Definitions
In collecting any information on the movement of travellers, it is essential to decide who is to be included. Definitions should be unambiguous(unclear) and easy to understand. Definitions should normally be consistent with established usage of the words concerned. Definitions should, as far as is reasonably possible, facilitate measurement.
