An act Upgrading our public utility vehicles and
Mandatory training for responsible Driving

I.Introduction

Transportation in the Philippines is relatively


underdeveloped, partly due to the country's mountainous
areas and scattered islands, and partly as a result of the
government's persistent underinvestment in the nation's
infrastructure. Recently, however, our Government has
been pushing to progress the transportation system in the
country through various projects.
One of them is the very iconic Jeepney, it symbolizes our
countrys transportation and with its spacious seats and
ostentatious exterior designs. But these vehicles have
stood the test of time but time has taken its toll and our
Jeeps are outdated and substandard in Neighboring
Countries. It is about time that these vehicles deserve an
upgrade that will stand up in these times

I.Introduction

In recent times, innumerable vehicular


accidents occur for many reasons, like
drunk driving, Over speeding, Mechanical
Problems, etc.. Drivers especially in the
public transport must undergo mandatory
training to avoid or lessen these incidences.

II. Basis from the


Constitution

Article II,Section 17.The State shall give


priority to education, science and
technology, arts, culture, and sports to
foster patriotism and nationalism,
accelerate social progress, and promote
total human liberation and development.

III. What is this Law?


This law will mandate the upgrade of
Jeepneys, especially the decrepit
conditioned ones
This will also require Public Utility drivers to
pass the minimum requirements to drive
Vehicles, they must be physically and
mentally fit to drive PUVs, including Bus
Franchisers in selecting drivers with the
help of the LTFRB.

III. II. Why should this Law be


Implemented?
Upgrading the jeepneys to a more durable
and environment friendly type will provide
better performance of the vehicles and
reduce the gas emissions exhausted by the
old vehicles.
Due to the increasing number of Accidents
that have occurred in the past few years,
this concerns our peoples safety in riding
public vehicles

III.III. How will this Law be


Implemented?

The national or local government will


financially support jeepney groups in the
upgrading of the dilapidated jeeps
There will be minimum requirments for
selecting drivers of a Public Vehicle.
There must also be a crew in maintaning the
Upgraded Jeepneys in order to keep them in
good condition.
Violations made by the driver will not be
tolerated and will be subjected to penalties
under the rule of law

IV - Effictivity

This law will become effective once the


President has signed this Bill
