Not enough trainers
Difficult to meet IEC requirements at local level Inadequate use of IEC materials

Hindering factors
Lack of peer counseling protocol; LGUs need clear roles and functions of breastfeeding support groups; those trained not internalize concept
Change in local workers due to elections, need train new workers

Lessons
Need to follow-up mentor those trained so can be effective counselors
Need to sustain capacity development in IYCF (accreditation of academic institutions as training arm) Need to sustain support groups Critical support of LCEs

Prospects
Continue with initiatives, in framework of MTPPAN and the strategic plan on IYCF Important to pool resources and synchronize efforts
