In 2009, the Indonesian government enacted a


new aviation law, which allowed greater private
participation in airports.
Under that law, foreigner may own and operate
an airport as joint venture with a local partner
through a local company with maximum 49%
foreign ownerships.
The involvement of the state or state-owned
enterprises as shareholder is no longer required.

The initial momentum of such
