    Finances and Autonomy


    Each zone can have its own tax raising autonomy
    including betterment and congestion tax
    Kar Govt cannot interfere in JNNURM fund allocation to
    all zones or central grants.
    Measurable and Performance oriented fund allocation
    All fund allocation need to be debated on Municipal
    Corporation meetings. Council meetings need to be
    video graphed
    Mandate 60 days of sitting per year spread over 5 12
    day slots of new municipal zones
    Raise salary of corporator to Rs 20000/p.m
    non cash convertible allowance to Rs 10000/pm

    What the BBMP


    Restructuring committee
    should do
    Create an email where people can send their
    suggestions
    Put out meeting minutes after approval in public domain
    Prepare a draft report for the February Karnataka
    Assembly session in February during Budget session
    List out expenditure of committee monthly in excel sheet
    which can be used by new commission of enquiry or
    standing committees and set a bench mark
    All input suggestion emails need to acknowledged of
    receipt.
    Set a 4 month deadline for final report be aggressive
    burn midnight oil
