Load Balance Among Carriers

-UMTS Radio Network Planning & Optimization Dept

Load balance: general principles

Target: to balance the load between two

neighboring cells

Scenario:

two cells at the same location with different frequencies; Target cell has the same or larger coverage than source cell

Source cell f1 Target cell f2

Criteria

Load of source cell above load balance threshold Load difference between two cells bigger than a delta threshold

Load of source cell Load balance threshold Load difference Load of target cell

load balance margin load balance thresholdactual loading

Cell1 load balance is triggered !

Cell1 load balance margin 1

Cell2 load balance margin 2

Cell2 load balance margin 2

IF 2- 1> Permitted Payload Difference Downlink Threshold , new service will access in cell2, ELSE select cell1

Load balance: inter frequency, at RRC SETUP or RAB SETUP

RRC REQUEST / RAB ASSIGN at source cell Source cell Target cell

UE camps on source cell RRC Connection REQUEST or RAB assignment REQUST in source cell Load balance condition is satisfied. RRC connection or RAB is established in the target cell

Load of source cell Load balance threshold

Load of target cell Load balance threshold

RRC SETUP / RAB SETUP at target cell

Source cell Target cell

Load balance: inter frequency, at ongoing HO

UE moves from source cell to cell 1, handover is triggered Reported Intra freq target cell is cell 1 Load balance criteria meets between cell1 and cell2 UE is handed over to cell 2

HO triggered Source cell f1 Target cell 1 f1 Target cell 2 f2

Load of cell 1 Load balance threshold

Load of cell 2 Load balance threshold

HO to cell 2 Source cell f1 Target cell 1 f1 Target cell 2 f2

Request

Two frequency resources Same coverage cells: cell 1 and cell 2 Schedule: time conflict with other tests, e.g. POTD
