Golden Cluster Implementation Strategy

Peninsular Malaysia

Perak cluster has been selected for GC since consist

of various clutter types (urban, sub-urban and rural)
hence able to reflect all probable rationalization scenarios

Penang

GC implementation divided into 5 phases

to start from rural area towards urban area. [1 (A6Kuala Kangsar & A5-Matang), 2 (A4-Kerian & A9Teluk Intan), 3 (A10-Setiawan & A11-Kampar), 4
(A8-Ipoh Selatan), 5 (A7-Ipoh Utara)]
to start from low risk to high risk (quality, coverage &
capacity- Network & customer impact

Site survey to start based on :

Implementation cluster according to proposed phase,
Prioritize the infill pair sites [14 Infill sites A5(2),
A4(1), A9(3),A10(2), A11(3), A8(1), A7(2)]

Criteria

Cost

Cold Swap vs Hot Swap - to avoid revenue loss by

minimizing downtime

Fiber - existing infra or 3rd party leasing with

sufficient capacity is the highest priority to remain.
Reduce AA cost.

Sufficient capacity ( m/w + aggregation) highest priority is given to the sites with sufficient
E2E capacity

route thru microwave only to BSC/RNC will take the

highest priority & follow by mw + fiber/ 3rd party
leased line.

Smaller nos of hops to single Hub - To reduce

unnecessary multiple hops to hub/collector point.
Will reduce AA cost, implementation time and
reduce element .

Bucket 770 is the highest priority. 1212 & 2206

Shortest route / path to BSC/RNC - Shortest

Quality

will follow accordingly. Able to meet target within

timeline.

AGREED JOINT PROCESS

The Agreed Joint Process is a consolidated process between both DiGi and Celcom based on
our internal practices.

Network collaboration will leverage from common network

to maximize cost saving

All shared sites will have effective reduction of one access link towards Hubs.
Hub site will have more effective reduction of links towards the shared sites
when there are more shared sites linking to the Hub site.

Civil, Mechanical and Electrical Preparedness

Jet Project

Civil, Mechanical and Electrical

The objective is to share wherever possible on all infrastructures. The host shall prepare all the
necessary infrastructure for the visitor. These are as below but not limited to:
Cabin/Outdoor Plinth Space
AC and DC power system
DCPDB/ACPDB
Tower/Monopole
Indoor sites

Space inside cabin will be shared

DC power systems will have to be upgraded to cater the additional loads, if requires
cabin shall be strengthen

Shall indoor space be insufficient, the visitor will install outdoor equipments

The TNB incoming power supply will be split to cater the outdoor PDU for the visitor
Outdoor sites

Outdoor plinth will be extended if possible

The visitor shall install their equipment outdoor as well

Equipment shall be placed back to back to minimize the equipments footprint

The TNB incoming power supply will be split to cater the outdoor PDU for the visitor

If space is a constraint, the outdoor PDU shall be shared

Civil, Mechanical and Electrical Preparedness

Towers

Jet Project

Towers or monopoles will be shared

Tower analysis shall be performed if necessary
Tower strengthening shall be done if required or stated in the tower analysis report

New sites (infill)

All infrastructures will be built and shared

SITE ACQUISITION STRATEGY

Own Build Sites
Strategy to adopt to ensure no rental increment, possible rental reduction and
securing long term tenancy agreement

Jointly develop communication plan towards property owners

a.
b.

c.
d.

To develop communication/ negotiation strategy based on consolidation plan.

Up front engagement to inform of owner of multiple activities throughout the year with the
following objectives:
I.
Commitment towards maintaining the rented premises identify defects, fix and
beautify the site
II. Commitment towards Deep Green initiative by modernizing equipment towards smaller
footprint and less power consumption
Subsequent access arrangements to make reference to aforementioned initiative
Jointly develop a generic Technical Proposal to be used whenever requested by property
owners
Jointly develop standard communication line and FAQ materials to be shared with property
agents

SITE ACQUISITION STRATEGY

Own Build Sites
Continue
Jointly develop standardized commercial offers
a.
b.
c.

Develop rental capping rates based on the states/ area property value
Develop a standardized terms and conditions in the tenancy agreement
Develop other commercial offers to achieve further rental reduction eg. bulk payment for
better discount, long term agreements etc.

Jointly develop site securing boundary

a.

Avoid creating unnecessary competition in the same area

Jointly develop site acquisition strategy for difficult high profile areas
a.
b.

Jointly develop technical solutions to address the constraints at these areas

Leverage on each others strengths to secure the site eg. Celcom strong tie with
government, Celcom with TM etc

Joint sourcing for 3rd party property agents

a.
b.

Manage and control the site securing cost

Manage and control quality of work and performance of property agents

SITE ACQUISITION STRATEGY

Own Build Sites
Continue

Ensure to be seen as ONE maintenance team

a.

Explore the possibility of a consolidated field maintenance team or introduce

one field maintenance party

Jointly develop technical solutions

a.
b.

Jointly develop technical solutions to reduce equipment footprint and antenna

poles (can also leverage on modernization)
Evaluate different site provider solutions (Pylons, payphones, traffic lights etc)

Ensure it achieves the KPIs

The types of verification and drive test methodology are dependent on

the types of sites, GERAN and/or UTRAN.
Site verification work and drive test will be carried out in the non-busy
hours to retain excellence customer experience.
The Supplier shall propose and perform the necessary optimization
works such as antenna re-engineering, network tuning, parameter
changes, new feature implementation and new coverage enhancement
plans to achieve the KPIs.
