Final Day

No More Dark Spaces: The Transparency and Good Governance Initiative


Corruption is often the result of excessive regulation. The BJP will simplify rules and procedures to ensure an end to the license-inspector raj in Delhi. We shall ensure that honest citizens are not unduly harassed. We plan to give India her first truly online government.

1. Simplification of Processes
A review of all existing rules and procedures and a plan to simplify these processes to minimize harassment.

2. Simplified VAT System


A simplified VAT system and exploring the possibility of VAT being paid at source by distributors rather than traders and retailers.

3. Payment of all state taxes to be made online.

4. Lokayukta and Code of Conduct in government


A Code of Conduct to be formulated to define standards of behavior and levels of service expected from senior government functionaries. Time to be specified for specific tasks and penalties to be imposed and paid to applicant in case of default. The Institution of Lokayukta will be made more effective.

5. E-Governance Master Plan


A Delhi E-Governance Master Plan incorporating the best international practices to be announced.

6. MyDelhi Web Portal for Public Services


The government to set up a web portal called MyDelhi to act as a single window for providing all public services online. All applications, licenses, approvals will be capable of being applied for on this portal, status of applications to be tracked online. Clearances to be received electronically.

7. Documents to be Available Online


All documents ordinarily required by citizens such as birth/death certificates, property records, tax records, building certificates, ration cards etc. and their renewals to be made available online.

8. Centres for Accessing Government Services


100 Facilitation Centres to be set-up to provide rapid access to all government services.

Special attention to be paid to ensure adequate number of facilitation centres for residents of slum and JJ colonies.

9. Tender Process to be Conducted Online


All government departments to adopt E-Procurement. All tenders to be mandatorily published on the internet. Tender opening, discussions and results to be published online. In case of large contracts, tender discussions to be video-recorded and made available to the public.

10. Information Technology for Modernizing Governance


All government records to be digitized and all departments to be interconnected through broadband networks to minimize inter-department delays. Extensive use of Mapping and Geographic Information Systems in planning, decision-making and execution.

11. Citizen Participation in Decision Making


Government to encourage feedback and participation of citizens in decision-making. Important policy proposals to be placed on the internet for suggestions.

12. Online and Phone Based Corruption Complaints


Public complaints of corruption to be possible by registering it online, sending it through mail or e-mail. Action taken report to be provided to the complainant. A Telephone Helpline similar to 100 to be established to enable people to report harassment or corruption.

13. One Delhi card to be used for availing all government services.

An expert group will be set-up to advise the Chief Minister on rapid implementation of the measures mentioned.
