of work regarding issuance of Social Security Cards and registration of Brick Kilns units, which has come to 158 in whole of District Mandi Baha-ud-Din till 24-10-2013

How to improve F-4 contribution from functioning units? (DLOs to provide comments)
1. A team comprising of senior Field Officers posted in the DSS may be constituted for physical as well as record checking on urgent basis.

2. Recovery Van/ Jeep may please be provided to DSS/ Sub Office for recovery of social security contribution from the units of far-flung areas of District Gujrat, Mandi Baha-ud-Din and Jhelum City.
3. It is needed to have a contact with the Chamber of Commerce & Industry to help out the Field Officers of PESSI for recovery from the defaulter employers. They may also be requested to hold a meeting on monthly basis in this regard and call the defaulter employers who have not been making the social security contribution without any justification. 4. The PESSI, Head Office, Lahore may provide the incumbents against the vacant posts of SSOs & ASSOs. 5. The amount of F-4 being received as social security contribution be tallied with the paid amount to the EOBI & if any difference is found, necessary demand notice be served upon to the concerned establishment.

SOPs for Industrial Accidents


Current Practice The late submission of cases of cash benefits are necessarily required to be sent to the PESSI, Head Office, Lahore for approval of late condonation beyond the expiry of 90 days. This practice some usually takes lot of time for consideration and disposal at the PESSI, Head Office, Lahore. Proposed improvement by DLO The such delayed cases of cash benefits after the expiry of 90 days be allowed to be examine and decided at DSS keeping in view all legal aspects.

GSP Plus Status Implications and Opportunities (on Local Office Area Basis) (to be provided by DLO)
The Generalised System of Preferences (known as GSP for short) is a scheme whereby a wide range of industrial and agricultural products originating in certain developing countries are given preferential access to the markets of the European Union. Preferential treatment is given in the form of reduced or zero rates of customs duties.

The GSP scheme is specifically designed to benefit certain developing countries and integrate them into the world economy.
It is expacted that in Pakistan GSP Plus will bost up export particularly in the Textile & Housery goods which also create opportunity of jobs for young men & women.

SCOPE IN THE GUJRAT REGION:
