What is sez ?

 “SEZ” is a geographical region that has


economic laws that are more liberal than a
country's typical economic laws. An SEZ
is a trade capacity development tool, with
the goal to promote rapid economic
growth by using tax and business
incentives to attract foreign investment
and technology.

 Export Processing Zone (EPZ):-For promoting


exports, The Asia's first EPZ set up in Kandla in
1965.
 The SEZ policy was first introduced in India in
April 2000, as a part of the Export-Import
(“EXIM”) policy of India.
 The SEZ Act and the SEZ Rules, 2006 (“SEZ
Rules”) were notified on February 10, 2006
MAIN OBJECTIVES OF SEZ:-

 Generation of additional economic


activity.
 Promotion of exports of goods and
services.
 Promotion of investment from
domestic and foreign sources.
 Creation of employment opportunities.
 Development of infrastructure facilities.
APPROVAL MECHANISM OF
SEZ’S
 Any proposal for setting up
of SEZ in the
Private/Joint/State Sector is
routed through the
concerned State
government.
 State govt. forwards the
same to the Department of
Commerce.
 Further its
recommendations are
finalized by of the Board of
Approval.

FACALITIES OFFERED TO
SEZ UNITS & developers
 Duty free import/domestic procurement of goods for
development, operation and maintenance of SEZ units
 100% Income Tax exemption.
 External commercial borrowing by SEZ units up to US $
500 million in a year.
 Exemption from Central Sales Tax.
 Exemption from Service Tax.
 Single window clearance for Central and State level
approvals.
 Exemption from State sales tax and other levies as
extended by the respective State Governments.
SEZ LEADING TO GROWTH…
 578 formal approvals to SEZ given till date.
 174 approvals are for sector specific and multi product
SEZs.
 Nokia and Flextronics electronics hardware SEZs in
Sriperumbudur are providing employment to 14577 and
1058 persons.
 Hyderabad Gems SEZ for Jewellery manufacturing in
Hyderabad has employed 2145 persons. majority of
whom are from landless families.
 Overall employment in SEZ is 1,13,426 persons.
IMPACT OF THE SCHEME
The SEZ scheme has generated tremendous response amongst the
investors, both in India and abroad, which is evident from the list of
Developers who have set up SEZs:

 Flextronics SEZ in Tamil Nadu
 Mahindra World City in Tamil Nadu
 Motorola, DELL and Foxconn
 Apache SEZ (Adidas Group) in Andhra Pradesh
 Divvy's Laboratories, Andhra Pradesh
 Rajiv Gandhi Technology Park, Chandigarh
 ETL Infrastructure IT SEZ, Chennai
 Hyderabad Gems Limited, Hyderabad
LIMITATION
LAND ACQUISITION CONTROVERSY IN SINGUR
 Singur is present in the state of West Bengal.
About 997 acres had been allotted to Tata Motors for
building the Nano.
The project soon faced opposition from a political
party. The trinamool congress led by Mamata
Banerjee protested against the manufacture of the car
and the plant saying that the land was to be used for
agrarian purposes and was wrongfully allotted to Tata
Motors for making the Nano.
On 2nd October 2008, Tata chairman Ratan Tata
officially announced that Tata Motors would be pulling
out of Singur & will be shifted to Gujrat.
