Procedure for Amending Committee

Membership
Nomination of members of select
committees
Unless otherwise provided by any written
law or the Standing Orders, the Committee
on Selection, in consultation with County
Assembly parties, nominates Members who
serve on select committees.
The Committee on Selection gives
consideration to the need for gender
balance and, so far as may be practicable,
ensures that no more than two-thirds of
members of a committee of the County

Assembly, including a committee established
through a resolution of the County Assembly, are of
the same gender.
A vacancy occasioned by resignation or removal of
a Member from a select committee must be filled
within fourteen days of the vacancy.
A Member against whom an adverse
recommendation has been made in a report of a
select committee that has been adopted by the
County Assembly is ineligible for nomination as a
member of that committee.

Correcting Anomalies in
Committee Membership
Anomalies in Committee Membership are

dealt with by the Committee on Selection

The Committee on Selection invites political
parties to make fresh nominations to rectify
anomalies in their earlier submitted lists.
The names submitted in the new list are
tabled before the Assembly by way of a
motion.(see below);

THAT, notwithstanding the resolution of the

Assembly on (date when the Committees

were first constituted) regarding
appointment of Members to respective
Committees, this Assembly further approves
the following Changes to the Membership of
Select Committees:The Hon. X, MCA to be appointed a
member of the Budget and
Appropriation Committee.
The Hon. Y, MCA to be appointed a
member of the Procedure and Rules

Aligning CA Committees with provisions of

Second Schedule of County Govt. Act, 2012

Committees of the County Assembly, and

their formation, mandate and how they

conduct their business are broadly provided
for in the Standing Orders under the 2nd
Schedule, but specifically under various
provisions of the SOs depending on the type
and mandate of the Committee.

Placement of Members to Committees

under the County Governments
Section 9 of the County Governments Act

under the roles of an MCA provides that,

amongst other things, members attend
sessions of the county assembly and its
committees
Procedure and committees of the county
assembly
Section 14 of the Act provides that a County
Assembly
may make standing orders consistent with
the Constitution and the Act regulating the
procedure of the county assembly

orders for the proper conduct of
proceedings; and
may establish committees in such manner
and for such general or special purposes as
it considers fit, and regulate the procedure
of any committee so established.
The county assembly in establishing
committees under section 14 must ensure
that each member of the county assembly is
appointed to at least one committee.

A county assembly may jointly with another

county assembly, establish committees

consisting of members of both county
assemblies.
If a county assembly establishes a joint
committee with another county assembly,
the election of members and regulation of
the conduct of the business of the joint
committee will be as agreed between the
two county assemblies.
