power was controlled by the Hong Kong Governor.
Hong Kong people had to obey the Governor.

-But Hong Kong’s Local administration is better than the

early United States. In the Local Administration, it shows
Hong Kong government structure developed better than
the United States government structure. Hong Kong
Government managed city more better. It also shows
that the world is improving.
