used for UE in CONNECTED mode.
There are three cell lists that the test set can send in SIB11: intra-frequency cell info list, interfrequency cell info list and inter-RAT (GSM) cell list. To specify the details of these cell lists, see:

According to the 3GPP 25.331 specification, Maximum 3552 bits (444 bytes) or 96 cells can be configured in
SIB11.
Intra Frequency: Serving Cell: 23 Bits
Non Serving Cell: 48-55 Bits
Inter Frequency: Per Neighbor: Up to 67 Bits
IRAT: Per Neighbor: Up to 63 Bits
The length of SIB11 cannot exceed 3552 bits and this is insufficient to accommodate information regarding all 95
cells. The total length of SIB11 is variable and depends on:
total number of neighbor cell relations defined in SIB11
combination of IAF, IEF and GSM cell relations in SIB11
number of different WCDMA carriers for IEF neighbors
parameter settings per cell relation (i.e. setting of the parameters
qRxLevMin, qQualMin, qOffset1sn, qOffset2sn, maxTxPowerUl)
If the total length of SIB11 is exceeded, some neighbor relations needs to be removed
This means that it is necessary to limit the number of neighboring cells included within SIB 11 and SIB
12. The precise number of neighboring cells which can be included depends upon the quantity of information
associated with each neighbor, i.e. as the quantity of information increases the number of neighbors which can
be included decreases.
The release 6 version of the 3GPP specifications resolves this issue by introducing SIB 11bis. SIB 11bis
can be used to accommodate any neighbors which have been excluded from SIB 11 as a result of
its capacity limitation. It is mandatory for SIB 11 to include information regarding the serving cell. The quantity
of information signaled for the serving cell is usually less than the quantity of information signaled for nonserving

RAN1323 Extension of SIB11 (sib11bis)
(RU10)System Information Block type 11bis (sib11bis) provides extension segments for SIB11.
sib11bis solves an inconsistency problem in 3GPP TS 25.331, which has prevented the usage
of complete neighboring cell lists for idle mode UEs.
3GPP R6 introduces sib11bis, which allows operators to define 32 intra-frequency, 32 interfrequency and 32 inter-system neighboring cells for idle mode UEs. All of these neighbors were
originally intended to be included in SIB11, but in the specifications the physical size of SIB11
data has capacity only for 47 cells.
In demanding environments, the current size of SIB11 may not be enough. As the intra-frequency
neighbors are typically given the highest priority, the inter-frequency and inter-system neighbor
cell lists may remain incomplete. When relevant neighbors are missing from SIB11, the UE cannot
make the optimal cell selection, which may lower the performance in call success rates.
Sib11bis is a backward compatible solution to correct the problem in SIB11.

HUAWEI SIB 11 CALCULATION


3GPP recommendations give maximum values, it's up to vendors that what typical values they are using.
Like for interfreq neighbors all except first neighbor use 24 bits in Huawei.
Huawei Has an event/alarm for this "EVT-22937 SysInfo Message Restrict Neighboring Cells Number" which will
delete the lower priority neighbors automatically if exceeding 3552 bit limitation.
Huawei Logic if more Neb count:
algorithm work when have neb count more than 32 and also SIB11 information length exceed 444 bytes(3552
bits)
1. The RNC limitation:
a) Each of the 3 types cell maximum neighbor cells number :32. If more neighbor cells are configured, 32 cells with
high priority are selected. If all neighbor cells are set to same priority, the first neighbor cell on MML script has the
top priority.
b) SIB11 length :444 bytes. RNC calculate pre-sending SB11 information length, if it exceeds 444 bytes, some of
them will be cut.
2. Neighbor cell weight
Intra-frequency neighbor cell weight = the amount of pre-sending intra-frequency neighbor cells * factor ( initially,
0.1) deleted intra-frequency neighbor cell amount
Inter-frequency neighbor cell weight = the amount of pre-sending inter-frequency neighbor cells * factor ( initially,
0.1) deleted inter-frequency neighbor cell amount
IRAT neighbor cell weight = the amount of pre-sending IRAT neighbor cells * factor ( initially, 0.1) deleted IRAT
neighbor cell amount
3. Neighbor cell cut algorithms
a) If intra-frequency neighbor cell weight > inter-frequency neighbor cell and intra-frequency neighbor cell weight >
IRAT neighbor cell weigh then delete the last intra-frequency neighbor cell , otherwise, go to b.
b) If inter-frequency neighbor cell weight >= intra-frequency neighbor cell and inter-frequency neighbor cell weight >
IRAT neighbor cell weigh then delete the last inter-frequency neighbor cell, otherwise, go to c.
c) delete the last IRAT neighbor cell weight .
d) repeat above procedures, till the SIB11 information length < 444 bytes.
